1 Scope
This standard specifies requirements for the items and methods of power-driven vehicles safety technology inspection.
This standard is applicable to both the safety technology inspection on power-driven vehicles travelling on the road of China by power-driven vehicles safety technology inspection authority and the safety technology inspection on imported power-driven vehicles safety technology by inspection authority of import and export power-driven vehicles. Safety technology inspection for power-driven vehicles through approval by relevant departments for actual road test, may be carried out by reference to this standard.

The following documents contain provisions which, through reference in this text, constitute provisions of this standard. For dated references, all subsequent modifications (excluding correction contents) or revisions are not applicable to this standard. However, all parties coming to an agreement according to this standard are encouraged to study whether the latest editions of these documents are applicable. As for the normative references without date, the latest edition is applicable to this standard.

3 Terms and Definitions
The following terms and definitions as well as those in GB 7258 are applicable to this standard.
3.1
Inspection for unregistered vehicles
It refers to the safety technology inspection conducted by inspection authority of power-driven vehicles safety technology in the application for registration of vehicles approved for production (import) by national authorities, or those confiscated or auctioned by relevant law-enforcing departments and those in need of receiving power-driven vehicle license plate for traveling on road.
3.2
Inspection for in-use power-driven vehicles
Safety technology inspection conducted by inspection authority of power-driven vehicles safety technology for the registered power-driven vehicles.
3.3
Identification of vehicles
Examine the plate number, type, brand/model, color, engine number, identification number (or the complete vehicle factory number) as well as the major characteristics and technical parameters of power-driven vehicles and check the rubbing membrane of vehicle identification number (or complete vehicle factory number) to verify the uniqueness of power-driven vehicles delivered for inspection.
3.4
Chassis operating inspection
Qualitatively judge whether the steering, transmission and braking systems as well as the instrument and indicator of power-driven vehicles delivered for inspection meet the requirements of operating safety or not in the mode of running.
4 Inspection Methods and Items
4.1 Methods and items for the safety technology inspection of four-wheel or more wheel power-driven vehicles (excluding wheel type mechanical vehicles for special purpose) are detailed in Table 1; methods and items for the safety technology inspection of two- or three-wheel power-driven vehicles are detailed in Table 2.
4.2 Where the inspection authority of import and export power-driven vehicles shall conduct inspection for imported power-driven vehicles (those shall receive power-driven vehicle license plate for traveling on road), the inspection items shall include those for unregistered vehicles specified in Table 1 (including Appendix A and B) and Table 2 (including Appendix A and C).
4.3 Inspection items are divided into rejected items and recommended maintenance items according to nature. Among the inspection items of instruments and equipment, the emission, braking, distance light beam luminous intensity of head light, wheel offset and chassis output power are rejected items and others are recommended maintenance items. The nature of visual inspection are detailed in column of "item nature" in Table B.1, B.2, B.3 of Appendix B and Table C.1 of Appendix C.
4.4 Items for safety technology inspection of wheel type mechanical vehicles for special purpose shall be determined according to the requirements of national and professional standards as well as Table 1.
4.5 Items for inspecting safety technology of tractor transport unit and other tractors traveling on road are specified separately.
