Chapter I General Provisions
Article 1 This construction standard was revised with the view to adapting the rapid development need of China's urban rail transit, improving the decision-making of Urban Rail Transit Engineering Project, construction and management level, reasonably controlling construction scale and investment, promoting technological progress and localization of vehicles and equipment, improving investment benefits and promoting healthy development of urban rail transit.
Article 2 This construction standard is the important basis on the preparation, assessment and examination and approval of "Project Proposal", "Preliminary Feasibility Study Report" and "Feasibility Study Report" for urban rail transit, and the gauge for reviewing engineering project preliminary design, supervisory inspection of the whole construction process and post evaluation of construction standard and project.
Article 3 This construction standard is applicable to the new engineering project of high volume, large volume and medium volume systems and steel wheel rail systems. The reconstruction and extension engineering of the existing lines of urban rail transit system, tramcar system, straddle-type monorail and other wheeltrack systems may implement by reference.
Article 4 The construction of Urban Rail Transit Engineering Project shall be people oriented, and shall achieve safety and reliability, reasonable functioning, economy and suitability, low-consumption, high efficiency, energy, resource and land saving, environment, cultural relics and historic sites protection; shall sufficiently embody regional characteristics, strive to maximize value within the life cycle of the project.
Article 5 Urban Rail Transit Engineering Project shall be planned in advance and constructed in good time, and shall be done accordingly and developed orderly. Long-term rail transit network plan shall be prepared according to urban overall planning, national economy and social development planning and urban comprehensive traffic planning. Project construction conditions and construction opportunities shall be grasped based on actual demand and possibility to make reasonable arrangement of project construction.
Article 6 The planning and construction of urban rail transit shall be in dynamic integration with the planning and construction of other traffic modes such as railways, civil aviation and roads, so as to promote the establishment of modern city integrated transport system, meet the demands of convenient, smooth, high-efficient and safe transportation services.
Article 7 The short-term construction planning scope of urban rail transit shall match the urban long-term overall planning, the construction project in the recent 10~15 years, construction opportunity, construction time sequence and construction scale shall be mainly selected, construction capital shall be implemented, land use and control planning along the line shall be done well, coordinated development of urban overall planning shall be supported, basic framework of network shall be formed preliminarily, and initial scale benefit shall be formed.
Article 8 As for the construction of Urban Rail Transit Engineering Project, network resource sharing concept shall be set, rail transit resource shall be developed, business scope shall be explored, and service level and operation efficiency, self development and risk resistance capacity shall be improved, and urban finance burden shall be relieved.
Article 9 The preliminary construction scale of Urban Rail Transit Engineering Project shall be determined through comprehensive studies according to passenger flow forecast, financing ability and network effect, etc. ; the localization rate of vehicle and electromechanical equipment shall be improved and the relevant national regulations shall be met; the existing facility resources shall be fully used for reconstruction and extension engineering projects.
Article 10 The construction of Urban Rail Transit Engineering Project shall be based on long-term network planning and short-term construction planning, and engineering feasibility study and relevant topic demonstration study shall be carried out in the whole line (including branch line). The research report contents shall be effective in 2 years.
Article 11 As for the preliminary work of Urban Rail Transit Engineering Project, network planning, project proposal (including preliminary feasibility study report) and feasibility study report shall be prepared according to established procedure. At feasibility study stage, except for passenger flow forecast specific report, environmental impact assessment, geological hazard evaluation, earthquake safety evaluation, earthquake safety evaluation and land utilization assessment shall be carried out at the same time; and emergency mechanism for disaster prevention and rescue shall be established to ensure capital input in safety facilities and to improve urban rail transit disaster defense and emergency rescue ability.
Article 12 As for the design of Urban Rail Transit Engineering Project, overall design, preliminary design and construction drawing design shall be done in turn. As for the project with complicated engineering, test section engineering should be carried out, and must be carried out under the guidance of the overall design.
Article 13 In addition to meeting this construction standard, Urban Rail Transit Engineering Project shall also meet the requirements of current relevant economic parameter standards of the nation and of indexes as well as quota.
