Article 1 This Regulation is formulated with a view to ensuring the periodical inspection quality of pressure vessels in use and the safe operation of pressure vessels to prevent incident from happening in accordance with "Regulations on Safety Supervision over Special Equipment" and "Technologic Supervision Regulations on Safety of Pressure Vessels" (hereinafter referred to as "Supervision Regulation").
Article 2 This Regulation is applicable to the annual inspection and periodical inspection for the pressure vessels within the application scope of "Supervision Regulation". The annual inspection and periodical inspection for tank car in use (hereinafter referred to as tank car) and tank container in use (hereinafter referred to as tank container) shall comply with not only relevant requirements in this Regulation but also Annex I "Additional Requirements for Transportable Pressure Vessels Periodical Inspection" in this Regulation.
The annual inspection and periodical inspection for medical oxygen chamber in use (hereinafter referred to as medical oxygen chamber) shall be carried out according to Annex II "Requirements for Medical Oxygen Chamber Periodical Inspection" in this Regulation.
Article 3 Annual inspection refers to the online inspection during operational process to ensure the safety of pressure vessels in inspection period, which shall be carried out at least once a year. The annual inspection of pressure vessel professionals may be carried out by pressure vessel professionals from the end user or by the licensed pressure vessel inspector from inspection and detection organization (hereinafter referred to as inspection organization) approved by General Administration of Quality Supervision, Inspection and Quarantine (hereinafter referred to as GAQSIQ).
Article 4 The periodical inspection for pressure vessels includes overall inspection and pressure test.
(I) Overall inspection is performed during the pressure vessel halt and shall be carried out by inspection organization. The inspection period is:
1. Once every 6 years for the pressure vessels at Level 1 and 2 safety condition;
2. Once every 3~6 years for the pressure vessels at Level 3 safety condition;
3. The inspection period is determined by the inspection organization for the pressure vessels at Level 4 safety condition.
The assessment of the safety condition level of pressure vessels shall be carried out according to Chapter 5 in this Regulation.
(II) Pressure test refers to the hydraulic test or pneumatic test with a pressure higher than the maximum working pressure, which carried out after the pressure vessels passing overall inspection. One pressure test shall be carried out between two overall inspections in principle.
