GB/T 16895 Low-voltage electrical installations is divided into five parts, and each part is divided into several sub-parts:
——Part 1: Fundamental principles, assessment of general characteristics, definition;
——Part 4: Protection for safety;
——Part 5: Selection and erection of electrical equipment;
——Part 6: Verification;
——Part 7: Requirements for special installations or locations.
This part is sub-part 42 of GB/T 16895 Low-voltage electrical installations—Part 4: Protection for safety.
This part is developed in accordance with the rules given in GB/T 1.1-2009.
This part replaces GB/T 16895.2-2005 Electrical installations of buildings—Part 4-42: Protection for safety—Protection against thermal effects, and the following main technical changes have been made with respect to GB/T 16895.2-2005:
——The scope now includes protection against all thermal effects and flames in case of a fire hazard being propagated from electrical installations to other fire compartments segregated by barriers which are in the vicinity.
——Requirements associated with escape routes for evacuation in an emergency have been expanded/modified;
——Requirements associated with the nature of processed or stored materials have been expanded/modified;
——Requirements associated with combustible constructional materials have been expanded/modified;
——Requirements associated with fire propagating structures have been expanded/modified;
——New requirements for the selection and erection of installations in locations which might endanger precious goods have been added;
——Protection against overheating now includes space heating appliances.
This part, by means of translation, is identical to IEC 60364-4-42: 2010 Low-voltage electrical installations—Part 4-42: Protection for safety—Protection against thermal effects.

420.1 Scope
This part of GB/T 16895 applies to electrical installations with regard to measures for the protection of persons, livestock and property against
——thermal effects, combustion or degradation of materials, and risk of burns caused by electrical equipment,
——flames in case of a fire hazard being propagated from electrical installations to other fire compartments segregated by barriers which are in the vicinity, and the impairment of the safe functioning of electrical equipment including safety services.
Note: Protection against overcurrent is dealt with in IEC 60364-4-43.

421 Protection against fire caused by electrical equipment
421.1 General requirements
Persons, livestock and property shall be protected against damage or injury caused by heat or fire which may be generated or propagated in electrical installations by taking into account the requirements of this standard and the instructions of equipment manufacturers.
The heat generated by electrical equipment shall not cause danger or harmful effects to adjacent fixed material or to material which may foreseeably be in proximity to such equipment. Electrical equipment shall not present a fire hazard to adjacent materials.
Note: Damage, injury or ignition may be caused by effects such as
——heat accumulation, heat radiation, hot elements,
——reduction of the safe function of electrical equipment, e.g. protective devices such as protective switchgear, thermostats, temperature limiters, seals of cable penetrations and wiring systems,
——overcurrent,
——insulation faults and/or arcs causing interference,
——harmonic currents,
——lightning strikes, see the IEC 62305 series,
——overvoltage, see Clause 443 of GB/T 16895.10-2010,
——inappropriate selection or erection of equipment.
Any relevant manufacturer’s erection instructions shall be taken into account in addition to the requirements of the GB/T 16895 series.
421.2 Where fixed equipment may attain surface temperatures which could cause a fire hazard to adjacent materials, the equipment shall either
· be mounted on or within materials that will withstand such temperatures and are of low thermal conductance, or
· be screened from elements of building construction by materials which will withstand such temperatures and are of low thermal conductance, or

GB/T 16895《低压电气装置》共分为5个部分,每个部分又分为多个子部分:

——第7部分:特殊装置或场所的要求。
本部分为GB/T 16895《低压电气装置》的第4部分:安全防护中的第42部分。
本部分按照GB/T 1.1—2009给出的规则起草。
本部分代替GB/T 16895.2—2005《建筑物电气装置 第4-42部分:安全防护 热效应保护》,与GB/T 16895.2—2005相比,主要技术变化如下:
——其范围现在包括,在电气装置向其临近的其他防火分隔蔓延火灾时,对其产生的所有热效应和火焰进行防护;
——增加/修改了关于紧急情况下疏散路线的要求;

420.1 范围
GB/T 16895的本部分适用于涉及人、家畜和财产的电气装置的防护:
——电气装置引起的热效应、材料燃烧或劣化以及灼伤的风险;
——发生火灾时,电气装置内的火焰蔓延至附近的有防火分隔的防火分区;和包括安全设施的电气设备,其安全功能的损害。
注:过电流防护在IEC 60364-4-43中进行了规定。

420.3 术语和定义
下列术语和定义适用于本文件。
420.3.1
可燃 combustible
能够燃烧。
420.3.2
火灾 fire
——一个燃烧过程,其特点是排放热和废气并伴随浓烟,和/或火焰和/或灼热;
——燃烧不受时间和空间控制的快速蔓延。

420.3.6

421 电气设备引起火灾的防护
421.1 一般要求
根据本部分的要求和设备制造商的说明书,人、家畜和财产应防护由电气装置所产生或传播的热量或火灾所引起的损害或伤害。
电气设备所产生的热量不应对相邻固定材料或预计可能邻近的材料产生危险或有害的影响。电气设备不应对相邻材料存在火灾危险。
注:以下影响因素可引起损害、损伤或燃烧:
——热聚集、热辐射、发热元件;
——电气设备例如保护装置(如保护开关设备、恒温器、限温器、电缆穿墙的密封和布线系统)安全功能的降低;
——过电流;
——绝缘故障和/或电弧的干扰;
——谐波电流;
——雷击,参见IEC 62305;
——过电压,参见GB/T 16895.10—2010的443条款;
——设备不适当的选择或安装。
除GB/T 16895要求外,还应考虑任何相关制造商的安装说明。
421.2 固定设备可能达到的表面温度,会造成相邻材料的火灾危险,设备应:
· 安装或密封在能够承受该温度的材料中,且该材料具有低热导率;或,
· 从能承受该温度且具有低热导率的建筑材料中筛选;或,
· 设备的安装位置应距所有材料有足够的距离且可安全散热,以避免材料上的温度产生可能有害的热效应,且任何支撑装置均具有低热导率。
421.3 在正常运行条件下,如永久连接的设备可能会产生电弧或火焰,设备应:
· 完全封闭在耐弧材料中;或
· 材料有可能排放有害物质,需选用耐弧材料进行遮蔽;或
· 材料可能排放有害物质,其安装要有足够的距离,以便有害物安全排放。
该防护措施所使用的耐护弧材料应不可燃、低热导率和具有足够的厚度以提供机械稳定性。
注:例如,一个由20 mm厚的玻璃纤维硅胶制成的扳材可视为耐弧材料。
421.4 引起热聚集的固定设备的位置应与所有固定物或建筑构件保持足够的距离,因此,在正常运行条件下,该物体或构件不会出现危险温度。例如,超过其起燃温度。
注:宜考虑到设备制造商提供的所有信息。
421.5 如单独安装的电气设备且有一定数量的可燃液体,应采取充足的预防措施以防止液体、火焰和燃烧产物的蔓延。
注1:此类预防措施举例如下:
· 收集任何泄漏液体的贮留池,以确保发生火灾时将其熄火;
· 将设备安装在具有足够的耐火等级的小室内,并设置遮挡或采取其他措施以防止燃烧的液体蔓延到建筑物的其他部位,这种小室要有通向户外的单独通风。
注2:通常认为一定数量的下限是25 L。
注3:对于少于25 L,采取预防措施以防止液体泄漏是非常重要。
注4:液体的燃烧产物为火焰、烟和气。
注5:在火灾开始时,需要切断电源。
421.6 在安装中电气设备所采用的外护物的材料,应能承受该电气设备可能产生的最高温度。
可燃材料不适用于制作这类外护物,除非采取了覆盖不燃的或难燃的低热导率的材料等防火的措施。
422 火灾特别危险的场所的防护措施
422.1 一般要求
422.1.1 电气设备应限制其使用的场所,但按照422.3.5规定的布线系统除外。
422.1.2 电气设备在正常使用时的温度和故障期间可预测的温升情况下,其选择和安装应确保温度不会引起火灾。
这些配置可能会受设备结构或其安装条件的影响。
电气设备的表面温度不可能引燃附近物质时,其不需要特殊措施。
422.1.3 热脱扣器件应仅用于手动复位。
422.2 紧急疏散的条件
条件分为:
BD2:低密度,疏散困难;
BD3:高密度,疏散容易;
BD4:高密度,疏散困难。
(按照GB/T 16895.18—2010中的表51A)
注:主管建筑建设,公共集会,消防等部门负责说明拟建项目是属于上述哪一类BD条件。
422.2.1 在BD2、BD3和BD4条件下,布线系统不应占用安全通道,除非布线系统的接线具有由电缆管理系统自身或通过其他方式提供的护套或外壳。
占用安全通道的布线系统不应在伸臂范围以内,除非设置了防止在疏散时可能出现机械损伤的保护。
安全通道内的任何布线系统应尽可能的短且应为阻燃的。
注1:使用以下产品可符合上述要求:
——电缆燃烧测试规定见IEC 60332-1-2和火灾条件的规定见IEC 60332-3-21、IEC 60332-3-22、IEC 60332-3-23、IEC 60332-3-24、IEC 60332-3-25;
导管系统阻燃分类的规定见IEC 61386-1;
电缆槽盒系统阻燃分类的规定见IEC 61084-1;
——电缆托盘和电缆梯架系统阻燃分类的规定于IEC 61537;
动力轨道系统规定见IEC 61534。
在BD2、BD3和BD4条件下,为安全设施供电回路的布线系统应具有一定的耐火等级,其耐火时间等级由建筑构件的规范规定,或如其无规定则取为1 h。
注2:对于火灾条件下,安全设施布线系统的功能要求,参见IEC 60364-5-56。
安全通道中的布线系统应限制烟气的产出率。
注3:如电缆标准未提供任何详细规定,那么建议60%的透光率可被采纳,作为IEC 61034-2测试任何电缆的最低限度。
422.2.2 在BD2、BD3和BD4条件下,除用于便利疏散的某些装置以外,开关设备和控制设备只有规定的人员才能接近。如果这些开关设备和控制设备被装在通道内,则应将他们装在不燃的或难燃的材料制作的柜子或箱子内。
注:本条款并不禁止使用不可燃的塑料外壳。
422.2.3 在BD3、BD4条件下和在安全通道内,禁止使用有可燃液体的电气设备。
注:组装在设备中的个别辅助电容器不必满足本要求。这种例外主要指气体放电灯和电动机起动器的电容器。
422.3 因加工的或贮存的物料的性质而引发火灾危险的场所
BE2条件:火灾危险(按照GB/T 16895.18 2010的表51A)。
注:关于爆炸危险,见IEC 60079-14。
422.3.1 灯具应与可燃材料保持足够距离。如果制造商没有提供其他信息,那么聚光灯和投影仪应在距可燃材料以下最小距离进行安装:
≤100 W 0.5 m
>100 W~300 W 0.8 m
>300 W~500 W 1.0 m
>500 W 更远距离可能是必要的。
注:如制造商说明书中未作规定,上述距离意味着各个方向。
灯具和其他组件应防止可预见的机械应力。此类防护措施不应安装在灯座上,除非他们是灯具的组成部分。不容许对灯具进行修改。
根据制造商说明书的要求,带灯泡(该灯泡在故障情况下可能会喷出易燃材料)的灯具应为灯泡配备安全防护罩。
注:根据IEC 60598-1:2003(第六版)要求,可安装在可燃物表面的灯具,有如下标记。
已出版的IEC 60598-1:20081)的规定,没有特殊标标记的灯具可直接安装在可燃物表面但是不适合直接安装在可燃物表面的灯具,有如下标记。(详细内容参见IEC 60598-1:2008的N.4)

422.3.2 应采取措施以防止电气设备(如加热器或电阻器)的外壳温度超过以下温度:
——正常条件下为90℃;且
——故障情况下为115℃。
如果足以引起火灾危险的材料(如:粉尘或纤维)可能会聚集在电气设备的外壳上,应采取有效的措施防止外壳温度超过上述温度。
注:按照IEC 60598-2-24要求,标有 标志的灯具设计要提供表面限制温度。
422.3.3 用于保护、控制和隔离的开关装置应放置于BE2条件场所之外,除非将他们放置在外壳内,在该场所内的外壳需提供一定程度的保护,至少是IP4X防护等级或,如存在灰尘应选用IP5X防护等级或,如存在导电粉尘应选用IP6X防护等级,除非符合422.3.11的规定。
422.3.4 除非线路和布线系统敷设于不可燃材料中,否则仅可使用阻燃的布线系统。
至少应根据以下要求选择设备:
——电缆应满足IEC 60332中规定的火焰条件下的燃烧试验的要求;
——导管系统应满足IEC 61386中规定的阻燃试验的要求;
——电缆槽盒系统和电缆管道系统应满足IEC 61084中规定的阻燃试验的要求;
——电缆托盘系统和电缆梯架系统应满足IEC 61537中规定的阻燃试验的要求;
——动力轨道系统应满足IEC 61534中规定的阻燃试验的要求。
注1:如果火焰蔓延风险高,当长而且垂直成束的电缆运行时,电缆宜满足IEC 60332-3中适用部分的蔓延特性。
注2:电缆管理系统的燃烧试验总是在垂直构造中进行。
422.3.5 布线系统横穿这些场所,但不用于这些场所时应满足以下条件:
· 布线系统应满足422.3.4的规定;
· 布线系统在这些场所不得有接头,除非这些连接均密封在耐火外壳中;
· 按照422.3.10的规定,防止布线系统出现过电流;
· 不应使用裸导体。
422.3.6 在强制排热风装置中,进气口应位于可能出现可燃粉尘的场所外。
排气温度不应对该场所带来火灾危险。
422.3.7 自动、遥控或没有持续监控的电动机,应设置温度传感器防止温度过高,除非在其内部特别设计了限热保护。
422.3.8 每个灯具应:
· 适合的安装位置,且
· 配备外壳,该外壳至少是IP4X的防护等级,或有灰尘环境,采用IP5X的防护等级或,有导电性粉尘环境,提供IP6X的防护等级,且
· 按照IEC 60598-2-24要求,其表面有温度的限制,且
· 其类型应可防止灯泡部件从灯具上掉落。
由于在粉尘或纤维的场所可能会现火灾危险,所安装的灯具应使粉尘或纤维无法聚集到危险的数量。
注:灯具也需符合IEC 60598系列的相关要求。也可参见IEC 60364-5-55:2001的559。
422.3.9 应对终端回路和用电设备进行保护以防出现以下的绝缘故障:
a) 在TN和TT系统中,剩余电流保护器的额定动作电流应为I△n≤300 mA。如电阻性故障可引起火灾(例如天花板采暖用电热膜元件),额定剩余动作电流应为I△n≤30 mA;
b) 在IT系统中,应提供监测所有装置的绝缘监测设备或装设在终端电路中的RCMs(剩余电流监测装置),且均具有声光信号。或者,可使用a)中指定的额定动作电流的剩余电流保护器(RCD)。在第二次故障发生时,参见IEC 60364-4-41部分的断开时间。
矿物绝缘电缆和母线槽系统不考虑由绝缘故障而引起的火灾,因此不需要保护。
注:推荐使用具有金属保护层的电缆。金属保护层宜连接至保护导体。
422.3.10 直接供电或穿过BD2条件的场所的回路应防止其过负荷和短路,其保护装置是位于BD2场所的外部和电源侧,应在BD2场所内的回路起始点设置过电流保护装置。
422.3.11 在SELV或PELV供电回路中,带电部分应:
· 密封在IP2X或IPXX B防护等级的外壳中,或
· 配备能承受1 min直流500 V试验电压的绝缘材料。
无论回路标称电压的数值,其还应符合GB 16895.21—2011的414.4.5的要求。
422.3.12 在BE2条件的场所不允许使用PEN导体,除非是贯穿该场所的回路,且该回路的PEN导体与该场所内的任何导电部分应无任何连接。
422.3.13 在BE2条件的场所,每个用电设备的供电回路应提供所有带电导体的隔离措施,因此当一个或多个带电导体断开,回路的非带电导体要保持闭合导通,这是可以通过机械联锁开关或机械联锁断路器来实现。
注:如果供电条件允许,可采用一个隔离元件隔离一组回路。
422.4 具有可燃建筑材料的场所
CA2条件:可燃(参照GB/T 16895.18—2010的表51A)。
422.4.1 应采取预防措施以确保电气设备不会使墙壁、地板或天花板引起火灾。这可通过合理的设计及电气设备的选择和安装来实现。
电气设备的接线盒和外壳安装在预制空心墙内时,为了避免钻入固体异物,至少应具有IP3X防护等级。
422.4.2 灯具应与可燃材料保持足够距离。如果制造商没有提供其他信息,那么聚光灯和投影仪应在
距可燃材料以下最小距离进行安装:
≤100 W 0.5 m
>100 W~300 W 0.8 m
>300 W~500 W 1.0 m
>500 W 更远距离可能是必要的。
注:如制造商说明书中未作规定,上述距离意味着各个方向。

根据制造商说明书的要求,带灯泡(该灯泡在故障情况下可能会喷出易燃材料)的灯具应为灯泡配备安全防护罩。
注:根据IEC 60598-1:2003(第六版)要求,可安装在可燃物表面的灯具,有如下标记。
已出版的IEC 60598-1:2008规定,没有特殊标记的灯具可直接安装在可燃物表面但是不适合直接安装在可燃物表面的灯具,有如下标记。(洋细内容参见IEC 60598-1:2008的N.4)

422.5 火灾可蔓延的结构
条件CB2:火灾的蔓延(根据GB/T 16895.18—2010的表51A)。
422.5.1 对于形状和大小会助长火灾蔓延的结构,应采取预防措施以确保电气装置不会蔓延火灾(例如烟囱效应)。
注:可装设火灾探测器防止火灾蔓延.例如管道、建筑孔洞、洞的防火阀(门)的关闭等。符合IEC 60670-1的接线盒和外壳可用于空心墙内和符合IEC 60332-3电缆可被使用。IEC 60670-1中标记H的接线盒和外壳可用于空心墙内。
422.6 危及不可替代物品的场所内电气装置的选择和安装
应满足422.1.2的要求。
注1:包括具有重要价值的建筑物或房屋的场所。
例如:国家历史文物、博物馆和其他公共建筑。如:火车站和机场,建筑或设施如:实验室、计算机中心和某些工业和仓储设施。
注2:可考虑以下措施:
——根据IEC 60702-1要求,敷设矿物绝缘电缆;
——如果发生火灾危险,敷设具有提高耐火特性的电缆,且符合IEC 60331-1或IEC 60331-21或类似的规定;
——在非可燃实体墙、天花板和地板中敷设电缆;
——在具有30 min或90 min耐火性能的建筑分区中敷设电缆,后者的场所是指住宅楼梯和紧急疏散通道。
如这些措施不可行,可通过使消防灭火系统加强防护。
423 灼伤防护
在伸臂范围内的电气设备,其可接近部分的温度不应达到可能造成人员灼伤的程度,并且应遵守表42.1所列的相应温度限值的规定。在正常工作中,装置的所有部分即使是短时间的,其温度可能出现超过表42.1所列限值时,应加以防护,防止任何意外接触。表42.1中的值不适用于已符合国家标准的某些设备。
注:如符合条件BA2(儿童),较低的温度可能是可行的。

424 过热防护
424.1 强迫通风加热系统
强迫通风加热系统的加热元件,除中央蓄热器外,其加热元件直到产生了规定的气流量才会被起动,且当气流量少于规定值时不能起动。另外,应设置两个独立的限温器件,可防止通风管道中的温度超过允许值。
加热元件的支撑零件、框架和外壳应均为非可燃性材料。
424.2 产生热水或蒸汽的设备
所行产生热水或蒸汽的设备在各种工作状态下都应被保护,设计或安装都不应导致其过热。除非这些设备完全符合相应国家标准的规定,否则应采用一种适当的非自动复位式元件来保护,该元件的工作与设备的温度控制器无关。
如果这类设备没有溢出口,还应有限制水压的器件。
424.3 空间加热设备
空间加热设备的框架和外壳应为非可燃性材料。
注:在有火灾危险的工作区域,如果空气是从这些工作区域引至设备,那么空间加热设备不能运行。
热辐射中不能触摸的辐射加热器,其侧置应与可燃零件保持足够的距离。当设置不可燃隔板使分隔距离减少时,该隔板与辐射加热器的外壳以及可燃零件的距离至少应为1 cm。除非制造商另行规定,安装辐射加热器并确保热辐射方向与易燃零件的安全距离宜至少为2 m。
