1 Scope
This document specifies the general requirements for interconnection of active distribution networks under the energy Internet system, physical interconnection of active distribution networks, information interconnection, and physical integration of information.
This document applies to the planning, design and operation control of active distribution networks under the energy Internet system.

3 Terminology and definitions
The following terms and definitions apply to this document
4 General requirements
4.1 The active distribution network is an important part of the energy Internet system, and its planning, design, operation control and information interaction should be coordinated with the architecture system of the energy Internet to support the interconnection of energy and information. 4.2 The planning and design of the active distribution network should adhere to the concept of customer-oriented power supply reliability and meet the requirements of safe, efficient and flexible power transmission and
distribution.
4.3 The active distribution network shall meet the requirements for convenient and flexible access and consumption of distributed power sources, microgrids, electric vehicles, energy storage and various users.
4.4 The active distribution network shall utilize all kinds of flexible resources on the power side, grid side and load side to realize active operation and management of the distribution network and improve the efficiency level of energy allocation.
4.5 The active distribution network should share and integrate information with the energy internet system and meet the requirements of information security protection.
5 Physical interconnection of active distribution network
5.1 Grid structure
5.2 Interconnection with distributed power sources
5.2.1 The interconnection between active distribution network and distributed power supply shall comply with the provisions of GB/T 33593 and other relevant national industry technical standards
5.2.2 Under the condition that the technical requirements of grid connection are met, the voltage level of distributed power supply grid connection can be determined according to the provisions of Table 1
6 Active distribution network information interconnection
6.1 Information Interaction
6.1.1 The information model of the active distribution network shall conform to the IEC 61968 public information model and the modeling specifications of IEC 61850
6.1.2 The terminal devices of the active distribution network shall set the communication parameters of local and adjacent terminal devices as well as the local topology information, communication protocol and data interaction list, and generate the corresponding self-describing configuration files.
6.1.3 The active distribution network control system shall have the ability to interact with the operation and control information of the relevant automation system of the network. The control system should be designed in layers, with a central control layer, regional control layer and local control layer. The architecture of the active distribution network control system can be seen in Figure 1.
6.1.4 Data communication should be realized between each layer of equipment and related equipment in the active power distribution network to collect the operating conditions and active power, reactive power, voltage, current, power factor and other data of the lower layer equipment and units.
6.1.5 The interaction between the master station and the regional controller shall include the communication link status, operation mode, topology information, control reference value and control parameters of the regional controller, etc.
6.1.6 The interaction between the regional controller and the local controller shall include the distributed power/storage operation/charging pile/flexible load status, active power, reactive power, etc.
6.1.7 The interaction between the regional controller and the regional controller shall include the communication link status, operation mode, topology information, control reference value and control parameters of the regional controller, etc. of the regional controller.
6.1.8 The control system of the active distribution network can adopt centralized or distributed control mode, and both can be used as backup for each other. 6.1.9 The control system of the active distribution network can carry out data transfer with the main dispatching station in the way specified in IEC 61968 to ensure the safe operation of the network.
6.2 Communication methods
6.2.1 The communication system of the active distribution network shall meet the remote communication channel access requirements of distribution automation, power information collection, distributed power supply, electric vehicle charging and switching facilities, energy storage facilities and other source network, load and storage terminals, and meet the development requirements of new business and communication technologies.
6.2.2 Terminal remote communication should select suitable fiber optic, wireless, carrier wave communication and other communication methods according to the business performance needs of the active distribution network, technical and economic benefits, environment and implementation difficulties. When the medium-voltage distribution communication network adopts Ethernet passive optical network (EPON), gigabit passive optical network (GPON) or industrial Ethernet and other technologies for networking, independent fiber cores shall be used.
6.2.3 Wireless communication includes wireless public network and wireless private network. The wireless public network should adopt such access methods as private access point (APN)/virtual private network (VPN) authentication and encryption: the wireless private network should adopt such access methods as long-range radio (LoRa) and purple bee protocol (ZigBee), and security measures such as two-way authentication and security activation should be adopted.
6.3 Security protection
6.3.1 Active distribution network information security protection shall comply with the provisions of GB/T 36572GB/T 22239, and meet the requirements of security partition, network dedicated, horizontal isolation, vertical authentication.
6.3.2 Terminal devices with control requirements shall be configured with security modules, and control commands and parameter setting instructions from the master system shall be subject to security identification and data integrity verification measures to prevent attacks on field terminals and malicious operation of electrical equipment by impersonating the master.
7 Physical integration of information in the active distribution network
7.1 The application scenarios of information-physical fusion of active distribution network can realize the effective improvement of analysis, decision making and control capability of active distribution network, including but not limited to the source-grid-load-storage cooperative optimization analysis and control of active distribution network information-physical fusion, and the risk assessment scenarios across information-physical space.
7.2 The active distribution network should adapt to the development direction of the energy Internet and be oriented to the actual demand. It is advisable to calculate the energy routing paths in the energy Internet through the hybrid calculation method of information-physical fusion.
7.3 The active distribution grid should support state sensing, automatic control and intelligent applications to enhance the information-physical fusion capability. The control system of the active distribution network should adopt self-trending control methods based on information-physical fusion to meet the multiple needs of coordinated control, operation management, and interactive services.
7.4 The security analysis and risk assessment of the active distribution network should be carried out by using the fault risk evolution method across the information and physical space to avoid superimposed risks caused by the interaction between the information space and the physical system of the active distribution network. 7.5 The information and physical fusion applications of the active distribution network should include but not limited to the information and physical fusion energy management business of the active distribution network, intelligent distribution terminals, source-grid-load-storage cooperative optimization and security assessment business. analysis and security assessment business.
