Foreword
This document is drafted in accordance with the provisions of GB/T 1.1-2020 "Guidelines for standardization work Part 1: Structure and drafting rules for standardization documents".
This document replaces GB/T 4352-2007 "Fuel consumption for the operation of goods vehicles". Compared with GB/T 4352-2007, the main technical changes, apart from structural adjustments and editorial changes, are as follows:
a) The basic operating conditions (see 4.1 of the 2007 edition) have been deleted;
b) The temperature interval has been changed, the temperature correction factor from the previous standard has been moved to the temperature interval and the fuel consumption temperature correction factor, and the factors have been adjusted, with corresponding changes in name and content (see 4.2, 4.2.2 and 5.4.2 of the 2007 edition);
c) The altitude interval has been deleted (see 4.2.3 of the 2007 edition);
d Added traffic congestion and fuel consumption traffic congestion correction factors (see 4.3);
e) The mode of operation of goods vehicles has been deleted (see 4.3 in the 2007 edition);
f) deleted the fuel consumption requirements for the equivalent speed for the complete mass (unladen) and total mass (fully loaded) of a goods vehicle (see
5.1);
g) The calculation methods for the basic fuel consumption and full load fuel consumption of goods vehicles have been changed (see 5.1, 5.2 of the 2007 edition);
h) The correction factor for the operating fuel consumption of goods vehicles has been deleted (see 5.4 of the next edition for 200 years);
i) The calculation of fuel consumption for the operation of goods vehicles has been changed and the calculation formula has been adjusted (see 5.3, 5.5 of the 2007 edition);
j) The example of the calculation of fuel consumption for the operation of goods vehicles has been changed (see Appendix A, 2007 Edition, Appendix A);
k) An example of calculation of fuel consumption for the operation of goods vehicles with a maximum gross mass not exceeding 3 500 kg has been added (see Appendix B). Please note that some of the contents of this document may be patent related. The issuing authority of this document does not assume responsibility for identifying patents. This document is proposed by the Ministry of Transport of the People's Republic of China.

1 Scope
This document specifies the classification of operating conditions and correction factors for goods vehicles, as well as the calculation method for operating fuel consumption.
This document applies to the calculation of the operating fuel consumption of goods vehicles running on highways and urban roads using petrol or diesel as a single fuel, and is to be used by road transport enterprises for reference in the management of fuel consumption quotas.

3 Terms and definitions
The terms defined in JT/T 719 and the following terms and definitions are applicable to this document.
4 Classification of operating conditions of goods vehicles and correction factors
4.1 Road categories and fuel consumption road correction factors
The road class and the fuel consumption road correction factor (K,) are as per Table 1.
5 Fuel consumption for the operation of goods vehicles
5.1 Basic fuel consumption and full load fuel consumption for goods vehicles 5.1.1 Basic fuel consumption for goods vehicles over 3500 kg is the combined fuel consumption in litres per 100 km (L/100 km) under the test conditions specified in JT/T 719 when the vehicle is unladen.
5.1.2 The basic fuel consumption of goods vehicles not exceeding 3500 kg is the fuel consumption of the vehicle under the test conditions specified in GB/T 19233. 5.1.2 The basic fuel consumption of goods vehicles up to 3500 kg is the combined fuel consumption derived from the test cycle conditions as defined in GB/T 19233 or as indicated by the light vehicle fuel consumption label in litres per 100 km (L/100 km).
Full load fuel consumption is the combined fuel consumption in litres per 100 km (L/100 km) of the vehicle under the test cycle conditions specified in GB/T 19233 when fully loaded.
