Electronic toll collection - On board unit
1 Scope
This standard specifies the technical requirements, test methods and inspection rules of electronic toll collection on board unit.
It is applicable to the electronic toll collection on board unit powered directly by the vehicle.
It may serve as a reference for other on board electronic payment units.

3 Terms, definitions and abbreviations
3.1 Terms and definitions
For the purposes of this document, the following terms and definitions apply.

electronic toll collection on board unit
an electronic equipment installed inside a vehicle and communicating with ETC RSU in two directions to realize the function of toll collection without parking
3.1.2
electronic toll collection roadside unit
an electronic equipment installed outside a vehicle and communicating with ETC OBU in two directions to realize the function of toll collection without parking
3.1.3
transaction
the process for ETC OBU to establish communication link with ETC RSU to complete toll collection
3.2 Abbreviations
For the purposes of this document, the following abbreviations apply.
BER: Bit Error Rate
EIRP: Equivalent Isotropically Radiated Power
ETC OBU: Electronic Toll Collection On Board Unit
ETC RSU: Electronic Toll Collection Roadside Unit
XPD: Cross Polarization Discrimination
4 Technical requirements
4.1 Functional requirements
The ETC OBU shall be able to conduct a transaction with the ETC RSU.
4.2 Self-test function
The ETC OBU shall have system self-test function. In case of failure, there shall be acoustic or optical prompt.
4.3 Transaction reminder function
When the ETC OBU has a transaction with the ETC RSU, a prompt that the transaction is normal or abnormal shall be given to the user by acoustic or optical way.
4.4 Requirements for radio frequency (RF) and data link layer
The RF performance of the ETC OBU shall meet the requirements of GB/T 20851.1 and the data link layer shall comply with GB/T 20851.2.
The RF performance and data link layer of other on board electronic payment units shall also meet the requirements of the corresponding standards.
4.5 Environmental assessment
4.5.1 Environmental assessment requirements
The ETC OBU shall meet the environmental assessment requirements specified in 4.5.2 to 4.5.7.
Note: The object under environmental assessment test does not include energy storage device.
4.5.2 Electrical performance
4.5.2.1 DC supply voltage
The DC supply voltage range of the ETC OBU is detailed in Table 1. In the range of USmin~USmax, the test shall be conducted according to 5.3.5.1.1. The ETC OBU shall have normal transaction function both during and after the test.
