Limits for volatile organic compounds content in cleaning agents
1 Scope
This standard specifies the product classification of cleaning agents, and the limit requirements, inspection methods and packaging marks of volatile organic compounds (VOC).
This standard is applicable to cleaning agents containing volatile organic compounds produced and used in industrial production and service activities.
This standard is not applicable to cleaning agents used in aerospace, nuclear industry, military industry and semiconductor (including integrated circuits) manufacturing.

3 Terms and definitions
For the purposes of this document, the following terms and definitions apply.
3.1
cleaning agent
liquid chemicals or preparations used to remove dirt (including grease, coating, ink, colloid, carbon deposition, dust, etc.) on the surfaces of devices, equipment, facilities and products by using the principles of chemical dissolution, complexation, emulsification, wetting, penetration, dispersion, solubilization, stripping, etc. in industrial production and service activities
3.2
volatile organic compounds (VOC)
organic compounds that will undergo atmospheric photochemical reaction at standard atmospheric pressure of 101.3 kPa and initial boiling point less than or equal to 250°C, or those determined according to relevant regulations
Note: It is derived from GB 24408-2009, Definition 3.1; GB 37822-2019, Definition 3.1.
3.3
volatile organic compounds content; VOC content
mass of volatile organic compounds contained in cleaning agent measured under specified conditions
Note: It is derived from GB 24408-2017, Definition 3.2.
3.4
low-volatile-organic-compounds-content cleaning agent
cleaning agent with low content of volatile organic compounds
Note: Low-volatile-organic-compounds-content cleaning agent is simply referred to as “low-VOC-content cleaning agent”.
3.5
water-based cleaning agent
cleaning agent composed of water, surfactant and auxiliary agent
3.6
semi-water-based cleaning agent
stable or metastable cleaning agent composed of water, surfactant, organic solvent and additives
3.7
organic solvent cleaning agent
cleaning agent consisting of one or more organic solvents
4 Product classification
According to the different components of cleaning agents, the cleaning agents are divided into water-based cleaning agent, semi-water-based cleaning agent and organic solvent cleaning agent.
5 Requirements for limits
5.1 VOC content and specific volatile organic compounds content in cleaning agents shall meet the requirements in Table 1.
Table 1 Requirements for limits of VOC content and specific volatile organic compounds content in cleaning agents
Item Limits
Water-based cleaning agent Semi-water-based cleaning agent Organic solvent cleaning agent
VOC content/(g/L) ≤ 50 300 900
Sum of dichloromethane, trichloromethane, trichloroethylene and tetrachloroethylene/% ≤ 0.5 2 20
Formaldehyde /(g/kg) ≤ 0.5 0.5 —
Sum of benzene, toluene, ethylbenzene and xylene/% ≤ 0.5 1 2
Note: Items marked with "—” indicate no requirements.
5.2 Water-based cleaning agent meeting the requirements of Table 1 and semi-water-based cleaning agent meeting the requirements of Table 2 may be classified as low-VOC-content cleaning agents.
Table 2 Requirements for limits of low-VOC content in semi-water-based cleaning agent
Item Limits
VOC content/(g/L) ≤ 100
Sum of dichloromethane, trichloromethane, trichloroethylene and tetrachloroethylene/% ≤ 0.5
Formaldehyde /(g/kg) ≤ 0.5
Sum of benzene, toluene, ethylbenzene and xylene/% ≤ 0.5
6 Inspection methods
6.1 Sampling
Sampling shall be conducted in accordance with the provisions of the corresponding product standards. In the absence of such standards, the sampling shall be conducted in accordance with the provisions of GB/T 6680.
6.2 Preparation of sample test solution
6.2.1 Prepare a proper amount of sample test solution according to the use ratio indicated in the cleaning agent product specification or the packaging mark, and properly seal and store it. If dilution is required, it shall be diluted according to proportion; when the dilution ratio is within a certain range, it shall be diluted according to the ratio of the minimum amount of diluent and the maximum amount of cleaning agent product.
6.2.2 If the cleaning agent product does not indicate the use ratio under working condition, the cleaning agent product shall be used as the sample test solution.
