1 Application Scope
This standard is applicable to all kinds of electrical equipments.
This standard is not applicable to semiproduct which is incapable of being used independently. This standard is the basis of safety criteria of all kinds of electrical equipment. Its requirements shall be concretized in relevant various standards. The design of electrical equipment shall meet the relevant requirements of this standard in order to guarantee safety.
2 Terms
2.1 Electrical equipment
Including power generation, transformation, transmission, distribution or utilization devices such as motor, electrical device, transformer, measuring instruments, protective device, electrical appliances (hereinafter referred to as equipment).
2.2 Danger
Hazards that possibly cause various hazards to human life and health, including hazards cause by electric shock, noise, radiation, high frequency, overheat, blaze, arc light, contamination and other effects.
2.3 Use as required
Use according to the condition provided by the equipment manufacturing plant. Maintaining predefined operation and maintenance condition also belongs to use as required.
2.4 Safety technical measures
They refer to all measures of structure and description in order to avoid hazard. They are divided into direct, indirect and indicative safety technical measures.
2.5 Special safety technical measures
Devices only in possession of purpose of improvement and guaranteeing equipment safety service and without other functions.
2.6 User of service
2.6.1 Professional
Personnel who have received professional education, possess professional knowledge and experience and is able to identify the possible danger of the equipment he/she operates and uses.
2.6.2 Personnel who have received primary training
Personnel who have received profession skill and safety technology training which relate to his undertaken task and have sufficient knowledge for the possible danger that he operates not complying with specifications.
2.6.3 Layman
Neither professional nor personnel who have received primary training.
2.7 Electric work place
Room or location mainly used for electrical equipment operation and only professional or others who have received primary training are permitted to enter, such as switch room, control room, laboratory, generator room, cased electric power distribution equipment, cased testing field, etc.
2.8 Locked electric work place
Locked room or location used for the operation of electrical equipment (such as locked switch and electric power distribution equipment, transformer room and elevator drive room, etc.). Only accredited relevant professional and personnel who have received relevant primary training may unlock and enter.
2.9 Live part
Conductor or conductive part which is in normal use voltage.
2.10 Conductive part
Part which is conductive, but not necessarily bears the operating current.
2.11 Exposed conductive part
Easily-touched conductive part and part which is non-live but may be electriferous in the situation of faults.
2.12 Protection against indirect contact
All measures that prevent people against hazard caused by contacting the live part of electrical equipment.
2.13 Protection against indirect contact
All measures that prevent people against harm of dangerous contact voltage from the exposed conductive part of electrical equipment.
3 Basic Requirements of Safety Design
3.1 Where the equipments are installed and used as required, it must be guaranteed that no danger occurs. All electrical equipments, devices and components shall meet the safety requirements. Where conflicts occur between safety technology and economic interest, the requirements of safety technology shall be considered in priority according to the following raking sequence.
3.1.1 The design of equipment with direct safety technical measures shall be free from any danger and potential problem.
