Article 1.0.1 This code is formulated to make factory and mine roads design complying with state policies and principles. This shall be implemented in view of general planning of factory and mine enterprises and overall consideration. The design shall be reasonable, economical, and safe and be with state-of-art technology and high quality.
Article 1.0.2 This Code is applicable to newly built, rebuilt factory and mine roads design but not to the road planning in forest area.
Article 1.0.3 Factory and mine roads should be, according to the following stipulations, divided into in-factory road and open cut mine road.
I Out-of-factory roads connect factory and mine enterprises with highway, urban highway, station, port, raw material site and other factory and mine enterprises; or roads connecting sporadic factory (field) and residential areas of one factory and mine enterprise; or subsidiary road connecting auxiliary facilities out of factory and mine enterprises(exclusive of open cut mine).
II In-factory road refers to roads within factory (field) area, reservoir area, and station area and harbor district.
III Open cut mine roads, within mining area, connect mining field and turnover points, dumper road factory (field) areas; or connect subsidiary factory (workshop) and different kinds of auxiliary facilities.
Article 1.0.4 factory and mine roads design shall save land and occupy no or little cultivated land; design shall make convenience for farm irrigation and drainage. Soil conservation and environmental protection shall be paid attention to. Principles of “treatment in accordance with local conditions and use local materials" shall be complied with. Industry byproduct and waste residue shall be made the most of so as to reduce construction cost.
Article 1.0.5 Factory and mine roads design shall meet the need of factory and mine enterprises production (including overhaul and installation) and other requirements of communication and transportation. Off-gauge goods during factory and mine fundamental construction (large/heavy) can be taken into consideration according to specific circumstances.
Grade and the key technical indexes of factory and mine roads shall refer to factory and mine scale, type of business, road nature, operational requirement (include road lifetime), traffic capacity (include pedestrians) and vehicle type. If the roads are too long and changes are big along the road, road can is designed section by section according to different grade and technology indexes.
As for factory and mine roads design to be carried out in different periods, finished project shall be made the most of in the latter period.
Article 1.0.6 remodeled factory and mine roads design shall make good and reseasonable use of original roads, bridges and culverts. If stretch of original road cannot meet this code, with technical economy comparison and corresponding measures taken for safety, change can be made to few technology index in this code; it shall be examined and approved by departments; if original roads cannot be used and route shall be relocated, new road shall conform to newly built factory and mine roads design.
Article 1.0.7 factory and mine roads design shall be easy for routine maintenance and the works.
Article 1.0.8 construction gauge of factory and mine roads shall conform to requirements of annex 1. Within the limit, no objects are allowed.
Article 1.0.9 factory and mine roads design, apart from complying with this code, shall conform to current standard specifications concerning health, fireproofing and seismic. Other current design specifications of road works shall be referring to.
