Safety requirements on hydrogen-oxygen generator 1 Scope This standard specifies the basic safety requirements on hydrogen-oxygen generator, environmental safety requirements on places with hydrogen-oxygen generator, gas supply system, electrical devices, safety protection devices, commissioning, operation and maintenance, emergency treatment, etc. This standard is applicable to hydrogen-oxygen generators with working pressure ≤ 0.2 MPa and PV ≤ 8.0 MPa·L as well as the hydrogen-oxygen mixed gas supply pipeline thereof. 2 Normative references The following referenced documents are indispensable for the application of this document. 氢氧发生器安全技术要求 1 范围 本标准对氢氧发生器的安全基本要求、设置氢氧发生器场所环境安全要求、供气系统、电气装置、安全防护装置、试运行、运行及维护、应急处理等作出了规定。 本标准适用于工作压力≤0.2 MPa且PV≤8.0 MPa·L的氢氧发生器及其氢氧混合气供气管道。 2 规范性引用文件 下列文件对于本文件的应用是必不可少的。凡是注日期的引用文件，仅注日期的版本适用于本文件。凡是不注日期的引用文件，其最新版本（包括所有的修改单）适用于本文件。 GB 2894 安全标志及其使用导则 GB/T 4830 工业自动化仪表 气源压力范围和质量 GB 4962 氢气使用安全技术规程 GB 9448 焊接与切割安全 GB/T 19001 质量管理体系 要求 GB/T 24499 氢气、氢能与氢能系统术语 GB/T 29411—2012 水电解氢氧发生器技术要求 GB/T 29729—2013 氢系统安全的基本要求 GB 50058 爆炸危险环境电力装置设计规范 GB 50177 氢气站设计规范 3 术语和定义 GB/T 24499和GB/T 29411—2012界定的以及下列术语和定义适用于本文件。 3.1 氢氧混合气 hydrogen-oxygen mixed gas 通过水电解氢氧发生器制取的比例为2：1的氢气、氧气的混合气体，亦称布朗气。 3.2 干式阴火器 dry flame arrester 用固体材料阻断氢氧混合气回火的安全装置。 3.3 湿式阻火器 wet flame arrester 用液态物质阻断氢氧混合气回火的安全装置。参见附录A。 3.4 熄火装置 extinguisher 停止供气时，送入惰性气体，用以熄灭火焰的装置。 3.5 滤水装置 filter device 通过冷凝、气旋、吸附等方式，去除氢氧混合气中水滴、水蒸气的一种装置。 3.6 主管道 main pipe 氢氧发生器至氢氧混合气使用点之间的管道。 4 基本要求 4.1 危险因素 4.1.1 氢氧混合气体中氢气浓度在其爆炸极限范围内，属于爆炸性混合气体。在密闭空间内，遇明火、高温、静电等容易被点燃，甚至发生爆炸。 4.1.2 氢氧混合气会通过多孔材料、装配面或密封面泄漏。氢氧混合气泄漏后将迅速扩散，导致可燃、可爆区域不断扩大，且扩散过程肉眼不可见。影响氢氧混合气泄漏扩散的主要因素包括泄漏口面积、泄漏压力、泄漏位置、环境温度、环境风速和障碍物等。 4.1.3 终端使用明火的氢氧发生器使用时可能发生回火。回火有可能造成氢氧混合气在其管道内、氢氧发生器内燃烧、爆炸。 4.2 风险控制 4.2.1 在使用氢氧发生器时，应即产即用，禁止储存、压缩氢氧混合气。 4.2.2 在满足需求的前提下，控制氢氧混合气的使用量。 4.2.3 氢氧发生器最高工作压力不宜大于0.2 MPa。在满足使用要求的条件下，设备工作压力宜小于0.1 MPa。 4.2.4 应用氢氧发生器的场所，不允许发生氢氧混合气在密闭空间聚集。 4.2.5 氢氧发生器及其主管道应设置超压泄放装置、阻火器等安全装置。 4.2.6 应用氢氧发生器的场所应配置二氧化碳灭火器或干粉灭火器等灭火器材。 4.3 安全等级 4.3.1 氢氧发生器应按工作压力、PV来划分安全等级，如表1所示。 表1 氢氧发生器安全等级 安全等级 1级 2级 3级 4级 工作压力/MPa 注：P——氢氧发生器正常工作时，设备内容器顶部可能达到的最大压力，单位为兆帕（MPa）。 V——氢氧发生器内容器气体空间的容积。一般应当扣除永久连接在容器内部的内件体积和最高工作温度下液体介质的体积，单位为升（L）。
