Minimum allowable values of energy efficiency and energy efficiency grades for flat panel televisions and set-top boxes
1 Scope
This standard specifies the energy efficiency grades, minimum allowable values of energy efficiency, energy efficiency calculation and test method of flat panel televisions and set-top boxes (also called "digital TV receiver").
This standard is applicable to LCD televisions and organic light-emitting diode televisions (hereinafter referred to as " flat panel televisions"), which work normally at AC 220 V and 50 Hz power supply, and have the main functions of receiving, demodulating and displaying ground, cable, satellite or other analog and digital signals. It is also applicable to LCD and organic light-emitting diode display devices, whose main functions are TVs and do not have tuners, but are circulated as TV products. This standard is applicable to set-top boxes that work normally at AC 220 V and 50 Hz power supply, including cable set-top boxes, terrestrial set-top boxes, satellite set-top boxes and network set-top boxes.
This standard is not applicable to direct broadcast satellite set-top boxes.

3 Terms and definitions
For the purposes of this document, the terms and definitions in SJ/T 11324 as well as the followings apply.
3.1
on mode
flat panel television is connected to the power supply and generates the main functions such as sound and image
set-top box is connected with power supply, realizing the main functions such as receiving, demodulating, decoding and outputting audio and video programs
3.2
passive standby mode
flat panel television is connected to the power supply, generating neither sound nor image, but can be switched to the on mode through remote control or other external signals
low power mode, set-top box is connected to the power supply, providing no main functions
Note: the set-top box can enter this mode only after receiving external excitation signals from remote control and buttons, etc. Set-top box can return to on mode from this mode by excitation of remote control device and internal signal.
3.3
passive standby power
active power of flat panel television and set-top box measured in passive standby mode, under the test method specified in this standard
3.4
on mode static power for flat panel televisions
active power measured when the flat panel television plays static test images in the on mode, under the test method specified in this standard
3.5
on mode dynamic power for flat panel televisions
active power measured when the flat panel television plays dynamic test signals in the on mode, under the test method specified in this standard
3.6
on mode power for flat panel televisions
active power used to calculate and evaluate the energy efficiency of flat panel television
Note: The startup power of flat panel television is chosen from the static power and dynamic power, see 6.2.
3.7
fluctuation values of power for flat panel televisions
ratio of the absolute value of the difference between startup static power and startup dynamic power to the startup static power
3.8
minimum allowable values of energy efficiency for flat panel televisions
minimum energy efficiency value and the maximum passive standby power value allowed by flat panel televisions under the test method specified in this standard
3.9
minimum allowable values of energy efficiency for set-top boxes
maximum power value of the set-top box under the on mode and passive standby mode allowed by set-top boxes under the test method specified in this standard
