1.0.1 This Specification is formulated in order to carry out the guideline of "safety first; prevention first" to secure the safety and health of the laborers at their work in petrochemical enterprises and to promote the development of petrochemical industry.
1.0.2 The Specification applies to the designs of new construction, expansion construction, and reconstruction of petrochemical enterprise.
1.0.3 The design of a main construction proper must be accompanied concurrently with the design of facilities of occupational safety and health.
1.0.4 The preliminary design document of the construction project must have a chapter dedicated to the occupational safety and health, whose contents shall meet the requirements Stipulated in the Regulations on the Contents of the Preliminary Design of Petrochemical Plant of China Petrochemical General Corporation.
1.0.5 The plan of the preliminary design on the occupational safety and health approved by the authorities shall be thoroughly implemented in the construction drawings. In case any principled amendment is needed; it shall apply to the original authorities for approval.
1.0.6 The relevant current standards and regulations of the State shall be abided by during the implementation of the Specification.
