1.0.1 This code is prepared with a view to implementing the "Law of the People's Republic of China on Protecting Against and Mitigating Earthquake Disasters", executing the guideline of "putting prevention first and combining prevention with control", relieving the earthquake damage of electrical installations after seismic precaution, avoiding personal injury, and reducing economic loss.
1.0.2 This code is applicable to the seismic design of the following newly constructed, extended and renovated electrical installations in the areas with seismic precautionary intensity of 6 ~ 9.
1 The electrical installations of such thermal power plant with unit capacity of 12MW~1,000MW.
2 The relevant electrical facilities of such hydroelectric power plant with unit capacity of 10MW or above.
3 The electrical installations in such AC power transmission and transformation project with voltage class of 110kV~750kV.
4 The electrical installations in such DC power transmission and transformation project with voltage class of ±660kV or below.
5 Power telecommunication microwave tower and its foundation.
1.0.3 The newly constructed, renovated and extended electrical installations must meet the seismic precautionary requirements.
1.0.4 As for the electrical facilities in such electrical installations designed in accordance with this code, under the earthquake effect equivalent to or weaker than the local seismic precautionary intensity, they shall not have any damage and can be in service continually; under corresponding rare earthquake effect stronger than the local seismic precautionary intensity, they shall not have any serious damage and also shall be restorable through repair.
1.0.5 As for the buildings and structures of such electrical installations designed in accordance with this code, under frequent earthquake effect weaker than the local seismic precautionary intensity, the major structure shall not have any damage or still can be in service continually without any repair; under the precautionary earthquake effect equivalent to the local seismic precautionary intensity, they may have damage but they can still be in service through general repair or without any repair; under the corresponding rare earthquake effect stronger than the local seismic precautionary intensity, they shall not collapse or have any life-threatening severe damage.
1.0.6 Electrical installations shall be classified into important electrical installations and general electrical installations according to their importance of seismic protection and their characteristics, and they shall also meet the following requirements:
1 The electrical installations meeting any one of the following provisions are important electrical installations;
1) The thermal power plant with unit capacity of 300MW or above or planned capacity of 800MW or above;
2) The owned power plant of such industrial and mining enterprises for which power failure may cause the severe damages of important equipment or endanger the personal safely;
3) The hydroelectric power plant with design capacity of 750MW or above;
4) 220kV key substation, 330kV~750kV substation, 330kV or above convertor station, 500kV~750kV line large-cross tower, and ±400kV or above line large-cross tower;
5) The communication facilities of such electric power system that shall not be interrupted;
6) Other important electrical installations that are approved by the competent department (committee) and must guarantee normal power supply during earthquake.
2 The electrical installations other than the important electrical installations are general electrical installations.
1.0.7 The buildings and structures in electrical installations shall be classified into three categories according to their importance and also shall meet the following requirements:
1 Among the important electrical installations, the main buildings and structures of power plants and the power supply buildings and structures of power transmission and transformation projects belong to the major precautionary category, hereinafter referred to as Category B.
2 Among the general electrical installations, the main buildings and structures, the buildings and structures with continuous producing and operating equipment, the public buildings and structures, and the major material storages belong to the standard precautionary category, hereinafter referred to as Category C.
3 The secondary buildings and structures beyond Categories B and C belong to appropriate precautionary category, hereinafter referred to as Category D.
1.0.8 The seismic precautionary ground motion parameter or intensity of electrical installations must be determined according to the documents (drawings) that are examined, approved and issued by the specified jurisdiction of the Nation.
1.0.9 The seismic precautionary intensity or ground motion parameter of electrical installations shall be determined according to the relevant requirements of the current national standard "Seismic Ground Motion Parameter Zonation Map of China" (GB 18306). The project sites having passed the seismic safety evaluation according to the relevant requirements shall be carried out with seismic precaution according to the approved design ground motion parameters of seismic precaution or corresponding seismic precautionary intensity. The electrical facilities among important electrical installations may be protected according to the seismic precautionary intensity increasing one intensity, however the seismic precautionary intensity of 9 or above shall not be increased any more.
1.0.10 The seismic precautionary criterion for the buildings and structures of each seismic precautionary category shall meet the relevant requirements of the current national standard "Standard for Classification of Seismic Protection of Building Constructions" (GB 50223).
1.0.11 When the important large-cross tower and foundation of overhead transmission line need to be protected according to seismic precautionary intensity increasing one intensity, examination by experts shall be organized, and the issue shall be reported to the competent organization for checking and approval.
1.0.12 In addition to the requirements stipulated in this code, the seismic design of electrical facilities and buildings and structures in electrical installations also shall comply with those stipulated in the current relevant standards of the nation.
