1 Scope
This document specifies the methods for testing, calculating, and evaluating the energy-saving effect of energy-saving products used in oil and gas production and oil and gas pipeline transportation enterprises.
This document is applicable to the testing, calculation, and evaluation of the energy-saving effect of energy-saving products used in oil and gas production and oil and gas pipeline transportation enterprises. The measurement of energy-saving effects for energy-saving products in petroleum enterprises such as engineering technology and equipment manufacturing may refer to this document.

3 Terms and Definitions
For the purposes of this document, the following terms and definitions apply.
3.1
energy conservation products in petroleum enterprise
Products (including energy-saving technologies) that meet relevant quality, safety, and environmental standards, and when applied in energy-consuming systems (equipment) of oil and gas fields and oil (gas) pipelines, compared with similar products or products fulfilling the same function, achieve energy efficiency or energy-saving rate indicators meeting relevant regulations, and the additional investment has a reasonable payback period. Mainly include energy-saving products for mechanical oil production systems, pump system energy-saving products, power supply and distribution system energy-saving products, boiler and heater energy-saving products, oil (gas) pipeline system energy-saving products, and other energy-saving products, hereinafter referred to as "energy-saving products".
4 Classification of Energy-Saving Products
4.1 Direct energy-saving products: Energy-saving products that directly consume energy to achieve a specific function or complete a service, such as energy-saving motors, high-efficiency burners, high-efficiency photovoltaic modules, etc.
4.2 Indirect energy-saving products: Energy-saving products that do not consume energy or consume less energy during use but can promote the reduction of energy consumption in the system or facility where the product is applied, such as thermally conductive coatings, optimized control, waste energy recovery, etc.
5 Testing and Calculation
5.1 Basic Requirements
5.1.1 The testing and calculation of the energy-saving effect shall be carried out by measuring the energy consumption values before and after the application of the energy-saving product under comparable usage conditions, expressed by the energy-saving rate, and shall be implemented in accordance with GB/T 6422.
5.1.2 The testing of the energy-saving effect should preferably be carried out on a standard test device. For energy-saving products without standard test devices, testing may be carried out at a production site.
5.2 Energy-Saving Products for Mechanical Oil Production Systems
5.2.1 Test Requirements
Testing of energy-saving products for mechanical oil production systems shall meet the following requirements:
a) Oil wells with no workover, flushing, fracturing, or other operations affecting working conditions during the test period should be selected.
b) Tests under representative different operating loads shall be carried out based on the application range of the energy-saving product.
c) For electrical energy-saving products, the change in supply voltage for comparative testing shall not exceed ±5%.
d) Testing of mechanical oil production systems shall be carried out in accordance with GB/T 33653.
5.2.2 Calculation of Energy-Saving Rate
5.2.2.1 The active power energy-saving rate is calculated according to formula (1):

5.3 Energy-Saving Products for Pump Systems
5.3.1 Test Requirements
Testing of energy-saving products for pump systems shall meet the following requirements:
a) Testing shall be carried out under stable operating conditions; for systems with a wide operating range, multi-condition testing shall be carried out according to the actual situation, with each operating point corresponding one-to-one and the test conditions being the same.
b) The change in flow rate during the test shall not exceed ±5%.
c) When testing the energy-saving effect before and after pump energy-saving retrofitting, test operating points should be uniformly selected from the minimum to the maximum displacement of the pump operation, generally not less than 3 operating points. The energy-saving effect is calculated based on the arithmetic mean of the unit consumption at each operating point.
d) Testing of pump systems shall be carried out in accordance with GB/T 3216, GB/T 16666, and GB/T 33653.
5.3.2 Calculation of Energy-Saving Rate
