Construction requirements for EV shared swap station—Part 11: Requirements for safety protection and emergency 1 Scope This document stipulates the equipment protection, personnel protection, vehicle protection requirements and emergency measures for EV shared swap stations. This document is applicable to EV shared swap stations, and may be used for other types of swap stations as a reference. 2 Normative references The following referenced documents are indispensable for the application of this document. GB 2894 Safety signs and guideline for the use GB/T 4208 Degrees of protection provided by enclosure (IP code) GB 5700 Measurement methods for lighting GB 8624 Classification for burning behavior of building materials and products GB/T 21431 Technical code for inspection of lightning protection system in building GB 50016 Code for fire protection design of buildings GB 50034 Standard for lighting design of buildings GB 50057 Code for design protection of structures against lightning GB 50222 Code for fire prevention in design of interior decoration of buildings GB 50229 Standard for design of fire protection for fossil fuel power plants and substations JB 7233 Safety requirements for packing machine NB/T 33001-2018 Technical conditions for off-board conductive chargers for electric vehicles 3 Terms and definitions None. 4 Equipment protection 4.1 Protection for charging equipment 4.1.1 The charging equipment installation bracket shall have sufficient strength to meet the transportation requirements of the charging equipment, and shall not be deformed, broken or loosened during use. 4.1.2 After the charging equipment is properly installed, the socket and charger plug shall have sufficient overcurrent capacity, and problems such as connector ablation and overheating of connecting wires shall not occur within the normal use range. 4.1.3 Charging equipment meets the environmental resistance requirements 6.3.2 and 6.3.3 of NB/T 33001. 4.1.4 The swap station needs to have an emergency response device to avoid damage to the charging equipment when an accident occurs. 4.2 Protection for handling equipment 4.2.1 The safety protection of handling equipment shall meet the requirements of JB 7233. 4.2.2 Each single machine and system or ground operation part shall have guardrails and other safety protection devices. 4.2.3 Handling equipment shall have clear and eye-catching safety warning signs such as operation and lubrication, and the safety signs shall comply with GB 2894. 4.2.4 For areas where there is a risk for personnel entering the work area, safety protection devices shall be installed outside the work area: if the safety protection device is equipped with a safety door, it shall be equipped with a safety switch. When the safety door is opened, it can be shut down in time to prevent personnel from entering the dangerous area by mistake during operation. 4.3 Protection for battery pack storage equipment 4.3.1 The waterproofing of the electrical control cabinet of the battery pack storage equipment shall be tested according to GB/T 4208, and comply with Grade IPX2. 4.3.2 Battery pack storage equipment should have environmental hazard detection functions, such as smoke, water level, etc. 4.3.3 The smoke alarm function of the battery pack storage equipment should have a zoned smoke detection function to identify the location of the problem battery. 4.3.4 Battery pack storage equipment should have nearby fire control measures to carry out timely fire control treatment of battery fires.

T/CAAMTB 55.11-2021 电动乘用车共享换电站建设规范 第 11 部分：安全防护及应急要求 1 范围 本文件规定了电动乘用车共享换电站的设备防护、人员防护、车辆防护要求和应急措施。 本文件适用于电动乘用车共享换电站，其他类型换电站可参照使用。 2 规范性引用文件 下列文件对于本文件的应用是必不可少的。凡是注日期的引用文件，仅所注日期的版本 适用于本文件。凡是不注日期的引用文件，其最新版本（包括所有的修改单）适用于本文件。 GB 2894 安全标志及其使用导则 GB/T 4208 外壳防护等级（IP 代码） GB 5700 照明测量方法 GB 8624 建筑材料及制品燃烧性能分级 GB/T 21431 建筑物防雷装置检测技术规范 GB 50016 建筑设计防火设计 GB 50034 建筑照明设计标准 GB 50057 建筑物防雷规范 GB 50222 建筑内部装修设计防火规范 GB 50229 火力发电厂与变电站设计防火标准 JB 7233 包装机械安全要求 NB/T 33001-2018 电动汽车非车载传导式充电机技术条件 3 术语和定义 本文件没有需要界定的术语和定义。 4 设备防护 4.1 充电设备防护 4.1.1 充电设备安装支架应有足够的强度，满足充电设备运输要求，使用过程中不变形、 不断裂、不松动。 4.1.2 充电设备产品正确安装后，插座和充电机插头应有足够的过流能力，不应在正常使 用范围内出现连接器烧蚀、连接线过热等问题。 4.1.3 充电设备耐环境要求满足 NB/T 33001 中 6.3.2 和 6.3.3 规定。 4.1.4 换电站需要有应急处置装置，避免意外事故发生时将充电设备损坏。 4.2 搬运设备防护 4.2.1 搬运设备的安全防护应满足 JB 7233 的规定。 4.2.2 每台单机和系统或地面操作部分，应有护栏等安全防护装置。 T/CAAMTB 55.11-2021 4.2.3 搬运设备应有清晰醒目的操纵、润滑等安全警示标志，安全标志应符合 GB 2894 的 规定。 4.2.4 对进入工作区人员存在风险的区域，应在工作区外设置安全防护装置:安全防护装置 配有安全门的，应装有安全开关，安全门打开时能及时停机，以防止运行时人员误入危险区 域。 4.3 电池包存放设备防护 4.3.1 电池包存放设备的电气控制柜防水按 GB/T 4208 进行试验，应符合 IPX2 级。 4.3.2 电池包存放设备宜具备环境危害检测功能，如烟雾、水位等。 4.3.3 电池包存放设备烟雾告警功能宜具备分区的烟雾检测功能以辨识问题电池位置。 4.3.4 电池包存放设备宜具备就近消防措施，及时对电池火灾进行消防处理。 4.3.5 电池包存放设备应能具备识别换电电池包和告警功能。 4.3.6 电池包存放设备出现火灾告警后，告警信号应及时有效的通知监控系统。 4.3.7 电池包存放设备宜具备将异常电池方便取出、或快速隔离的能力， 以避免电池仓储 系统内的事故蔓延，减少损失。 4.3.8 换电站需要设置专门用于存放有故障电池包的区域，避免造成换电站内有安全隐患 的电池包影响到其它正常工作的电池包。 5 人员防护 5.1 司机的防护 5.1.1 车辆停泊就位以后，对于允许司机在车上换电的换电设备，应防止换电过程对司机 误下车造成的人身伤害,对于需要乘员下车的换电设备，应提供安全的下车通道。 5.1.2 换电过程中，应采取防止司机进入换电区域的物理隔离措施。对于允许司机在车上 换电的换电设备，在换电过程中要确保人和运动机械及电气部分有隔离防护。确保不会因为 换电而额外带来风险。 5.2 操作人员的防护 5.2.1 车辆停泊就位以后，所有操作人员应离开换电区域，方可允许开始换电操作。 5.2.2 换电过程中，应采取防止人员进入换电区域的物理隔离措施。 5.2.3 在可能危及人身安全的设备与操作人员之间应设防护措施。 5.2.4 换电过程中，操作人员应在规定的操作工位上，监视设备运转情况。 5.2.5 在换电过程中出现车辆火灾事故时，现场操作人员可参考现有车辆安全流程进行处 置。 5.3 社会人员的防护 对换电站划定危险区域，监控系统应具备对换电站内各区域进行监控，在人员进入危险 区时告警，并启动相应防护机制。 6 场地防护 6.1 防水 6.1.1 换电站应具备耐受一定积水能力。 T/CAAMTB 55.11-2021 6.1.2 换电站应进行防洪防涝设计。 6.1.3 换电站内部应设排水设施。 6.2 防雷 6.2.1 换电站应采取直击雷和防雷电波入侵措施。 6.2.2 换电站防雷按 GB/T 21431 的规定检验，应符合 GB 50057 的相关要求。 6.3 防火 6.3.1 换电站建（构）筑物宜选用耐火、耐高温材料，耐火等级不应低于二级，应符合 GB 50229 和 GB 50016 的要求。 6.3.2 换电站室内装修材料应采用不燃材料和难燃材料，建（构）筑物室内装修设计应符 合 GB 50222 的有关规定。 6.3.3 换电站的各零部件应使用GB 8624 规定的燃烧性能为 B1 级以上材料，塑料组件应使 用 V-0 等级材料。 6.3.4 换电站内发热部件及功率部件之间应使用阻燃隔热材料隔离，阻燃隔热材料的燃烧 性能应达到 GB 8624 中的 A 级。 6.3.5 换电站应具有火灾自动报警系统。 6.3.6 换电站内应设置有效的灭火装置。 6.3.7 换电站内应设置紧急出口和逃生路线指示。 6.3.8 防火门应向外开启，且应具有防反锁功能。 6.4 防鼠及其他小型动物 6.4.1 设备间入口，宜使用能自动关闭的弹簧门。 6.4.2 设备间的出入口，宜设置挡板。 6.4.3 设备线缆出入口应用防火泥封死，防鼠及其他小型动物进入。 7 车辆防护 7.1 车辆导引系统 7.1.1 车辆导引系统的高度和坡道设计应满足车辆进出要求，防止车辆进出换电站时车辆 底部与换电站剐蹭。 7.1.2 利用车轮进行定位的车辆导引系统，定位方式不应对车辆四轮定位以及转向系统产 生影响，导致转向系统性能降低或引起转向系统故障。 7.1.3 利用举升车辆进行换电的车辆导引系统，举升系统应确保车辆举升高度均匀一致。 7.1.4 车辆导引系统内人员可触及的导电部分应接地良好，应设置合理的保护机制。 7.1.5 车辆导引系统人员活动区域应提供醒目且便于操作的急停按钮。 7.1.6 车辆导引系统应为换电操作人员或车辆驾乘人员提供紧急疏散通道。 7.1.7 车辆导引系统的门禁应具备从内部打开功能，为车辆和驾乘人员提供必要的逃生通 道。 7.1.8 车辆导引系统的门禁在断电条件下，应具备手动打开功能。 7.1.9 在换电过程中出现意外事故时，引导系统应该按照应急预案规定进行处置。 7.2 锁止状态监测 电池更换过程应能检测到电池箱从车辆解锁或被锁定状况。 T/CAAMTB 55.11-2021 7.3 断高压 应对车辆高压释放确认，避免在车辆带高压负载的情况进行换电操作。 8 应急措施 8.1 通则 对可能造成人员伤害的运行设备应设置急停按钮，发生在可能发生人员和设备危险时， 应能够保证运转设备可靠停机。 8.2 防触电要求 防触电有以下要求： a) 换电站在有漏电潜在风险的场所，应设计触电保护功能，确保使用和维护等相关人 员安全； b) 换电站应具备电气漏电防护功能。
