1 General Provisions
1.1 This specification is applicable to the accreditation test for dynamic performance of standard-gauge railway passenger and freight cars (excluding long-large and heavy-load special vehicles) running on railway line. As for vehicles of other gauges and the test items on the dynamic performance of vehicles, test may be organized by reference to those specified in this specification.
1.2 This specification covers four parts, i.e. test conditions, evaluation indexes, test methods and test data processing methods. The organization taking charge of accreditation test must conduct test according to this specification and make evaluation for the dynamic performance of vehicles under accreditation test.
1.3 Those listed as the contents of dynamic performance accreditation test for vehicles include: vehicle running steadiness (comfort for passengers or freight integrity), vehicle running stability (safety) and dynamic strength of main components of vehicle bogie. If the use or production departments need to add other test items (e.g. vibration mode determination, etc.), they may decide through consultation with the accreditation test organization separately.
2 Test Conditions
2.1 Test vehicles
2.1.1 New vehicles may be submitted for accreditation test after subjecting to 5,000~8,000km operation trial.
2.1.2 The vehicle manufacturing plant shall provide the accreditation test organization with the final assembly drawing of the test vehicle and bogie, the main dimension and relevant characteristic parameters.
2.1.3 Prior to the test, the accreditation test organization shall inspect test vehicles together with the manufacturing plant to confirm whether their technical states meet the design requirements as well as the requirements of relevant technical standards and specifications.
2.1.4 As for the accreditation test vehicles, passenger cars (seat coach, sleeping car and dining car) are empty cars and freight cars are empty and loaded cars.
2.1.5 Load of test vehicle
2.1.5.1 The load of freight car generally takes marked loading capacity and is loaded according to uniformly distributed load. As for gondola car, the influence of load increment by rain & snow shall be considered and 1.15 times of the marked load capacity shall be taken. As for the freight car whose concentrated load shall be considered, the concentrated load shall be determined according to the assignment or the proposal.
2.1.5.2 The load of luggage car, mail car and other special passenger cars is determined according to the design assignment or the proposal.
2.1.6 Accreditation test vehicles shall not be coupled at the rear of locomotive or the test train's tail.
2.1.7 In the vehicle accreditation test, there shall be representative vehicle for comparison and its technical state shall not be lower than the shop repair standard and shall meet the requirements of above-mentioned 2.1.1 and 2.1.3~2.1.6.
2.2 Test line
2.2.1 Test vehicles shall be subjected to test on Grades I and II lines specified in Regulations of Railway Technical Operation.
2.2.2 In the accreditation test report, major technical characteristics and maintenance states of test lines shall be specified, including rail type, rail length, sleeper type, quantity of sleeper per kilometer, track bed type and maintenance state, etc.
2.2.3 If it is non-fixed-point test, in order to ensure the adequacy and representativeness of collected test vehicle data, the length of test line shall not be less than 50km.
2.2.4 The test shall be carried out on straight line, curved line and turnout section respectively. If the test vehicle passes through curve section, the curve radius shall be between 300m and 800m; the minimum number of the station side track turnout through which the test vehicle passes is No.12 single turnout.
2.3 Test speed
2.3.1 The maximum speed of test vehicle during the test shall be 10km/h higher than the design speed of the vehicle. There are several speed stages at a difference interval of 10~20km/h below the maximum speed.
2.3.2 When test vehicle is subjected to test on curved line, it is regarded as passing through at the maximum permissible speed of the curved line (which depends on the curve radius and super elevation of outer rail). If there is lack of information about the maximum permissible speed passing through the curved line during the test, it may be calculated according to the following formula:

R - the curve radius, m;
h - the super elevation of outer rail, mm;
h0 – the maximum permissible unbalanced super elevation (taking 75mm).
2.3.3 When test vehicle passes through station side track turnout, it shall subject to the maximum permissible speed passing through the turnout.
3 Evaluation Indexes
3.1 All evaluation indexes listed in this specification are used for the accreditation test for passenger and freight cars. As for test vehicles at various technical states, their dynamic performance shall not be lower than the acceptance level of evaluation indexes listed in this specification.
3.2 Running steadiness
3.2.1 Running steadiness of passenger car (riding comfort for passengers) shall be evaluated according to steadiness index and average maximum vibration acceleration respectively.
