Technical requirements for connecting user-side electrochemical energy storage system to distribution network
1 Scope
This document specifies the technical requirements of power control, fault ride through, operational adaptability, power quality, start-up and shutdown, relay protection, information and communication and power metering as well as test and assessment for connecting user-side electrochemical energy storage system to distribution network.
This document is applicable to the construction, connection, commissioning, test, detection and operation of the newly built, renovated and expanded electrochemical energy storage system connected to the distribution network of the user via a voltage level of 220V or above, and serves as a reference for the electrochemical energy storage system connected to the public network via a voltage level of 380V/220V.

3 Terms and definitions
For the purposes of this document, the terms and definitions given in DL/T 2528 and the following apply.

user-side electrochemical energy storage system
electrochemical energy storage system connected to power user distribution network
Note: The system generally includes electrochemical energy storage unit, electrical primary and secondary equipment, monitoring system and related auxiliary facilities, etc.

point of common coupling
connection where power users access the public supply network

point of connection
point of coupling between electrochemical energy storage system and user's internal distribution network
Note: For the energy storage system with step-up transformer, the point of connection refers to the bus or node on the high voltage side of the step-up transformer, and for that without step-up transformer, the point of connection refers to the output connection point of the energy storage system.

primary frequency control; PFC
control function in which the electrochemical energy storage system automatically adjusts active power in response to the frequency deviation of the power system when it deviates from the target frequency
