Introduction
Under the context of promoting the implementation of the national big data strategy and accelerating the construction of digital China, it has become a common direction to boost the integration and open sharing of data resources for addressing management needs and advancing technology development. Meanwhile, with the rapid development of emerging technologies such as Internet of Things and artificial intelligence, machine vision and other technologies have been preliminarily applied in the safety management for vehicle transportation of hazardous chemicals. GB/T 42474 Safety monitoring system for vehicle transportation of explosive hazardous chemicals addresses the vehicle transportation of explosive hazardous chemicals with the greatest potential safety hazard and the most serious consequences of safety accidents. Considering the current situations of multi-department collaborative management for transportation of hazardous chemicals in China, with a view to implementing the national big data strategy, breaking down industry barriers by virtue of advanced technology, promoting the integration and open sharing of data resources for transportation management of explosive hazardous chemicals and facilitating high coordination among parties in the safety management of explosive hazardous chemicals, this document puts forward a technical scheme of building a cloud computing platform as a data resource pool for safety monitoring management over the vehicle transportation of explosive hazardous chemicals, and sharing data resources among relevant industry authorities and relevant parties involving vehicle transportation of explosive hazardous chemicals based on their respective authorities. With regard to three major safety factors of vehicle transportation of explosive dangerous chemicals (i.e., "people", "vehicles" and "things"), this document proposes to deploy vehicle devices based on biometrics, machine vision, emotion recognition, active safety control of automobile driving, sensor network monitoring and other related technologies and lead the application of emerging technologies such as Internet of Things, cloud computing, big data and artificial intelligence in the transportation of explosive dangerous chemicals, so as to establish such a safety monitoring and early warning system that takes the vehicle devices as the perception layer of the Internet of Things for sensing and acquisition of transportation information, the cloud computing platform and vehicle-mounted gateway as the transport layer of the Internet of Things for data communication, and the cloud computing platform, B/S monitoring client and mobile terminal APP as the application layer of the Internet of Things for data mining and intelligent collaborative management respectively, thus laying a technical foundation for strengthening the information-based construction of safety supervision for transportation of hazardous chemicals and establish a national supervisory information sharing platform of hazardous chemicals, and providing great impetus for real-time tracking, comprehensive monitoring and linkage early warning in vehicle transportation of explosive hazardous chemicals, and for effective prevention of major accidents in the transportation of hazardous chemicals.
GB/T 42474 Safety monitoring system for vehicle transportation of explosive hazardous chemicals consists of six parts.
——Part 1: General technical requirements; This part is intended to give the terms and definitions of the safety monitoring system for vehicle transportation of explosive hazardous chemicals as well as the composition of the system, and define the technical requirements of the system for function, performance, operating environment, information security and reliability as well as the corresponding test methods and inspection rules.
——Part 2: Vehicle device; This part is intended to give the composition of the vehicle devices in the safety monitoring system for vehicle transportation of explosive hazardous chemicals, define the basic requirements for each component and the specific functions and performance requirements of each unit, specify the power supply requirements, electrical safety requirements, electromagnetic compatibility requirements, environmental adaptability requirements and corresponding test methods of the vehicle devices, and establish the marking and packaging of the vehicle devices, accompanied technical documents, transportation and storage conditions.
——Part 3: Installation of vehicle device; This part is intended to give the installation preparations of the vehicle devices of the safety monitoring system for vehicle transportation of explosive hazardous chemicals, define the general installation requirements for the vehicle devices of the safety monitoring system for vehicle transportation of explosive hazardous chemicals and the specific installation requirements for the main equipment of each unit, and establish the method for installation acceptance.
——Part 4: Monitoring client; This part is intended to give the composition and classification of monitoring clients in the safety monitoring system for vehicle transportation of explosive hazardous chemicals, define the basic requirements of monitoring clients, the specific functional requirements of industry management clients, enterprise operation management clients and driver and passenger service clients, and specify the performance requirements, information security requirements and corresponding test methods of monitoring clients at different levels.
——Part 5: Interface protocol between vehicle devices and communication center; This part is intended to provide the data interface of wireless data transmission and data exchange between vehicle device and communication center in the safety monitoring system for vehicle transportation of explosive hazardous chemicals, define the composition, communication mode and general requirements of data interfaces, and specify the classification and data format of communication protocol.
——Part 6: Interface protocol between communication center and monitoring client. This part is intended to provide the data interface for data transmission and data exchange between the communication center and the monitoring client in the safety monitoring system for vehicle transportation of explosive hazardous chemicals, define the composition, communication mode and general requirements of the data interfaces, and specify the data interaction flow and data format of different data interaction services.

1 Scope
This document specifies the installation preparations and general installation requirements of the vehicle devices in the safety monitoring system for vehicle transportation of explosive hazardous chemicals as well as the requirements for the installation of vehicle terminals, installation of safety monitoring unit for drivers and passengers, installation of auxiliary unit for vehicle driving safety, installation and installation acceptance of the vehicle-mounted safety monitoring system of explosive hazardous chemicals.
This document is applicable to the installation of vehicle devices in the safety monitoring system for vehicle transportation of explosive hazardous chemicals.

3 Terms and definitions
For the purposes of this document, the terms and definitions given in GB/T 42474.1 apply.
4 Installation preparations
4.1 Documents
4.1.1 Management documents
4.1.1.1 New vehicles
The following management documents shall be checked before installing the vehicle devices on undelivered vehicles:
a) Relevant documents proving that the vehicles comply with GB 20300;
b) Certificate or inspection report proving the conformity of the corresponding unit or sub-unit of the vehicle device.
4.1.1.2 In-use vehicles
The following management documents shall be checked before installing the vehicle devices on the in-use vehicles;
a) Qualified certificate of completed vehicle;
b) Certification proving the compliance of the vehicle with GB 20300;
c) Valid inspection mark of vehicle;
d) Safety and technical inspection report of vehicle;
e) Certificate or inspection report proving the conformity of the corresponding unit or sub-unit of the vehicle device.
4.2 Technical documents
The following technical documents shall be checked and acquainted before installing the vehicle devices:
a) Unit setup scheme for the to-be-installed vehicle device;
b) Technical specifications and operating instructions of software and hardware equipment of the to-be-installed units;
c) Installation drawings and process documents of the to-be-installed units;
d) Operating instructions of the vehicle to be installed with the vehicle device;
e) Schematic diagram for the installation position of the relevant unit of the to-be-installed vehicle device in the vehicle;
f) Schematic diagram for the wiring of the relevant units of the to-be-installed vehicle device corresponding to the vehicle.
