This standard is formulated to implement the laws and regulations such as Environmental Protection Law of the People's Republic of China, Law of the People's Republic of China on the Prevention and Control of Atmospheric Pollution and Regulation of Jiangsu Province on the Prevention and Control of Atmospheric Pollution, control the emission of volatile organic compounds for chemical industry, improve the environmental air quality, protect human health and ecological environment, and promote the technological progress and sustainable development of chemical industry.
This standard specifies the requirements for emission control, monitoring and supervision of volatile organic compounds in chemical industry facilities or production equipment.
This standard is the basic requirement for emission control of volatile organic compounds in chemical industry facilities or production equipment. Relevant national or local pollutant emission standards are applicable to the air pollutants, water pollutants and environmental noises not specified in this standard, and relevant national or local solid waste pollution control standards are applicable to the identification, treatment and disposal of generated solid wastes.
This standard is issued for the first time.
In case of any relevant standards issued by the State or Jiangsu province stricter than this standard after the implementation date hereof, such standards shall prevail. When the requirements of environmental impact assessment documents or pollution emission permit are stricter than those in this standard, the approved environmental impact assessment documents or pollution emission permit shall prevail.
This standard is developed in accordance with the rules given in GB/T 1.1-2009.
For the purposes of this standard, Annexes A and B are normative and Annex C is informative.

Emission standard of volatile organic compounds for chemical industry
1 Application scope
This standard specifies the requirements for emission control, monitoring and supervision of volatile organic compounds (hereinafter referred to as VOCs) in chemical industry facilities (2614 organic chemical raw material manufacturing, 2625 organic fertilizer and microbial fertilizer manufacturing, 263 pesticide manufacturing, 264 coating/printing ink/pigment and similar product manufacturing, 266 special chemical product manufacturing, 268 daily chemical product manufacturing, 271 chemical active pharmaceutical ingredient manufacturing, 272 chemical agent manufacturing, 275 veterinary drugs manufacturing and 276 biopharmaceuticals manufacturing) or production equipment.
This standard is applicable to the emission control of VOCs in existing chemical industry facilities or production equipment, as well as the environmental impact assessment, the environmental protection equipment design, the acceptance of environmental protection after completion and the emission control of VOCs after being put into production of new, renovated and extended projects.
This standard is applicable to the legal pollutant emission behaviors. The site selection of new pollution sources and the management of existing pollution sources within special protected zone are in accordance with laws, regulations and rules such as Law of the People's Republic of China on Prevention and Control of Water Pollution, Law of the People's Republic of China on the Prevention and Control of Atmospheric Pollution, Marine Environment Protection Law of the People's Republic of China, Law of the People's Republic of China on Prevention of Environmental Pollution Caused by Solid Waste, Law of the People's Republic of China on Environmental Impact Assessment and Regulation of Jiangsu Province on the Prevention and Control of Atmospheric Pollution.

For the purposes of this standard, the following terms and definitions apply.

existing facility
chemical industry facilities or production equipment which have been completed and put into operation or whose environmental impact assessment documents have been approved before the implementation date of this standard

new facility
new, renovated and extended projects of chemical industry whose environmental impact assessment documents are approved from the implementation date of this standard

organic compounds involved in photochemical reaction in atmosphere or those determined via measurement or calculation according to specified method

legal boundary of a production facility, or actual land boundary where legal boundary is unavailable

boundary reference point determined in accordance with HJ/T 55; according to VOCs emission and diffusion rules, when the sampling points for monitoring cannot be arranged according to the above requirements due to the conditions, the sampling points for monitoring may also be arranged within but close to the enterprise boundary
3.14
concentration limit at boundary VOCs reference point
upper limit of the average concentration at boundary VOCs reference point under standard state in any hour, mg/m3
4 Emission control requirements
4.1 Organized emission limits
4.1.1 The emission limits of VOCs and odor concentration specified in Table 1 shall be implemented for the existing facility from February 1, 2019.
4.1.2 The emission limits of VOCs and odor concentration specified in Table 1 shall be implemented for the new facility from the implementation date of this standard.
