This Standard is drafted according to the rules given in GB/T 1.1-2009.
This Standard supersedes GB/T 17411-2012 Marine Fuel Oils. Compared with the previous edition, this Standard has the following main technical changes:
- This Standard is changed from the voluntary standard to the mandatory standard;
- It is specified that the scope of Chapter 1 is applicable to fuel oils for marine diesel engines and their boilers;
- Distillate fuel oil is classified into three grades according to sulfur content and test methods concerning sulfur content are added (see Chapter 3 and Table 1);
- "Flash point of distillate fuel DMZ is not less than 43℃" is changed as "Flash point of distillate fuel DMZ is not less than 60℃" (see Table 1);
- "Sulfur content index of distillate fuel DMA and DMZ is not greater than 1.5%" is changed as "Sulfur content index of distillate fuel DMA and DMZ is not greater than 1.0%” (see Table 1);
- RMA 10 and RMB 30 residual fuel oils are classified into the following three grades according to sulfur content: ≤3.5%, ≤0.5% and ≤0.1% and other designations are classified into the following two grades according to sulfur content: ≤3.5% and ≤0.5% (see Table 2);
- Net calorific value index and corresponding test method are added (see Table 2);
- Informative appendix Cleanliness and Compatibility of Residual Fuel Oil is added (see Appendix L).
This Standard is modified in relation to ISO 8217: 2012 Petroleum Products - Fuels (Class F) - Specifications of Marine Fuels.
Compared with ISO 8217: 2012, this Standard has adjusted its technical contents and structure and Appendix M gives its structure, corresponding technical differences and their reasons.
This Standard is proposed by the National Technical Committee on Petroleum Products and Lubricants of Standardization Administration of China (SAC/TC 280).

Marine Fuel Oils

1 Scope
This Standard specifies the classification and code, requirements and test methods, inspection rules, packaging, marking, transportation and storage, and safety of marine fuel oils derived from petroleum refining.
This Standard is applicable to fuel oils for marine diesel engines and their boilers. The specifications for fuel oils in accordance with this Standard is also applicable to those for stationary diesel engines of the same make and type as used for other marine machinery.
This Standard specifies four categories of distillate fuel oil, one of which is for diesel engines for emergency purposes. It also specifies six categories of residual fuel oil.
Note 1: For the purpose of this Standard, the term “petroleum” is used to include oil from tar sands and from shale.
Note 2: technical requirements for marine gas turbine fuels are specified in GB/T 29114[1].
Note 3: for the purpose of this Standard, "marine ship" refers to the ships suitable for sailing in ocean areas as specified in 3.1 of GB/T 7727.1-2008[2].

3 Classification and Code
In this Standard, according to ISO 8216-1: 2010, the marine fuel oils are classified into two major categories: Group D (distillate fuel) and Group R (residual fuel). The former is classified into four categories: DMX, DMA, DMZ and DMB, while the latter is classified into six categories: RMA, RMB, RMD, RME, RMG and RMK.
Distillate fuel is classified according to sulfur content into three grades: I, II and III; RMA and RMB residual fuels are classified according to sulfur content into three grades: I, II and III; RMD, RME, RMG and RMK residual fuels are classified into two grades.
4 Requirements and Test Methods
4.1 Marine fuel oil shall meet the performance index requirements given in Table 1 or 2, when tested in accordance with the methods specified in this Standard.
4.2 The fuel oil shall be a homogeneous blend of hydrocarbons derived from petroleum refining. This shall not preclude the incorporation of additives intended to improve some aspects of characteristics and performance of the fuel oil. The fuel oil shall be free from inorganic acid and used lubricating oil.

4.3 The fuel oil shall be free from any material that renders the fuel unacceptable for use in marine applications.
4.4 DMX, DMA, DMZ and DMB distillate fuel oils shall be free from bio-derived materials other than "minimum" fatty acid methyl ester (FAME), where FAME shall be in accordance with the requirements of GB/T 20828. The blending of FAME shall not be allowed.

4.5 The fuel oil shall not contain any additive or chemical waste that
a) Jeopardizes the safety of ship or adversely affects the performance of the machinery, or;
b) Is harmful to personnel, or;
c) Contributes overall to additional air pollution.

5 Inspection Rules
5.1 Inspection classification and inspection items
5.1.1 End-of-manufacturing inspection
End-of-manufacturing batch inspection items include: kinematic viscosity, density, cetane index, sulfur content, acid number, flash point, moisture, 10% carbon residue on residuum, carbon residue, pour point, cloud point, appearance, lubricity and calculated carbon aromaticity index (CCAI).
If without changes in the material and production process that may affect product quality, end-of-manufacturing periodic inspection items include oxidation stability, ash content, total sediment by hot filtration, total sediment - aged, vanadium, sodium, aluminum plus silicon, and net calorific value items, which shall be determined at least once every quarter.
Note: inspection of the hydrogen sulfide is subject to the negotiation between the Supplier and the Purchaser.
5.1.2 Type inspection
The type inspection items shall be all the items specified in Table 1 or Table 2 of Chapter 4.
Type inspection shall be conducted under the following conditions:
a) Release of new product or type approval of products;
b) Significant changes in the material and the production process etc., which may affect the product quality;
c) In case of great difference between the end-of-manufacturing inspection result and the previous type inspection result.
5.2 Batching
Under constant material and production process, each production tank is regarded as a batch.
5.3 Sampling
The sampling shall be in accordance with GB/T 4756, and 3L of sample shall be taken for inspection and sample reservation.
5.4 Judgment rules
If all the end-of-manufacturing inspection and type inspection results meet corresponding technical requirements of Chapter 4, this batch of products shall be judged as acceptable.
5.5 Re-inspection rules
If the end-of-manufacturing inspection and type inspection results fail to meet those specified in Chapter 4, double samples shall be taken from the same batch of products according to those specified in GB/T 4756 for re-inspection of rejected items; if the re-inspection result still fails to meet the requirements, this batch of products shall be judged as rejected.
