1 Scope
This standard specifies the general requirements and requirements for pretreatment, recycling and environmental protection of textile waste.
This standard is applicable to the recycling of textile waste.

3 Terms and definitions
For the purposes of this document, the terms and definitions given in GB/T 20861 and the following apply.
3.1

textile materials and products discarded in the process of production and use
Note: Textile waste includes pre-consumer textile waste and post-consumer textile waste.
3.2
pre-consumer textile waste
wastes produced in the production and processing of textiles and their products (such as spinning silk, spinning yarn, weaving, printing and dyeing, cutting)

post-consumer textile waste
outdated textile products
Note: Post-consumer textile waste includes outdated clothing, household textiles, industrial textiles and other textile products.

recycling
process of processing textile waste into raw materials or products that meet the corresponding standards

physical mechanical technology

process of blending and modifying thermoplastic textile waste by heating and melting under the action of different functional additives

comprehensive utilization rate
ratio of the total mass of the parts that can be reused or recycled (excluding the energy recovery part) to the mass of the textile waste that have been recovered
4 General requirements
4.1 Textile waste recycling enterprises shall establish, implement and maintain quality management system, environmental management system and occupational health and safety management system respectively in accordance with GB/T 19001, GB/T 24001 and GB/T 28001.
4.2 Textile waste recycling enterprises should adopt energy-saving, environmentally friendly and high-value recycling technology and equipment.
4.3 Recycling products of textile waste shall meet the relevant product standards.
4.4 Textile waste recycling enterprises should establish a comprehensive recycling system to realize the comprehensive utilization of textile waste.
4.5 Textile waste recycling enterprises shall set up pollution prevention and control facilities, and be equipped with corresponding dust-proof and anti-noise equipment to reduce secondary pollution.
4.6 Textile waste recycling enterprises shall have perfect fire-fighting facilities and establish and improve responsibility management system for fire safety.
4.7 Textile waste recycling enterprises shall be equipped with health protection measures for employees, conduct pre-job technical and safety training for employees, and improve the quality and level of recycling.
4.8 Textile waste recycling enterprises shall establish statistical book with a record retention of not less than 5 years.
