1 Scope
This document specifies the technical requirements for ship certificates, documents and materials, crew members, hull structure, navigation safety, loading condition and stability, fire protection, life-saving, mechanical and electrical equipment, pollution prevention and ship communication for the safe departure of seagoing ships.
This document applies to Chinese - flagged seagoing ships of 500 gross tons and above navigating in various navigation areas.
This document does not apply to non - motorized ships, military ships, government service ships, sports ships, fishing vessels and ships that need to depart urgently due to natural disasters, emergencies, military or other special reasons.

3 Terms, Definitions and Abbreviations
3.1 Terms and Definitions
The terms and definitions defined in GB/T 4099 and the following apply to this document.
3.1.1 strength
The ability of a ship's structure to resist damage and deformation.
3.1.2 stability
The ability of a ship to incline under external forces without capsizing and to return to its original equilibrium position when the external forces disappear.
3.1.3 departure
The moment when a ship leaves the last berth or anchorage in a port, releases the last mooring line or the anchor leaves the seabed.

4 Ship Certificates, Documents and Materials
4.1 Ship Certificates
4.1.1 Ships shall hold the following certificates:
a) Ship Nationality Certificate;
b) Minimum Safe Manning Certificate for Ships;
c) Copy of Company DOC (applicable to the ship type of this ship);
d) Ship SMC;
e) Radio Station License;
f) Certificate of Maritime Mobile Service Identity;
g) Ship Insurance Certificate or other Property Guarantee Certificate.
Note: Non - oil tankers with a gross tonnage of more than 1,000 shall hold the "Certificate of Civil Liability Insurance or other Financial Security for Bunker Oil Pollution Damage"; oil tankers shall hold the "Certificate of Civil Liability Insurance or other Financial Security for Oil Pollution Damage" or the "Certificate of Civil Liability Insurance or other Financial Security for Non - Persistent Oil Pollution Damage".
4.1.2 Seagoing ships navigating domestically shall also hold at least the Domestic Navigation Seagoing Ship Safety and Environmental Protection Certificate or Ship Inspection Certificate Book.
4.1.3 Seagoing ships navigating internationally shall also hold at least the Ship Security Certificate, Wreck Removal Liability Insurance or other Financial Guarantee Certificate and Statutory Inspection Certificate.
4.2 Ship Documents
4.2.1 Ships shall hold the following documents:
a) Approved complete stability data;
b) Fire Safety Operation Manual;
c) Fire - fighting Equipment Maintenance Plan;
d) Life - saving Equipment Maintenance Manual;
e) Company Safety Management System Documents;
f) Approved Shipboard Oil Pollution Emergency Plan or Shipboard Noxious Liquid Substances Marine Pollution Emergency Plan;
g) Garbage Management Plan;
h) Type Approval Certificate for Oil - Water Separator, Type Approval Certificate for Sewage Treatment Plant;
i) Ship Emergency Deployment Table complying with GB 17566;
j) Fire Control Plan;
k) Approved Loading Manual;
l) Approved Damage Control Plan;
m) Magnetic Compass Deviation Table;
n) Periodic Inspection Report for Life - saving and Fire - fighting Equipment;
o) Annual Inspection Report and Shore - based Maintenance Report for EPIRB.
4.2.2 Domestic navigating seagoing ships shall also hold at least:
a) Diesel Engine Air Pollution Prevention Certificate (applicable to diesel engines newly installed with power of 130kW and above after September 1, 2009);
b) Diesel Engine Technical File (applicable to diesel engines newly installed with power of 130kW and above after September 1, 2009);
c) Type Approval Certificate for Incinerator (applicable to incinerators installed after September 1, 2009);
d) Approved Lashing Manual (applicable to ro - ro passenger ships and ships carrying packaged dangerous goods) or Cargo Lashing Manual for Steel Transport Ships;
e) Ship Operation Manual, Route Operation Manual, Training Manual and Ship Maintenance and Repair Manual (applicable to high - speed ships);
f) VDR System Compliance Certificate issued by an accredited testing or inspection institution (for ro - ro passenger ships and tourist ships navigating in coastal navigation areas and beyond).
