Article I This Regulation is formulated according to those specified in "Regulations on Safety Supervision over Special Equipment" (hereinafter referred to as "Regulations") and "Safety Inspection Regulations for Gas Cylinders" for the purpose of guaranteeing the safety performance of the gas cylinder appurtenance.
Article II This Regulation is applicable to various gas cylinder valves (hereinafter referred to as cylinder valve) and fusible plug in the gas cylinder appurtenance. The relevant terms of gas cylinder appurtenance refer to Appendix A.
Article III As for the material, design, manufacture, type test, supervision and random inspection, application and management of gas cylinder appurtenance, the implementations shall comply with those specified in this Regulation.
The safety technology requirements for gas cylinder appurtenance are detailed in Appendix B.
Article IV The design service life of gas cylinder appurtenance must be longer than one inspection cycle of the gas cylinder.
Article V The manufacturer of gas cylinder appurtenance shall obtain the corresponding "Manufacture License of Special Equipment" (hereinafter referred to as "Manufacture License"). The General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (hereinafter referred to as "AQSIQ") is in charge of the domestic and foreign work in regard to manufacture license of gas cylinder appurtenance and deals with the application and issue of the "Manufacture License" whose validity period is 4 years.
The procedures in regard to manufacturing license of gas cylinder appurtenance include application, acceptance, type test, verification & evaluation, examination and approval and license issuing. The requirements for specific license procedure shall be implemented according to the provisions for relevant license.
The manufacturing license authorisation conditions of gas cylinder appurtenance are detailed in Appendix C.
Article VI The type test shall be carried out in case one of the following conditions is met:
(I) Before new product being put into production;
(II) Products that are reproduced again after stopping production for more than one year;
(Ⅲ) The safety performance of the product is affected due to significant changes (the following note) in such aspects as material, structure, technique, etc.;
(Ⅳ) Where "Manufacture License" is applied for the first time or reissued for change.
Note: significant change refers to the changes in type of gas cylinder appurtenance, cylinder valve body or material designation, sealing element material, fusible plug material, etc..
Article VII After the manufacturing license application of gas cylinder appurtenance is accepted, trial product with the specification and quantity specified in "Type Test for Gas Cylinder Appurtenance" (see Appendix D) of this Regulation shall be conducted, and the organization for type test on gas cylinder appurtenance authorized by the AQSIQ shall be invited to conduct the type test.
The type test shall be carried out in the dedicated site of the type test organization (except the test must be carried out in sampling site or with special professional equipment).
The type test procedure includes invitation and acceptance, sampling, design review, inspection and test, issuing type test report and type test certificate.
As for the products within the range of manufacturing license, only the type test is required to be conducted (verification & evaluation may not be conducted) when only structure changes.
Article VIII The periodic inspection of gas cylinder appurtenance shall be conducted together with that of the gas cylinder body and comply with the relevant inspection requirements of gas cylinder; the gas cylinder appurtenance failed to satisfy the safety requirements shall be replaced by in whole, and it is forbidden to disassemble it and replace parts only (except the handwheel on the gas cylinder valve). In case the gas cylinder appurtenance must be disassembled for replacement due to specific cause, the operation shall be conducted by the manufacturer of the gas cylinder appurtenance or the authorized organization.
Article IX The manufacturer of gas cylinder appurtenance shall be supervised and managed by the quality and technical supervision department.
Article X The AQSIQ is responsible for the explanation of this Regulation.
Article XI This Regulation came into effect on May 1, 2010.
