Guidance for electric vehicles fire fighting and emergency rescue
1 Scope
This standard gives guidance on fire fighting and emergency rescue in case of disasters and accidents such as fire, collision and water immersion suffered by electric vehicles.
This standard is applicable to emergency rescue of pure electric vehicles and hybrid electric vehicles carried out full-time rescue persons.
This standard is not applicable to fuel cell-powered electric vehicles.

3 Terms and definitions
For the purposes of this document, the terms and definitions specified in GB/T 5907 and GB/T 19596 and the following apply.
3.1
offensive attack
offensive fire extinguishing tactic is used by rescue persons under personal protection when people are trapped or the high-voltage battery does not catch fire
3.2
defensive attack
defensive fire extinguishing tactic is used under the condition of insufficient fire extinguishing conditions when no people is trapped and the high-voltage battery catches fire
4 Basic principles
4.1 Assessment
In case an electric vehicle suffers from a disaster or accident, it is necessary to evaluate the on-site situation first. Based on external observation and instrument monitoring, it is necessary to judge the damage of the power battery and the high-voltage system of the vehicle in accident, and assess the risk factors and consequences of explosion and combustion caused by the power battery. Sound preparation shall be made before rescue.
4.2 Cordon
4.2.1 First of all, it is necessary to determine the cordon (warning) range and set up cordon signs after investigating the situation on the accident site.
