1 General Provisions
1.1 This standard is applicable to all kinds of electrical equipments below 1200V AC rated voltage and below 1500V DC rated voltage. These electrical equipments include:
——Electrical equipments applied and contacted by unskilled person according to design purpose or directly hand-held operated by users;
——Electrical equipments applied to electrical workplace or closed electrical workplace and mainly or completely operated by skilled or primarily trained person.
1.2 The electrical equipments designed, manufactured, sold and used in China must be in accordance with this standard. The implementation of the export products may be in accordance with the contract provisions.
1.3 This standard specifies the general safety technical requirements of electrical equipments during design, manufacture, sales and application. Used for:
——Structure foundation of safety technical contents of all kind of electric products;
——For the electric products without professional safety standard, the safety level shall be preliminarily evaluated;
——Technical foundation for design, manufacture, sales and application of electrical equipments.
1.4 If other laws and regulations specify otherwise safety requirements for electrical equipments, electrical equipments shall also meet corresponding requirements.
The safety technical requirements of electrical equipments specified in this standard shall be incarnated in professional standards of electrical equipments, and shall be specified according to corresponding demonstration, verification and technical data supplement.
1.5 This standard is not applicable to:
——Except materials and auxiliary materials of electrical equipments specified in this code;
——Semifinished products or primary products incapable of independent utility;
——Electrical equipments used for medical treatment purpose;
——Electrical equipments used in explosion environment;
——Elevator;
——Electric palisade energizer;
——Special electrical equipments such as ship, aerial vehicle and railway.
1.6 "Hazard" indicated in this standard excludes the hazard generated by inappropriate installation and maintenance of electrical equipments and the hazard owing to no electrical equipment application according to design purpose.
2 Safety Technical Requirements
2.1 General Requirements
2.1.1 The electrical equipments must be manufactured according to this standard with safety guarantee within specified service life and without hazard occurrence. The safety technique adopted by electrical equipments shall be realized according to the sequence of direct safety technique, indirect safety technique and indicative safety technique.
2.1.2 The design and manufacture of electrical equipments shall guarantee maximum possible safety of products; according to electric shock protection method, the electrical equipments may be designed and manufactured into:
——Class 0 electrical equipment;
——Class I electrical equipment;
——Class II electrical equipment;
——Class III electrical equipment;
2.1.3 The electrical equipments may be adopted with special and technical safety measures irrelevant with their characteristic and function in service. If users or the third party can be reached with same result and necessary safety, individual measure may be allowed with difference with those specified in this standard.
2.1.4 If electrical equipments come across specific environment or operation condition during application according to design purpose, the electrical equipments under special conditions must also meet this standard.
2.1.5 Electrical equipments must bear predicted dangerous physical and chemical actions caused by static or dynamic load, liquid or gas action, hot or special climate, without hazard.
2.1.6 Electrical equipments must prevent from hazardous electrostatic accumulation or shall be adopted with special safety technical means to make them free from hazard or release.
2.1.7 The fuel and working medium used for electrical equipments shall be free from harmful effect; during design, the internal or surrounding accumulated overspill fuel quantity must be incapable of reaching the hazard level.
2.1.8 During electrical equipment manufacture, only the materials bearing physical or chemical affect during application according to design purpose, such as ageing, corrosion, gas and radiation, may be allowed to be adopted.
2.1.9 The design of electrical equipments shall match the ergonomics structure, relieve labor intensity and be convenient for application and prevent hazard.
2.2 Shock Hazard Protection
Insulation protection technique, protection technique against direct contact and protection technique against indirect contact may be adopted for providing enough protection for hazard caused by direct action of electric energy during electrical equipment application according to design purpose.
2.2.1 In order to guarantee normal operation and prevent hazard due to direct action of current, electrical equipments must be provided with electrical insulation performance, such as enough insulation resistance, dielectric strength, heat-resisting capacity, moisture prevention, pollution prevention, flame retardance, electrical leakage resistance to tracking.
2.2.2 If the basic insulation is damaged, the fault contact voltage hazard may be generated, therefore, the additional insulation or reinforced insulation shall be separately examined.
2.2.3 To prevent accidentally contacting live part, the structure and enclosure of electrical equipment or the protection technique against direct contact installing it in closed electrical workplace may be adopted. The parts, such as enclosure, used for protection against direct contact may only be dismantled or opened by tool.
For the electrical equipments powered by safety extra-low voltage; only one frequency during direct contact and with acting time and capacity size limited in one non-hazard degree current passing, above protection measure against direct contact may not be adopted.
2.2.4 The electrical equipments must guarantee fault contact voltage free from hazard generation during basic insulation fault or arc appearance.
The electrical equipments must be provided with earthing protection, double insulation structure or protective measures of supplying a safety extra-low voltage.
Double insulation structure and protective measures of supplying a safety extra-low voltage shall not be equipped with protective earthing device.
All positions that may be dangerous due to operating voltage, fault current, leakage current or similar action must be remained with enough electric clearance and creepage distance.
2.2.5 Proper measures shall be adopted to prevent hazard caused by indirect effect of electric energy and non-electric energy such as high temperature, arc, radiation, gas, noise and vibration generated by electrical equipments or adjacent equipments.
Proper measures shall be adopted to prevent electrical equipment hazard caused by indirect effect of external factors such as overloading, impact, pressure, humidity and foreign matters.
