1 Scope
This standard specifies the basic principles that must be followed to avoid personal injury and property loss arising from welding and cutting operations.
This standard provides a basis for the safe implementation of welding and cutting operations.

3 General provisions
3.1 Equipment and operation
3.1.1 Equipment conditions
All welding and cutting equipment in operation and use must be in normal operating condition. In case of any potential safety hazards (such as insufficient safety or reliability), such equipment must be withdrawn from service and repaired by maintenance personnel.
3.1.2 Operation
All welding and cutting equipment must be operated in accordance with the manufacturer’s operating instructions or procedures, and must also meet the requirements of this standard.
3.2 Responsibilities
The management, supervisors and operators are responsible for safety in welding and cutting.
3.2.1 Management
Management must carry out necessary safety training on welders and supervisors involved in welding and cutting operations. Training contents include: safe operation of equipment, safe implementation of process and emergency procedures.
Management shall be responsible for informing the operators of the possible hazards and consequences caused by welding and cutting in appropriate ways (such as safety training and education, oral or written instructions, warning signs, etc.).
Management must designate the areas where welding and cutting are allowed, and establish necessary safety measures.
Management must specify the separate welding and cutting operation rules in each area, and ensure that the individual concerned is clearly aware of the hazards involved and understands the corresponding preventive measures.
Management must assure that only the equipment approved and passing the inspection (such as welding and cutting tools, regulators, pressure regulating valves, welding machines, electrode holders and personal protective devices) are used.
3.2.2 Site management and safety supervision personnel
Site management and safety supervision personnel shall be allocated on the welding or cutting site. These supervision personnel must be responsible for the safety management of equipment and safe implementation of process. While fulfilling supervision duties, they may also take on other duties, such as site management, technical guidance, operation cooperation, etc.
Supervisors must ensure that:
——various protective articles are used reasonably;
——fire prevention and extinguishing equipment are properly configured on site;
——fire watch personnel are assigned;
——the required hot work procedures are followed.
On occasions where fire watch personnel are not needed, the supervisor must carry out final inspection and organize to eliminate possible fire hazards after the hot work is completed.
3.2.3 Operators
Operators must meet the basic requirements for special operating personnel, and know the possible hazards when the operation is to be carried out and the procedures applicable to controlling the hazardous conditions. Operators must use the equipment safely so that it will not endanger life and property.
Operators may carry out welding or cutting operations only after meeting the specified safety conditions and obtaining the permission of site management and supervisors. When the conditions for obtaining permission have not changed, operators may carry out welding or cutting continuously.
