GB/T 45194-2024 General requirements for traditional historical vehicles
1 Scope
This document defines the terms and definitions of traditional historical vehicles, stipulates the requirements for certification and information management, and establishes the certification process.
This document is applicable to the certification of traditional historical vehicles legally held in China or intended to be legally imported into China.

3 Terms and definitions
For the purposes of this document, the terms and definitions given in GB/T 3730.1, GB/T 5359.1 and GA 802 and the following apply.
3.1
traditional historical vehicles
cars or motorcycles that meet all of the following conditions:
——Powered by mechanical means.
——Not less than 30 years since its initial manufacture or registration.
——Maintaining original condition, excluding replicas and/or reproductions. The technical characteristics of the main components of the vehicles, such as the engine, transmission, chassis, or frame, have not undergone substantial changes. In the case of motorcycles, they must be equipped with the original fuel tank or a fuel tank of the era of the time, fitted with the original exhaust system or an exhaust system identical in design to the original, and have the original seat or one that closely resembles the original in appearance.
——Not used as a daily means of transportation. Those to be driven on the road shall comply with laws, regulations and regulations on road traffic safety.
——Of certain technical, or historical and cultural value.

4 Requirements
4.1 Basic information and status of vehicles
4.1.1 The vehicles shall retain their original brand information, the factory-stamped Vehicle Identification Number (VIN) or the original unique identification number in the era of the time, and engine number. The relevant information shall be identifiable and legible. The components bearing the VIN shall show no signs of alteration, such as patching, shimming, or chiseling, and must match the original factory data. If there is a mismatch, refitting records and explanations shall be provided.
4.1.2 The date of the vehicle's initial manufacture or registration shall be no less than 30 years prior to the date of applying for certification.
4.1.3 The body structure, appearance, powertrain, chassis, and components of the vehicles shall remain consistent with their original factory condition, except for the following circumstances:
a) Refitting made over 30 years ago;
b) Refitting made by the original manufacturer or its authorized entities prior to certification, in line with the requirements of the era of the time;
c) Repair, maintenance, or refitting carried out prior to certification to enhance safety and environmental performance.
4.1.4 The vehicles shall be in good maintenance condition, suitable for preservation as a technical or cultural heritage. In accordance with the technological standards and legal and regulatory requirements of the era of the time, the vehicles shall not have any missing fundamental components.
4.1.5 The vehicles shall feature automotive design, technology, materials, or manufacturing processes that were advanced in the era of the time, or it shall hold cultural or historical significance.
4.2 Body and exterior
4.2.1 The exterior of the vehicles shall be free of significant damages from accident or major deformations.
4.2.2 The exterior paint shall be in colors of the era of the time. If there are patterns, they shall conform to the design in the era of the time.
4.3 Frame and chassis
4.3.1 The frame and chassis shall be intact, bearing the corresponding VIN or the original unique identification number of the era of the time. The frame and chassis shall not be bent or broken.
4.3.2 The braking system shall be of the original factory configuration, except for the following circumstances:
a) Refitting from a single-circuit to a dual-circuit braking system;
b) Refitting from drum brakes to disc brakes, provided that the original manufacturer later offered disc brakes as standard configuration in subsequent related models;
c) Changes to the pedal position.
4.3.3 The wheel rims (excluding tires) shall be of the original factory configuration or components of the era of the time.
4.3.4 The exhaust system shall be of the original factory configuration, or designed and produced by the original manufacturer, except for the following circumstances:
a) Installation of a catalytic converter;
b) Refitting using components of the era of the time.

1范围
本文件界定了传统经典车的术语和定义,规定了认定和信息管理的要求,确立了认定流程。
本文件适用于国内合法持有或拟合法进口到我国境内的传统经典车的认定。

下列文件中的内容通过文中的规范性引用而构成本文件必不可少的条款。其中,注日期的引用文件,仅该日期对应的版本适用于本文件;不注日期的引用文件,其最新版本(包括所有的修改版)适用于本文件。

3 术语和定义
GB/T3730.1、GB/T5359.1和GA802界定的以及下列术语和定义适用于本文件。
3.1
传统经典车traditional historical vehicles
同时满足以下条件的汽车或摩托车。
——由机械驱动。
——距离首次制造或注册不少于30年。
——保持车辆原始状态,不包含复制和/或复刻品。车辆发动机、变速箱、底盘或车架等主要部件的技术特征没有发生实质性变化,摩托车具备原厂油箱或当时代油箱,搭载原厂排气设备或与原厂设计相同的排气设备,座椅为原装或外观上与原厂近似。
——不作为日常交通工具使用。对需上道行驶的,应符合道路交通安全管理法律法规和规定。
——具有一定的技术价值或历史文化价值。
3.2
传统经典车认定traditional historical vehicles certification
对相关车辆年限、原始状态、维修保养状况以及技术价值和历史文化价值进行核查和判定,确定为传统经典车的过程。
3.3
当时代the era of the time
传统经典车生产时间所属的年代。
4 要求
4.1 车辆基本信息及状态
4.1.1 车辆应具备原品牌信息、原厂打刻的车辆识别代号或原厂当时代车辆唯一识别号、发动机编号,相关信息应可识别且可读,打刻车辆识别代号的部件不应存在挖补、垫片、凿改等痕迹,并与原厂数据匹配。若不匹配,应提供改装记录和说明。
4.1.2车辆首次制造或注册日期应距离申请认定日期不少于30年。
4.1.3车辆车身结构、外观、动力、底盘、配件应与原厂出厂状态保持一致,但以下情况除外:
a) 改装时间已超过30年;
b) 在认定前由原厂或经原厂许可的企业进行的符合当时代的改装;
c) 在认定前为提升安全和环保性能进行的维修、保养和改装。
4.1.4 车辆维修保养状态良好,适合作为技术或文化遗产保留。参考当时代的技术水平和法律法规要求,车辆不应存在基础部件的缺失。
4.1.5 车辆应具备领先当时代的汽车设计、技术、材质、制造工艺等,或具有文化、历史意义。
4.2 车身和外观
4.2.1 车辆外观不应有明显的事故损坏和较大的凹凸形变。
4.2.2 车身外漆应使用当时代的色彩,如有图案,图案应符合当时代的设计。
4.3 车架和底盘
4.3.1 车架和底盘完整,并有对应车辆识别代号或原厂当时代车辆唯一识别号,车架和底盘不应弯曲或折断。
4.3.2
刹车应为原厂配置,但以下情况除外:
a) 由单回路制动系统外装为双回路制动系统;
b) 由鼓式改装为盘式的,原厂在后续相关车型中提供盘式制动系统作为标配;
c) 改变踏板位置。
4.3.3 车轮轮辋(不含轮胎)应为原厂配置或当时代配件。
4.3.4 排气系统应为出厂配置或者原厂设计生产,但以下情况除外:
a) 加装催化净化器;
b) 改装采用当时代配件。
