Article 1 With a view to standardizing the welding technology of polyethylene pipe for gas supply and other fluid transmission (hereinafter referred to as pipe) and ensuring the welding quality, this Regulation is formulated in accordance with "Regulations on Safety Supervision over Special Equipment" and "Regulation on Safety Management and Supervision over Pressure Pipelines".
Article 2 This Regulation is applicable to the manufacturing of polyethylene pipe fittings and the welding work during the pipe installation; the welding work of other pipes may refer to this Regulation.
Article 3 The operator engaged in the manufacturing of pipe fittings and the welding work of pipe installation (hereinafter referred to as welder) must obtain the special equipment operation personnel certificate issued by the quality and technical supervision department.
The welder examination is organized uniformly by the examination organization of the General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) of the People's Republic of China and the special equipment operation personnel certificate is issued by the provincial (autonomous region, municipal) quality and technical supervision department where the welder is located (hereinafter referred to as provincial quality technical supervision department).
Article 4 Welding procedure qualification shall be carried out for the hot melt butt welding, electro-fusion socket welding and electro-fusion saddle welding of pipe according to the requirements of this Regulation; the welding shall be in accordance with the acceptable welding procedure specification.
