Introduction
The purpose of this standard is to enable organizations to standardize energy management and establish the systems and processes necessary to improve energy performance, including energy efficiency, use and consumption. Establishment and implementation of management system for energy is a strategic decision for the top management of organizations. The success of the standard depends on commitment from top management and participation at all levels within the organization. Through implementation of standards related to the management system for energy, the organization may:
——Use the management means of the system to enable energy management to comply with the legal requirements and other requirements, to coordinate and promote each other and to reduce the energy consumption and to improve energy efficiency.
——Use the procedure method to identify, evaluate and control the energy aspects in the activities, products and service and realize the control and continual improvement of overall process of energy management.
——Construct a good platform to use advanced effective energy conservation technique and method, excavate and use optimal energy conservation practice and experience;
——Improve energy management effectiveness and improve integral performance;
——Make interested parties ensure that the appropriate management system for energy has been established.
The organizations adopt Plan-Do-Check-Act (PDCA) which contributes to realization of management commitment and energy policy and continual improvement is outlined as follows:
——Plan: identify and evaluate organizations' energy aspects; identify relevant legal requirements and other requirements; determine energy management baseline by analysis, if practicable, determine benchmark; establish energy objective, targets and establish energy management plan, etc.;
——Do: provide required resource; determine requirements for capacity, training and awareness and conduct a training; establish information exchange mechanism and make information exchange and communication; establish document and record required; conduct operation control and develop relevant activities, etc.
——Check: monitor, measure and evaluate energy management activities, energy objective and target realization; identify and treatment nonconformity; develop internal audit, etc.
——Act: evaluate management commitment, energy policy, energy objective and suitability, sufficiency and effectiveness of the target based on results of internal audit and management review and other relevant information, take corrective action and preventive action for the purpose of continual improvement of the management system for energy.

The complexity, document number and input resource for the management system for energy depend on many aspects, such as system coverage, organizations scale and activities, products and services nature thereof, type of energy consumption and consumption requirements.
Implementation of this standard can improve energy management performance of the organizations, however, the success in implementation of management system for energy needs supports of correlation technologies and methods. Therefore, the organization should consider using the most practicable energy conservation technologies and methods if it is suitable and economically feasible, as well as the cost effectiveness produced by adopting these energy conservation technologies and methods.
This standard proposes management requirements for energy consumption and energy efficiency of the organizations and requirements for the energy consumption and energy efficiency to the products provided by them.
This standard does not propose the requirements of specific targeted value for the energy management performance, or include the requirements against other management systems, like quality, environment, occupational health and safety, Finance or risk; however, the requirements specified in this standard may be coordinated or integrated with the requirements for other management systems.

1 Scope
This standard specifies the requirements of the management system for energy and enables the organizations to identify the energy aspects which can be controlled or influenced by them according to legal requirements and other requirements and establish and implement the management system for energy.
This standard is applicable to organizations of various types and scales with the following demands:
a) Establish, implement, maintain and improve the management system for energy to reduce energy consumption and improve energy efficiency;
b) Ensure that they conform to stated energy policy;
c) Verify to comply with this standard by the following methods:
1) By self-evaluation and self-declaration;
2) By confirmation of self-declaration by an external organization;
3) By confirmation of conformity by interested parties of organizations;
4) By certification of the management system for energy by an external organization.

3 Terms and Definitions
For the purpose of this standard, the following terms and definition as well as those specified in GB/T 19000 and GB/T 24001 apply.
3.1
Energy
Resources to provide available energy required by the human being directly or by conversion.
3.2
Energy aspect
Aspects with influence on energy consumption and energy efficiency in activities, products and service of the organizations.
3.3
Energy policy
Statement by the organization of its over intentions and direction of an organization related to its energy management, as expressed by top management.
3.4
Energy objective
Overall requirements for reduction in energy consumption and improvement of energy effectiveness which will be realized by the organization.
3.5
Energy target
Detailed and quantifiable energy performance requirement, applicable to the organization or parts thereof, that arises from the energy objective and that needs to be set and met in order to achieve this objective.
3.6
Management system for energy (MSE)
A management system to command and control organizations in the aspect of energy.
3.7
Energy management performance
Measurable results obtained by the organization in management of its energy aspects.
3.8
Energy management baseline
Level of energy consumption and energy utilization efficiency determined by the organization as comparison base against its energy management.
3.9
Energy management benchmark
Advanced level of energy consumption and energy efficiency determined by the organization by reference to comparable activities of the same type.
4 Requirements of Management System for Energy
4.1 General requirements
The organization shall determine scope and boundaries of management system for energy, establish, document, implement, maintain and continually improve the management system for energy to reduce energy consumption and improve energy efficiency.
4.2 Management responsibilities
4.2.1 Management commitment
Top management shall make a commitment to establish, implement, maintain and improve management system for energy and demonstrate its commitment by the following activities:
a) Comply with applicable legal requirements and other requirements and implement continually them within the organization;
b) Establish and implement the energy policy and objective as part of development direction and strategic goals of the organization;
c) Communicate the importance of energy conservation and enhance energy conservation awareness at all levels of the organization;
d) Ensure that the appropriate resource required by management system for energy is provided;
e) Conduct management review.
4.2.2 Energy policy
The top management shall establish the energy policy and ensure that it:
a) Is appropriate to the activity, product and service characteristics of the organization and coordinates with other management system policies available;
b) Includes a commitment of reduction in energy consumption, improvement and continual improvement in energy efficiency;
c) Includes a commitment to comply with applicable legal requirements and other requirements to which the organization subscribes related to its energy management;
d) Provides the framework for setting and reviewing energy objectives and targets;
e) Is documented and communicated at all levels within the organization and implemented;
f) May be obtained by interested parties.
4.2.3 Responsibility and authority
Top management shall ensure that the responsibility and authority within the organization are specified, documented and communicated.
Top management shall appoint a manager representative(s), who, has the responsibility and authority to:
a) Ensure the management system for energy is established, implemented, maintained, and continually improved in accordance with this standard;
b) Report to top management on operating condition of management system for energy;
c) Propose improvement suggestion;
d) Be responsible for external connection with regards to management system for energy.
