Code of practice for motor vehicle inspection
1 Scope
This standard specifies the inspection items, inspection requirements and inspection and supervision requirements of motor vehicles.
This standard is applicable to the inspection of motor vehicles when handling motor vehicle business, and is also applicable to the supervision of motor vehicle safety technical inspection by the traffic management departments of public security organs.

3 Terms and definitions
For the purposes of this document, the terms and definitions given in GB 1589 and GB 7258 and the following apply.
3.1
inspection
inspectors confirm motor vehicles according to road traffic safety laws and regulations and relevant standards when handling motor vehicle business
3.2
inspector
working personnel engaged in motor vehicle inspection as authorized by the traffic management departments of public security organs, who have corresponding knowledge and skills, have passed the training examination of the traffic management department of public security organs and obtained the inspector qualification certificate
4 Inspection items
4.1 Registration
4.1.1 For motor vehicles applying for registration, standard photos of motor vehicles shall be produced or checked to determine the vehicle type, body color and approved passengers capacity, and inspect the following items:
a) basic information: vehicle identification number (or completed vehicle ex-factory number or product identification number, the same below), engine (driving motor) number [including engine (driving motor) model and ex-factory number, the same below] (except trailer), vehicle brand and model;
b) main features: vehicle license plate (frame), appearance and shape of vehicle, and integrity of tyre.
4.1.2 According to the difference of vehicle products, use nature and delivery date, the following items shall also be inspected:
a) For automobiles (except for tri-wheel vehicles without cab), inspect the warning triangles for motor vehicles and reflective vest for motor vehicle passengers.
b) For all seats of passenger cars, motor caravan, buses without passenger standing areas, goods vehicles (except for tri-wheel vehicles) and special motor vehicles, and driver seats and front passenger seats of buses with passenger standing areas (front passenger seats refer to seats whose "front H point" is located on or in front of the cross section of driver's "R" point), inspect the number of seats and safety belts.
c) For goods vehicle with a total mass greater than or equal to 4,500kg (i.e., medium- and heavy-duty goods vehicle), special motor vehicles modified from goods vehicle chassis, caravan trailers and other trailers with a total mass greater than 3,500kg, passenger cars with middle engine, all tri-wheel vehicles and road transportation vehicles for dangerous goods, inspect the overall dimensions, axle numbers, wheelbase and tyre size; for all goods vehicle and special motor vehicles modified from goods vehicle chassis, right three-wheeled motorcycles with cab and trailers with a total mass greater than 750kg, inspect the kerb mass.
d) For all goods vehicles (except multipurpose goods vehicles and training vehicles modified from multipurpose goods vehicles), special motor vehicles modified from goods vehicle chassis and trailers (excluding caravan trailers), inspect the retro-reflective markings of carriage; for goods vehicle with total mass greater than or equal to 12,000kg (i.e., heavy-duty goods vehicle (except semi-trailer towing vehicles) and special motor vehicles modified from goods vehicle chassis, and trailers with length greater than 8.0m, inspect the rear-marking plates for vehicles and their trailers.
e) For goods vehicles, special motor vehicles and trailers modified from goods vehicle chassis with a total mass greater than 3,500kg, except for semi-trailer tractors, inspect the side and rear lower protection.
f) For road transportation vehicles for dangerous goods, buses and motor caravan, inspect fire extinguishers.
g) For buses, road transportation vehicles for dangerous goods, semi-trailer towing vehicles and other goods vehicle with a total mass greater than or equal to 12,000kg, inspect the driving record device.
h) For buses with a length greater than or equal to 6m, inspect the emergency exit and emergency hammer; for buses with a length greater than or equal to 9m and without passenger standing areas (except special school bus and other special buses with the number of passengers less than 20), the number of passenger doors shall also be inspected.
i) For road transportation vehicles for dangerous goods and gas vehicles (including gaseous fuel vehicles, bi-fuel vehicles and dual-fuel vehicles, the same below), inspect the external markers and characters; for goods vehicles (except for multipurpose goods vehicles and training vehicles) and special motor vehicles (except fire engines), inspect whether the total mass (or the maximum allowable traction mass), the railing height, the tank volume and the type or name of the goods allowed to be shipped are sprayed. For refrigerator cars, inspect whether the words "refrigerator car" are sprayed or pasted on the visible parts on both sides of the outside; for buses (except special school buses and buses with passenger standing areas) and passenger cars with middle engine and aspect ratio less than or equal to 0.9, inspect whether the number of seats provided to passengers (including drivers) is sprayed; for the training vehicles, inspect whether the words "training vehicle" are sprayed on both sides and rear of the body; for vehicles with the maximum design speed less than 70km/h (except low-speed vehicles and buses with passenger standing areas), inspect the Arabic numerals indicating the maximum design speed (unit: km/h) sprayed/pasted on the rear of the body; for vehicles for handicapped driving (i.e., automatic passenger cars for the disabled), inspect whether special signs for motor vehicles for the disabled are set up.
j) For police cars, fire engines, ambulances and engineering rescue vehicles, inspect the vehicle appearance standard, marker lamps and vehicle-used electronic siren.
k) For vehicles for handicapped driving, inspect the qualification certificate of the auxiliary operation device and the product model and product number of the auxiliary operation device.
l) For the special school buses, inspect the appearance marker of the body, warning lamp for school bus and sign for school bus stop (stop sign), satellite positioning device with driving record function, dry powder fire extinguisher, first aid kit and vehicle internal and external video monitoring system, auxiliary reversing device, student seat (seat) and caretaker seat (seat), vehicle safety belt, emergency exit and emergency hammer (escape hammer).
m) For interurban buses, touring buses, school buses, road transportation vehicle for dangerous goods, other buses with a length greater than 9m, motor caravan with a length greater than or equal to 6m, inspect whether they have speed limiting function or speed limiting devices and inspect the speed limiting function or the maximum speed set by the speed limiting device.
n) For special school buses with length greater than 8m, other buses with length greater than 9m, goods vehicles and special motor vehicles with total mass greater than or equal to 12,000kg and road transportation vehicles for dangerous goods with total mass greater than 3,500kg, inspect the auxiliary braking devices. For the front wheels of special school buses, other buses with a length greater than 9m and all road transportation vehicles for dangerous goods, as well as all wheels of semi-trailers for dangerous goods transportation, three axle drop slide and fence semi-trailers, inspect whether they are equipped with disc brakes.
o) For buses, goods vehicles (except for tri-wheel vehicles), special motor vehicles (except for special motor vehicles with five or more axles), passenger cars with middle engines and trailers with total mass greater than 3,500kg, the anti-lock braking device shall be inspected.
p) For buses (except pure electric buses and fuel cell buses), inspect the automatic fire extinguisher in engine compartment.
q) For interurban buses, touring buses, buses with occupant standing areas, school buses and passenger cars with middle engine and aspect ratio less than or equal to 0.9, inspect whether the visible light transmittance of all window glasses is greater than or equal to 50%, and whether opaque colored paper or heat insulation paper with any specular reflective materials is applied.
r) For the plug-in hybrid electric vehicles and battery electric vehicles (except for electric vehicles), inspect whether they are provided with external charging interface.
s) For imported motor vehicles, inspect the configuration and light color of external lighting and signal devices, speed odometer indication, exhaust pipe layout and Chinese warning characters.
t) For the motorcycle with two wheels, check the helmets for motorcyclists.
4.1.3 For the motor vehicles that shall undergo safety technical inspection before applying for registration according to the Provisions on motor vehicle registration (Decree No.124 of the Ministry of Public Security), the safety technical inspection certificate shall also be inspected.
4.2 Change registration and change record
4.2.1 For the motor vehicles applying for change of registration due to change of the body color or the nature of use, inspect the vehicle identification number, vehicle license plate (including enlarged number of the number plate), vehicle appearance and shape and integrity of tyre, and inspect the motor vehicles according to 4.1.2d), 4.1.2e), 4.1.2i) and 4.1.2j). In case of applying for change of registration due to change of the body color, inspect the standard photo of the motor vehicle after changing the color and confirm the body color; in case of applying for change of registration due to change of the nature of use, it also needs to inspect the motor vehicle according to the provisions of 4.1.2g), 4.1.2h), 4.1.2m) to 4.1.2q). However, if the application is changed to "make an appointment for taxi passenger transport" or "make an appointment for taxi transfer", it will not be inspected.
4.2.2 For the motor vehicles applying for change of registration due to change of the body or the frame, inspect the standard photo of the motor vehicle after change to confirm the body color, and inspect the vehicle identification number, engine number and vehicle license plate (including enlarged number of the number plate), vehicle appearance and shape and integrity of tyre, check the safety technical inspection certificate and inspect the motor vehicles according to 4.1.2d), 4.1.2e), 4.1.2g), 4.1.2h), 4.1.2i), 4.1.2j), 4.1.2m) to 4.1.2q). For buses, the approved passengers capacity shall also be inspected; for heavy- and medium-duty goods vehicles, special motor vehicles modified from goods vehicle chassis, and trailers with total mass greater than 3,500kg, the outside dimensions and kerb mass shall also be inspected.
4.2.3 For motor vehicles applying for change of registration due to engine replacement, inspect the vehicle identification number, engine number, vehicle license plate, vehicle appearance and shape and integrity of tyre, and check the safety technical inspection certificate.
4.2.4 For motor vehicles applying for change of the completed vehicle due to quality problems, inspect the motor vehicles according to the items specified in 4.1.
4.2.5 When inspecting the transferred motor vehicles, inspect the motor vehicles according to the items specified in 4.1, except for the item of "vehicle brand and model"; for sleeper buses, special school buses and buses with passenger standing areas, vehicle internal and external video monitoring system shall also be inspected.
