1 Scope
This standard is applicable to paper and board used in food contact materials and articles.
2 Terms and definitions
2.1 Paper and board used in food contact materials and articles
It refers to various papers and boards used in food contact materials and articles, including waxed paper, silicone oil paper and pulp molded articles, which have been or are intended to be in contact with food or food additives (hereinafter referred to as food) or whose components may be transferred to food under normal conditions of use.
2.2 Pulp molded articles
It is a product with the pulp as major material and which is manufactured by processes such as shaping, molding, drying, etc. in accordance with the product purpose and required form.
3 Basic requirements
The paper and board used in food contact materials and articles shall meet the requirements of GB 4806.1.
4 Technical requirements
4.1 Requirements for raw materials
4.1.1 The paper and board used in food contact materials and articles shall not use raw materials which could endanger human health. Fiber raw materials shall be mainly plant fibers, and raw materials containing synthetic fibers shall meet the requirements of relevant national food safety standards in China.
4.1.2 The use of additives in food contact paper and board materials and articles shall meet the requirements of GB 9685 and relevant announcements.
4.2 Requirements for sense
The requirements for sense shall meet those specified in Table 1.

4.3 Physical and chemical indexes
4.3.1 General physical and chemical indexes
4.3.1.1 The paper and board materials and articles that are intended to directly contact liquid foods and foods containing free water or free fat on its surface shall meet those specified in Table 2.

4.3.1.2 The paper and board used in food contact materials and articles shall meet those specified in Table 3, excluding the paper and board materials and articles which have contacted with the foods that will be ate, cooked and washed or of which the peel and shell will be removed before processing.

4.3.2 Additional physical and chemical indexes
The paper and board used in food contact materials and articles shall meet the requirements of GB 9685 and relevant announcements on physical and chemical indexes such as specific migration limit (SML), specific total migration limit [SML (T)] and maximum residue limit (QM) of additives.
4.4 Limit of microorganism
The microorganism containing in the paper, board materials and its articles which are expected to directly contact with the foods and which are directly used without the disinfection or cleaning, shall meet those specified in Table 4; excluding the papers, board materials and its articles which have contacted with the foods that will be ate, cooked and washed or of which the peel and shell will be removed before processing.

4.5 Other technical requirements
The paper and board used in food contact materials and articles using coatings, inks and/or adhesives shall also meet the corresponding national food safety standards.
5 Miscellaneous
5.1 Migration test
5.1.1 General requirements
The migration test shall be executed in accordance with the provisions of the GB 31604.1 and GB 5009.156, unless there are special provisions in this standard.
5.1.2 Special requirements
5.1.2.1 The pretreatment of the migration test shall be made for the measurement of the specific migration limits for the filter paper for the part of the foods in accordance with Annex B.
5.1.2.2 For paper and board used in food contact materials and articles that are not suitable for migration test using liquid food simulation objects, the actual or expected contact food or other food simulation objects supported by scientific evidence are used.
5.2 Labeling and marking
The indexes shall meet the requirements of GB 4806.1.
