1 General provisions
1.0.1 This code is developed to promote the application of electrochemical energy storage technology, standardize the design of electrochemical energy storage station, to achieve safety and reliability, energy saving and environmental protection, technological advancement, and economic rationality.
1.0.2 This code is applicable to design of newly-constructed, extended and renovated electrochemical energy storage stations with a power of 500 kW and a capacity of 500 kW•h and above, and is not applicable to design of mobile electrochemical energy storage station.
1.0.3 The electrochemical energy storage station shall be designed by actively adopting new technologies, new processes, new equipment and new materials.
1.0.4 In addition to provisions in this code, the design of electrochemical energy storage station shall also comply with those stipulated in the current relevant standards of the nation.
2 Terms
2.0.1 electrochemical energy storage station
a station with the electrochemical battery as an energy storage element, and capable of power storage, conversion and discharge
2.0.2 energy storage unit
the minimum energy storage system consisting of a battery pack, a battery management system, and a power conversion system connected to it
2.0.3 power conversion system (PCS)
a system which is matched with the energy storage battery pack and connected between the battery pack and the power grid to store the power from power grid into the battery pack or feed the power in the battery pack back to the power grid; mainly composed of a converter and its control system
2.0.4 battery management system (BMS)
a system that monitors the state of the battery (temperature, voltage, current, state of charge, etc.) to provide management and communication interfaces for the battery
3 Location selection
3.0.1 The station location shall be selected based on the designed network structure, load distribution, application object, and application location in the power system planning, as well as urban and rural planning, land acquisition and demolition requirements, and fire and explosion prevention requirements. Moreover, the station location scheme shall be selected through technical and economic comparison.
3.0.2 Location selection shall be tailored to local conditions to save land, use land reasonably, improve land utilization ratio. Wasteland, inferior land, and sloping land should be used, and it is advisable not to occupy farmland or minimize the occupation of farmland. The terrain should be taken full advantage of to reduce the amount of earthwork (stonework) and the work amount for demolition of existing facilities.
3.0.3 Convenient and economical transportation shall be available at the station location. The connection with the off-station highway shall be short and require a small work amount; the location should be close to a reliable water source.
3.0.4 The station location shall have not only a site area necessary for the near future, but also room for development according to the needs of the long-term development planning.
3.0.5 The following plots and areas shall not be selected for the purpose of the station:
1 the areas on seismic faults and the seismic zones with a fortification intensity higher than 9 degree;
2 plots subject to direct damages of mudslides, landslides, drift sands, caves, etc.;
3 within the boundaries of the mining subsidence (slippage) areas;
4 within the range of blasting danger;
5 the areas that may be inundated after collapse of dams or dikes;
