The Rules replaces CQC 11-463426-2014; the following changes have been made with respect to CQC 11-463426-2014 (the previous edition):
——The reference standards CQC 1103-2015, CQC 1104-2015 and CQC 1105-2015 are changed to the version of GB/T 33594-2017.
——Annexes 3, 4 and 5 (derived from the requirements on part of the products in former CQC 1103~1105-2015) are added.
——The requirements on supervision sampling are modified.

The first revision of the Rules was issued on September 25, 2015; the following changes have been made with respect to the previous edition:
1. CQC 1103-2015, CQC 1104-2015 and CQC 1105-2015 are used to replace CQC 1103-2014, CQC 1104-2014 and CQC 1105-2014 as certification reference standards;
2. The sample submission requirements in Annex 1 are modified.
The second revision of the Rules was issued on April 18, 2016; the following changes have been made with respect to the previous edition:
1. The Certification Mode 2 "type test + post-certification supervision" and its relevant requirements are added.
The previous edition of the Rules replaced by the Rules is as follows:

Safety Certification Rules for Cables of Electric Vehicles Conductive Charging Systems
1 Application Scope
The Rules is applicable to the safety certification of cables of electric vehicles conductive charging systems.
2 Certification Mode
The optional safety certification modes for cables of electric vehicles conductive charging systems are as follows:
Mode 1: product type test + initial factory inspection + post-certification supervision.

CQC shall determine an applicable certification mode for certification client according to the characteristics of products applied for certification and the principles of certification risk control.
3 Certification Application
3.1 Certification unit division
In principle, unit division for cables of electric vehicles conductive charging systems is carried out according to the structure and purpose of the product; see Annex 1 for the certification unit. Products from different production sites shall be regarded as different application units. Products produced by different manufacturers shall be regarded as different application units.
3.2 Data to be submitted for certification application
3.2.1 Application data
a. Formal application form (fill in the application form on-line, and after the form is accepted, print, seal and sign it);
b. Questionary for factory inspection (when applying for the first time);
c. Description of cables of electric vehicles conductive charging systems (CQC 11-463426.01-2017);
3.2.2 Evidential data
a. Registration certificate of the applicant, manufacturer and manufacturing plant, like business license, organization code (duplication for the initial application);
b. If the applicant is a seller or an importer, it shall submit copy of the relevant contract concluded between the seller and the producer or the importer and the producer.
c. Power of attorney to agent (if any, its duplication);
d. Effective supervision inspection report or factory inspection report (if any, its duplication);
e. Other necessary documents.
4 Type Test
4.1 Sample requirements
4.1.1 Sample delivery principle
CQC shall select representative samples according to the certification application range; see Annex 1 for the specific requirements.
4.1.2 Sample size
See Annex 1 for the sample size.
The applicant must deliver the samples according to the requirements of CQC and shall be responsible for such delivered samples.
4.1.3 Sample and data handling
After type test, the test organization shall issue test report and save the relevant data in the inspection record; the samples shall be handled according to the relevant requirements of CQC.
4.2 Test requirements
4.2.1 Reference standard
GB/T 33594-2017 Charging Cables for Electric Vehicles
4.2.2 Test items and requirements
All test items specified in the standard listed in 4.2.1, which shall meet the requirements, shall be included. For cables of nonstandard specifications, cables with rated voltage of 300/500V for AC charging systems and spring cables with rated voltage of 450/750V for AC charging system, the requirements in Annexes 3, 4 and 5 in the Rules shall also be met respectively.
4.2.3 Test method
Inspect according to the test method specified in and/or test method standard cited by the standard listed in 4.2.1. For cables of nonstandard specifications, cables with rated voltage of 300/500V for AC charging systems and spring cables with rated voltage of 450/750V for AC charging system, the requirements in Annexes 3, 4 and 5 in the Rules shall also be met respectively.
4.2.4 Type test time limit
Generally, it is 40 days (if damp heat test is included, such time shall be duly prolonged; the time for enterprise correcting and retesting due to rejected inspection item shall not be counted in) counted from the date when samples and inspection expenses are received.
4.2.5 Judgement
The type test results shall comply with the requirements of the standard listed in 4.2.1.
If the type test is failed, the applicant is allowed to correct; correction shall be completed within the time limit prescribed by CQC (counted from the date when type test rejection has been notified); while the correction fails to be completed on time, it is regarded that the applicant waives application; the applicant may also terminate the application initiatively.
4.2.6 Type test report
The test organization designated by CQC shall test the samples and issue the test report as required format. After the certification is approved, the test organization shall send a copy of test report to the applicant.
4.3 Critical raw material requirements
See CQC 11-463426.01-2014 Description of Cables of Electric Vehicles Conductive Charging Systems for critical raw materials. In order to ensure the consistency of certified products, in case of change in model & specification of critical raw materials, manufacturer or manufacturing plant, certificate holder shall timely apply for alteration application and send samples for inspection or provide written materials for confirmation. The critical raw material may be used in certified products only after being approved by CQC.
5 Initial Factory Inspection (Applicable to Mode 1)
5.1 Inspection content
Contents of initial factory inspection are factory quality assurance ability and product consistency.
5.1.1 Factory quality assurance ability inspection
It shall be inspected by product certification inspection team appointed by CQC according to CQC/F 001-2009 CQC Certification Requirements of Factory Quality Assurance Ability.
5.1.2 Product consistency inspection
For factory inspection, consistency of the products for which certification application is made shall be inspected on production site, focusing on the following contents:
a. The identification and structure of products to be certified shall be consistent with those described in Type Test Report and those specified in product standard;
b. The critical raw materials used for products to be certified shall be consistent with those described in Type Test Report and Product Description.
Products shall be sampled from at least one model & specification for product consistency inspection.
For factory inspection, inspect the safety performance of the product by adopting the test mode designated on site. Products shall be sampled from one model & specification for designated test; see Annex 2 for designated test items. The factory shall have detection devices and accessories necessary for designated test items.
5.1.3 Factory quality assurance ability inspection and product consistency inspection shall cover all the sites for processing products for which certification application is made.
