Introduction
This standard is formulated with a view to implementing Regulations of Beijing Municipality on Prevention and Control of Air Pollution so as to reduce the emission of volatile organic compounds during the application of architectural coatings and adhesives and improve regional atmospheric environment quality.
Limit Standards of Volatile Organic Compounds of Architectural Coatings and Adhesives
1 Scope
This standard specifies contents such as limit requirements, inspection method, inspection rules, and package marking of volatile organic compounds of architectural coatings and adhesives.
This standard is applicable to all types of architectural coatings and adhesives produced, sold and applied in Beijing-Tianjin-Hebei region.

3 Terms and Definitions
For the purposes of this document, the following terms and definitions apply.
3.1
volatile organic compounds (VOC)
any organic compounds of which the initial boiling point is lower than or equal to 250℃ under standard atmosphere pressure of 101.3kPa
3.2
volatile organic compounds content (VOC content)
content of volatile organic compounds obtained by testing the products with specified method
Note 1: as for the exterior wall coatings, interior wall coatings, volatile-curing waterproof coatings, water-based floor coatings, water-based architectural anticorrosive coatings, and water-based adhesives, the volatile organic compounds content is that after moisture content is deducted from the product, expressed in gram per liter (g/L).
Note 2: as for the reaction-curing waterproof coatings, solvent-based floor coatings, solvent-free floor coatings, solvent-based architectural anticorrosive coatings, and solvent-based adhesives, the volatile organic compounds content is that without deducting the moisture content from the product, expressed in gram per liter (g/L).
Note 3: the volatile organic compounds content of the putty for exterior and interior walls is that without deducting the moisture content from the product, expressed in gram per kilogram (g/kg).

4 Limit Requirements
The content of volatile organic compounds in the products shall be in accordance with those specified in Table 1.

a Dilution and mixture ratio is not considered for exterior wall coatings, interior wall coatings, volatile-curing waterproof coatings, water-based floor coatings, water-based architectural anticorrosive coatings and water-based adhesives.
b Dilution and mixture ratio is not considered for paste putty used for exterior and interior walls. As for powdery putty, for the purpose of testing, the powder shall be mixed with other liquids such as water or adhesives according to the construction mixture ratio specified for the product. Where the construction mixture ratio is within a certain range, the testing shall be carried out after mixing with the minimum amount of water and the maximum amount of other liquids such as adhesives.
c The reaction-curing waterproof coatings, solvent-based floor coatings, solvent-based architectural anticorrosive coatings and solvent-based adhesives shall be tested after being mixed according to the construction mixture ratio specified for the products. Where the diluent consumption is within certain range, determination shall be carried out after mixing the products according to the maximum dilution ratio specified by the construction mix ratio.
d It is only applicable to solvent-based floor coatings produced in Tianjin and Hebei Province; solvent-based floor coatings produced in Beijing shall be subjected to the requirements of Action Plan of Cleaning Air of Beijing and related policies; floor coatings sold and used in Beijing-Tianjin-Hebei region shall be in accordance with the content limit for water-based and solvent-free coatings.
e It only applicable to solvent-based architectural anticorrosive coatings produced, sold and used in Tianjin and Hebei Province, as well as solvent-based heavy-duty coatings used in municipal and traffic facilities in Beijing in cases where heavy anti-corrosion technology is necessary; the solvent-based architectural anticorrosive coatings produced in Beijing shall be subjected to the requirements of Action Plan of Cleaning Air of Beijing and related policies ; the architectural anticorrosive coatings which are sold and used (except for the above-mentioned heavy-duty anti-corrosion coating) shall be in accordance with the content limit for water-based anticorrosive coatings.
5 Inspection Method
5.1 Sampling
The product shall be sampled in accordance with the requirements of GB/T 3186-2006.
5.2 Test method
5.2.1 The volatile organic compounds (VOC) in exterior wall coatings shall be tested in accordance with those specified in Annex A, GB 24408-2009, wherein the moisture content and density shall be tested in accordance with Annex B, GB 24408-2009 and GB/T 6750-2007 respectively. The test result of priming paint and finish paint shall be calculated in accordance with A.7.2 in Annex A, GB 24408-2009, and that of putty products shall be calculated in accordance with A.7.1 in Annex A, GB 24408-2009.
Note: moisture content and density tests are not applicable to all the putty samples.
5.2.2 The volatile organic compounds (VOC) in interior wall coatings and volatile-curing waterproof coatings shall be tested in accordance with Annex A, GB 18582-2008, wherein the moisture content and density shall be tested in accordance with Annex B, GB 18582-2008 and GB/T 6750-2007 respectively. The test results of priming paints and finish paints shall be calculated in accordance with A.7.2 in Annex A, GB 18582-2008, and that of putty products shall be calculated in accordance with A.7.1 in Annex A, GB 18582-2008.
Note: moisture content and density tests are not applicable to all the putty samples.
5.2.3 The film gloss of interior wall coatings shall be tested in accordance with GB/T 9754-2007 with the testing conditions of (105±2)℃ and a drying time of 2h.
5.2.4 The volatile organic compounds (VOC) in reaction-curing waterproof coatings shall be tested in accordance with Annex A, JC 1066-2008.
5.2.5 The volatile organic compounds (VOC) in floor coatings shall be tested in accordance with GB/T 22374-2008.
5.2.6 The volatile organic compounds (VOC) in water-based architectural anticorrosive coatings shall be tested in accordance with GB/T 23986-2009, wherein the moisture content and density shall be tested in accordance with Annex B, GB 18582-2008 and GB/T 6750-2007 respectively. The test results of coating products shall be calculated in accordance with 10.4, GB/T 23986-2009.
5.2.7 The volatile organic compounds (VOC) in solvent-based architectural anticorrosive coatings shall be tested in accordance with Annex A, GB 30981-2014.
