1 Scope
This standard specifies safety requirement, test method, inspection rule, marking and instructions for use of student's articles.
This standard is applicable to articles that nonage students use, including moist colors, wax pencil, oil painting stick, finger paint, plastic clay, eraser, altering articles (correction liquid, correction tape, correction pen, adhesion agent, water-color brush, writing pen, marker pen, drawing ruler, notebook, school bag, pen bag, handicraft scissors, pencil case, pencil sharpener and so on.
2 Normative References

3 Requirement
3.1 The maximum limits of the transition elements shall meet the requirements of Table 1.

3.2 The benzene content of the organic solvents in altering articles (correction liquid, correction tape, correction pen) shall not be greater than 10mg/kg, and such organic solvent shall not have chlorinated hydrocarbon.
3.3 The limits of hazardous substances in adhesives shall meet the requirements of Table 2.

Note: benzene shall not be used as solvent; and the maximum content of benzene as foreign substance shall not be larger than the required limit specified in the table.
3.4 In the fabric and accessories used for school bag and pen bag, the oxymethylene content shall not exceed 300mg/kg.
3.5 The dyes used in student's articles shall meet the requirements of GB 19601-2004.
3.6 The brightness (whiteness) of notebooks shall not be larger than 85%.
3.7 Capping Safety of Pen
The caps of writing pen, marker pen, correction pen and water-color brush shall meet at least one of 3.7.1, 3.7.2 and 3.7.3.
3.7.1 Dimension of Pen Cap
When a pen cap is inserted vertically into an annular gauge mm in diameter along the axial line, the not inserted part of the pen cap shall be larger than 5mm.
3.7.2 Airing area of pen cap
The pen cap body shall have a continual air flue of at least 6.8 mm2. If clip or other protruding can provide air channel, such clip or other protruding needs be installed in safe way, and the length of the two ends shall not be shorter by 2mm than both ends of the pen cap.
3.7.3 Pen cap airing
The minimum airing capacity of the pen cap at the maximum pressure difference of 1.33 kPa under the room temperature is 8L/min.
3.8 Edge and Apex
3.8.1 The apexes of handicraft scissors and knife blade shall be arced but not sharp.
3.8.2 If handicraft scissors, pencil sharpener and so on need have functional sharp edge or sharp due to the need of their functional properties, such conditions shall be warned with explanation, and these articles shall not have other non-functional sharp edge or apex.
Note: writing apex of lead pencil and similar drawing tool are not regarded as hazard sharp apex.
3.8.3 Accessible edge, rim angle and die line of drawing ruler, pencil case and so on shall be free of sharp burr, apex or flash, or applied with protection from accessing.
3.8.4 Accessible metal edge, including hole and slot, of student's articles shall not have hazardous burr or inclined feather edge, or they are made as folding, curling or curved edge, or protected with permanent protective element or coating.
3.8.5 Accessible terminals of exposed bolt or thread rod shall be free of exposed sharp edge or burr, or their ends shall be capped with smooth cap nut to keep sharp edge and burr from accessing.
4 Test Method
4.1 The determination of the maximum limit of transition elements shall comply with the requirements Appendix C of GB 6675-2003. The analysis correction factors for elements shall comply with the requirements of Table C.2 in GB 6675-2003, and 1.1.1-trichloroethane is changed to normal heptane.
4.2 The determination for the contents of organic solvent benzene and chlorinated hydrocarbon in altering articles shall comply with the requirements of GB/T 9722-2006.
4.3 Determination for Limits of Hazardous Substances in Adhesive
4.3.1 The determination for the contents of free formaldehyde in adhesives shall comply with the requirements of Appendix A.
4.3.2 The determination for the contents of benzene in adhesives shall comply with the requirements of Appendix B.
4.3.3 The determination for the contents of methyl benzene and dimethyl benzene in adhesives shall comply with the requirements of Appendix C.
4.3.4 The determination for the contents of volatile organic compounds in adhesives shall comply with the requirements of Appendix D.
4.4 The determination for the contents of formaldehyde in fabric and accessories used in school bag and pen bag shall comply with the requirements of GB/T 2912.1-1998.
4.5 The determination for the brightness (whiteness) of notebook shall comply with the requirements of GB/T 7974-2002.
4.6 Capping Safety of Pen
4.6.1 Dimension of Pen Cap
Measure with an annular gauge mm in diameter.
4.6.2 Airing area of pen cap
If not be enclosed totally, a fine cotton thread is entwined perpendicular to the main axle or the transverse plane of largest size, forming a circle as airing area (see Figure 1), and this area is measured with caliper vernier with indicating error 0.02 mm or corresponding measuring tool, and calculated out.

4.6.3 The determination for the air flow of pen cap shall comply with Appendix E.
4.7 Edge and Apex
4.7.1 The sharp edge test shall comply with the requirements of A.5.8 in GB 6675-2003.
4.7.2 The sharp apex test shall comply with the requirements of A.5.9 in GB 6675-2003.
5 Inspection Rules
5.1 All technical requirements listed in Chapter 3 of this Standard are type inspection items.
5.1.1 Cyclic type inspection shall be carried out under normal production, and the cycle interval shall not be longer than 2 years.
5.1.2 Under any of the following conditions, type inspection shall be carried out:
——Type approval of new product;
——Where there is great change in process and raw material;
——Where the production is put back after long shutdown.
5.2 Sampling Method
Two samples are selected randomly from the same batch; the sample size per portion for maximum limit determination of transition element shall not be less than 1g, and the sample size for others shall not be less than 10g or 5 pieces.
5.3 Judgment Rule
Two samples are selected out, and one is tested according to the requirements of this Standard. If the test results of all items meet the requirements of this Standard, the sample is eligible. If one item cannot meet the requirements of this standard, the other sample shall be re-inspected; if the result meets the requirement, the sample is judged eligible; otherwise, it is ineligible.
6 Marking and Instructions for Use
The marking and instructions for use of student's articles shall simultaneously:
a) Meet the relevant requirements of this Standard;
b) Meet the requirements of GB 5296.5-2006.
