Fire Fighting Vehicles - Part 13: Communication Command Fire Fighting Vehicles
1 Scope
This document defines the terms for communication command fire fighting vehicles, specifies the technical requirements, inspection rules, packaging, transportation, and storage for communication command fire fighting vehicles, and describes the corresponding test methods.
This document is applicable to the design, manufacture, and inspection of various types of communication command fire fighting vehicles (hereinafter referred to as "communication command vehicles").

3 Terms and Definitions
The terms and definitions defined in GB 7956.1 and the following apply to this document.
3.1
vehicle-mounted wired communication equipment
Equipment fixedly installed on the communication command vehicle, such as telephones, program-controlled switches, fax machines, and digital voice loggers.
3.2
vehicle-mounted wireless communication equipment
Equipment fixedly installed on the communication command vehicle, such as UHF/VHF radios, shortwave radios, mobile phones, satellite phones, BeiDou/GPS terminals, wireless data transmission terminals, as well as wireless communication repeaters, and base stations.
3.3
vehicle-mounted satellite communication equipment
Mobile satellite communication earth stations fixedly installed on the communication command vehicle.
Note: Divided into two types: static satellite communication and mobile satellite communication.
3.4
vehicle-mounted computer information processing equipment
Equipment fixedly installed on the communication command vehicle, such as computer terminals, servers, storage devices, and network equipment.
3.5
vehicle-mounted audio and video acquisition and transmission equipment
Equipment fixedly installed on the communication command vehicle, such as cameras, hard disk recorders, video switchers, encoders/decoders, monitors, microphones, digital audio processors, as well as transmitters and receivers.
3.6
vehicle-mounted audio and video conference equipment
Equipment fixedly installed on the communication command vehicle for video conferencing, such as video conference terminals, and equipment for audio/video capture, sound amplification, and display.
3.7
outside lighting equipment
Equipment fixedly installed on the communication command vehicle for camera lighting and ambient illumination.
3.8
outside broadcasting and sound-amplifying equipment
Equipment fixedly installed on the communication command vehicle for on-site command broadcasting and sound amplification.
3.9
parking air conditioning equipment
Air conditioning equipment used when the communication command vehicle is parked for extended periods, to ensure the ambient temperature for onboard communication electronic equipment and personnel remains within specified limits.
4 Technical Requirements
4.1 Basic Requirements
Communication command vehicles shall comply with the provisions of GB 7956.1.
4.2 Vehicle Requirements
4.2.1 General Requirements
4.2.1.1 Vehicle-mounted communication power supplies shall comply with the provisions of GB/T 13722.
4.2.1.2 The safety of radio transmitting equipment in the vehicle-mounted communication system shall comply with the provisions of GB 9159.
4.2.1.3 Vehicle-mounted communication and auxiliary equipment shall have vibration damping measures and shall function normally after the reliability road test.
4.2.1.4 Communication command vehicles shall have lightning protection measures. The compartment and communication equipment shall have grounding devices. Grounding devices shall comply with the provisions of GB 14050.
4.2.1.5 The rated power of the vehicle-mounted generator (set) shall be not less than 1.25 times the total power of all loads carried by the communication command vehicle.
4.2.1.6 The exhaust flue of the vehicle-mounted generator (set) shall be able to directly discharge smoke and gases outside the communication command vehicle.
4.2.1.7 Communication command vehicles with a conference room shall be equipped with steps convenient for personnel entry and exit. The tread surfaces of the steps shall have anti-slip measures. The length of a tread shall be not less than 400 mm, the depth not less than 200 mm, and the spacing between treads shall not exceed 270 mm. The height of the lowest tread from the ground shall not exceed 450 mm. Handrails shall be provided on the outer side of the steps, with a height not less than 1.1 m.
4.2.1.8 Tables and chairs with mobility features shall be secured when the vehicle is in motion.
4.2.1.9 When starting the communication command vehicle, there shall be an audible and visual alarm in the driver's cab if the external power supply connection, external cable compartment doors, vehicle doors, lifting masts, outriggers, expandable shelters, pan-tilt units, steps, etc., are not returned to their original positions.
4.2.1.10 The protection rating of equipment, cables, connectors, etc., exposed on the communication command vehicle shall meet requirements not lower than IP65.
