1.General
1.0.1 This specification applies to the construction and acceptance of newly built, renovated and expanded projects of supertoxic (the degree of toxicity is extreme hazard and high hazard) and flammable medium steel piping with design pressure of 400Pa (absolute pressure) ~ 42 Mpa (gauge indicated pressure) and design temperature of –196 ~ 850℃ in petrochemical industrial enterprises.
1.0.2 This specification does not apply to the construction and acceptance of long distance delivery piping and township utility fuel gas piping.
1.0.3 For the construction of supertoxic and flammable medium piping, it shall also, in addition to implementing the regulations of this specification, be in conformity with stipulations of design documents and relevant standards in force.
1.0.4 During the construction of supertoxic and flammable medium piping, any alteration of design or material substitution shall be approved by the designer.
1.0.5 The safety techniques and labor protection in piping construction shall implement stipulations in State relevant codes and standards in force as well as Technical Regulations for Safety Techniques in Petrochemical Construction SH 3505.
When the construction is made in an area where the production has been put into operation, technical measures for safety construction shall be worked out and provided in the light of the characteristics of the production area.
1.0.6 The contractor undertaking the construction of supertoxic and flammable medium piping shall have obtained license for installation of relevant pressure piping issued by administration department for quality technical supervision.
1.0.7 The welder engaging in the construction of supertoxic and flammable medium piping shall be tested and have obtained qualification certificate in accordance with Management Regulations for Welder Test of Boiler and Pressure Vessel Piping. The personnel for non-destructive inspection shall be tested and have obtained qualification certificate in accordance with Regulations for Qualification Test of Boiler and Pressure Vessel Non-destructive Inspection Test Personnel.

2.0.1 The classification of supertoxic and flammable medium piping shall be in conformity with stipulations in Table 2.0.1.
