1 Scope
This document specifies the requirements, inspection rules, packaging, and marking for fabrics used in the manufacturing of the National Flag of the People's Republic of China, and describes the corresponding test methods.
This document applies to fabrics made of polyester, polyamide, cotton, and silk used for the national flag.

3 Terms and Definitions
For the purposes of this document, the terms and definitions given in GB 12982 and the following apply.
3.1

Fabrics made of polyester, polyamide, cotton, silk, or other materials used for manufacturing the national flag.
4 Requirements
4.1 Basic Requirements for Fabric for the National Flag
The basic requirements for fabric for the national flag are shown in Table 1.
4.2 Color and Color Difference Requirements for Fabric for the National Flag
4.2.1 Color and Color Difference of Flag Red
The color and color difference of Flag Red shall comply with the provisions of 4.4 in GB 12982-2004 and 3.2 in GB 12983-2004.
4.2.2 Color and Color Difference of Flag Star Yellow
The color and color difference of Flag Star Yellow shall comply with the provisions of 4.4 in GB 12982-2004 and 3.2 in GB 12983-2004.
4.2.3 Color Difference between the Face and Back of the Fabric for the National Flag
The color difference between the face and back of the fabric for the national flag shall not be lower than Grade 4. For fabrics requiring double-sided display of the national flag, the color and color difference technical specifications for Flag Red and Flag Star Yellow on both the face and back shall meet the requirements of 4.2.1 and 4.2.2.
4.3 Color Fastness Requirements for Fabric for the National Flag
The color fastness requirements for fabric for the national flag are shown in Table 2.
5 Test Methods
5.1 Fabric Structure
Inspected by visual observation by the inspector.
5.2 Mass per Unit Area Deviation Rate
Inspected according to the provisions of Method 5 in GB/T 4669-2008.
5.3 Breaking Strength
Inspected according to the provisions of GB/T 3923.1.
5.4 Tearing Strength
Inspected according to the provisions of GB/T 3917.2.
5.5 Appearance Quality
Inspected according to the relevant provisions of GB/T 17253-2018, FZ/T 43012-2013, GB/T 411-2018, and GB/T 15551-2016.
5.6 Color Difference
Inspected according to the provisions of GB/T 250.
5.7 Color Fastness
5.7.1 Color Fastness to Light
Inspected according to the provisions of Method 3 in GB/T 8427-2019.
5.7.2 Color Fastness to Weathering
Inspected according to the provisions of Method 3 in GB/T 8430-1998, with a radiation exposure of 115 kJ/m². After exposure, the color difference between the exposed sample and the original sample is assessed using the grey scale for assessing change in colour.
6 Inspection Rules
6.1 Classification of Inspections
6.1.1 Factory Inspection
The items for factory inspection of fabric for the national flag are the contents specified in 4.1 and 4.2.
If all factory inspection items meet the requirements, the batch is judged as qualified; otherwise, it is judged as unqualified.
6.1.2 Type Test
Type tests shall be conducted when the fabric type or production process changes, or when major quality accidents occur. For normal production, a type test shall be conducted once a year. If all requirements specified in Chapter 4 are met, the type test is judged as qualified.
6.2 Sampling Rules
6.2.1 Products manufactured from the same fabric type and using the same production process constitute one inspection lot.
6.2.2 The sampling plan for appearance quality inspection shall be according to Table 3.
6.2.3 For internal quality inspection, the sample size per batch shall not be less than 3 pieces, and the size of each sample piece shall meet the test requirements.
6.3 Judgment of Appearance Quality
Judge the appearance quality of each sample roll according to the appearance quality requirements in Table 1. If the number of non-conforming pieces is less than or equal to the acceptance number Ac in Table 3, the appearance quality of the batch is judged as qualified. If the number of non-conforming pieces is greater than or equal to the rejection number Re in Table 3, the appearance quality of the batch is judged as unqualified.
6.4 Judgment of Internal Quality
Judge the internal quality of each sample piece according to the requirements of Table 1 (excluding appearance quality), 4.2, and 4.3. If the test results of all samples meet the requirements, the internal quality of the batch is judged as qualified; otherwise, the internal quality of the batch is judged as unqualified.
6.5 Final Judgment
If all inspection results comply with the provisions of 6.3 and 6.4, the batch of products is judged as qualified.
If any inspection result does not comply with the provisions of 6.3 and 6.4, the batch of products is judged as unqualified.
7 Packaging and Marking
7.1 Fabrics made of polyester, polyamide, and cotton for the national flag shall be packaged and marked according to FZ/T 10010.
7.2 Fabrics made of silk for the national flag shall be packaged and marked according to FZ/T 40007.
