Article 1 With a view to strengthening supervision and administration on pressure vessel installation, alteration and repair, normalizing the licensing of pressure vessel installation, alteration and repair and ensuring the pressure vessel safe operation, this Regulation is established in accordance with "Regulations on Safety Supervision over Special Equipment" (hereinafter referred to as "Regulations").
Article 2 This Regulation is applicable to pressure vessels within the application scope of "Regulations", but not applicable the following pressure vessels:
(I) Transportable pressure vessels (limited to installation);
(II) Pressure vessels in refrigerating plant;
(III) Non-mental pressure vessels;
(IV) Pressure vessels (excluding jacketed pressure vessels) operating in vacuum;
(V) Pressure vessels with maximum normal working pressure less than 0.1MPa (including pressure vessels that temporarily bear pressure larger than or equal to 0.1MPa during feeding or discharging; excluding pressure vessels that temporarily bear pressure larger than or equal to 0.1MPa during disinfecting and cooling);
(VI) Non-independent pressure parts (including compressors, generators, pumps and cylinders or pressure shell of diesel engine; excluding paper and textile machinery dryers and compressor auxiliary pressure vessels) on a machine;
(VII) Shell-free double-pipe heat exchangers, corrugated plate heat exchangers, air-cooled heat exchangers and cooling grids.
The pressure vessels whose final circumferential weld shall be finished on site and those which shall be completely assembled and welded on site are not belong to the permissible range of pressure vessel installation.
The installation, alternation and repair license of medical oxygen chambers shall be in accordance with "Safety Management Regulation for Medical Oxygen Chamber".
Article 3 The installation, alternation and repair of pressure vessels in this Regulation include the following contents:
(I) Installation: put a complete pressure vessel in position or move a complete pressure vessel;
(II) Alternation: replace, add and reduce the main pressure parts of pressure vessels, other modification (note), as well as other activities that may change the safety technology performance index of pressure vessel parameter, medium and function;
(III) Repair: repair the main pressure parts of pressure vessels, which will not change the safety technology performance index of pressure vessel parameter, medium and function.
Note: other modification refers to the modification of pressure vessel design information and operating conditions resulting in the change of geometric dimension (form) and materials of the main pressure parts and safety accessories.
Article 4 The organizations engaging in pressure vessel installation, alteration and repair within the application scope of this Regulation in China must obtain the "Installation, Alteration, Repair & Maintenance License of Special Equipment" (hereinafter referred to as license) issued by the General Administration of Quality Supervision, Inspection and Quarantine (hereinafter referred to as GAQSIQ) or the provincial bureau of quality and technical supervision.
The qualification of pressure vessel installation, alternation and repair license is divided into levels of 1 and 2. An eligible organization obtaining Level 1 license is allowed to engage in pressure vessel installation, alternation and repair; the eligible organization obtaining Level 2 license is allowed to engage in pressure vessel repair.
An eligible organization (it is excluded if Level A3 notes spherical shell plate pressing and head manufacturer only) obtaining pressure vessel manufacture license may engage in pressure vessel installation, alteration and repair within corresponding permissible range of manufacture with no need of obtaining a pressure vessel installation, alternation and repair license.
An eligible organization obtaining Level CC1 pressure pipe installation license or Level 2 or higher level boiler installation qualification may engage in pressure vessel installation within Level 1 license, with no need of obtaining pressure vessel installation license.
Article 5 The local provincial quality technical supervision department in the location of pressure vessel installation, alternation and repair organization is responsible for the examination and approval of pressure vessel installation, alteration and repair license (hereinafter referred to as approving authority). The Level 1 license is issued by the GAQSIQ and Level 2 license is issued by the provincial bureau of quality and technical supervision.
Article 6 "Pressure Vessel Installation, Alternation and Repair License" is valid nationwide within 4 years since the issue date.
Article 7 The quality and technical supervision department at all-level shall supervise the implementation of this Regulation.
