Chapter I General Provisions
Article 1 In accordance with "Regulation on the Supervision and Management of Civil Nuclear Safety Equipment", this Regulation is formulated with a view to strengthening the management of non-destructive testing personnel for civil nuclear safety equipment (hereinafter referred to as “NDT personnel”) and guaranteeing the quality of civil nuclear safety equipment.
Article 2 This Regulation is applicable to the examination and management of NDT personnel.
The NDT methods for civil nuclear safety equipment include ultrasonic testing, radiographic testing, magnetic particle testing, penetration testing, eddy current testing, visual testing and leak testing.
Article 3 Any person can't carry out NDT for any grade of civil nuclear safety equipment with appropriate methods before attending examination and obtaining the required qualification certificate according to this Regulation.
Article 4 The NDT personnel are uniformly organized and examined by the competent department of the State Council in the nuclear industry according to the safety supervision and management department of the State Council, and issued with qualification certificate by the competent department of the State Council in the nuclear industry upon approval by the nuclear safety supervision and management department of the State Council.
Chapter II Organizations and Responsibilities
Article 5 The nuclear safety supervision and management department of the State Council is responsible for verifying and approving the qualification of NDT personnel and the qualification of foreign personnel engaged in NDT in China, as well as organizing the supervision and inspection on NDT personnel and relevant examinations.
Article 6 The nuclear safety supervision and management department of the State Council sets up a qualification approval committee for NDT personnel, with major duties and responsibilities as follows:
(I) Formulating relevant management measures;
(II) Filing the members of qualification examination committee for NDT personnel;
(III) Reviewing the qualification of NDT personnel.
Article 7 The qualification approval committee for NDT personnel constitutes of representatives from the nuclear safety supervision and management department of the State Council and its resident agencies and technical support units as well as distinguished expert panel.
