1 Scope
This document specifies the overall requirements, system function requirements, system performance requirements, system composition requirements, system software requirements, system interface requirements and system information security requirements for the integrated emergency command system of urban rail transit network.
This document is applicable to the design, construction and operation of the integrated emergency command system of urban rail transit network.

The contents of the following documents constitute essential provisions of this document through normative references. For dated reference documents, only the version corresponding to that date is applicable to this document; For undated references, the latest version (including all amendments) is applicable to this document.

3 Terms and definitions
The following terms and definitions apply to this document.

Comprehensive emergency command system
Supervise the overall operation status of the urban rail transit network, and a computer information integration system with emergency resource management, monitoring control, early warning and emergency response functions.
4 General requirements
4.10 When the urban rail transit network meets the conditions of networked operation, there shall be an integrated emergency command system (hereinafter referred to as "the system"), and the emergency demand of networked operation shall meet the provisions of GB/T 38707.
4.2 During normal operation, the system shall have the functions of operation monitoring, risk control and information release; In case of abnormal operation, the system shall have the coordination and command function between the line network, line and site levels.
4.3 The system shall meet the emergency command requirements of the line network with comprehensive information content, real-time accuracy, quick access and flexible combination.
4.4 The system shall meet the requirements of safety, reliability and availability, and have scalability and maintainability.
4.5 The level of system information security protection shall not be lower than the level II requirements specified in GB/T 22239-2019.
4.6 The system shall be able to meet the expansion needs of new line access, line transformation and extension.
5 System functional requirements
5.1 Dynamic data monitoring
5.1.1 The system shall be able to monitor the line train diagram and train operation status.
5.1.2 The system shall be able to monitor the real-time passenger flow information of the line network, including the inbound and outbound passenger flow of each station, the transfer passenger flow of the transfer station, and the line and section passenger flow.
5.1.3 The system shall be able to monitor the video images of each station and train, which shall be displayed in the form of camera layout.
5.1.4 The system shall be able to monitor the status of power supply equipment, and the display content shall include remote signaling and telemetry data.
5.1.5 The system shall be able to monitor the status of important electromechanical equipment, including the status of line tunnel ventilation system, station and section drainage system, station power (escalator) status, and platform door status, which shall be displayed in the form of matrix diagram or topology diagram.
5.1.6 The system shall be able to monitor the status of the ventilation and air conditioning system, lighting system and automatic fare collection system of the line station.
5.1.7 The system shall be able to monitor the line fire alarm information.
5.1.8 The system shall be able to monitor the weather status information of the station area.
5.1.9 The system shall be able to monitor the station and line risk points, risk levels and hidden danger treatment status.
5.1.10 The system shall be able to monitor the status of emergency materials, facilities and equipment, including location and quantity, which shall be displayed in the geographic information map.
5.1.11 The system shall be able to monitor the status of emergency rescue personnel, including the location and jurisdiction area of each station work team, which shall be displayed in the geographic information map.
5.1.12 The system should be able to monitor the line structure settlement and deformation, tunnel gas concentration detection and other conditions.
5.1.13 The system should be able to monitor external information, and can assist in manual retrieval of public opinion information from portals, blogs, WeChat, mobile applications and other platforms. The retrieval conditions should include time range, release path, optical company, and elimination of duplicate information.
5.1.14 The system shall realize group display of multi-specialty system information, and can customize different business scene images according to different business modules, including daily monitoring scenes and emergency command scenes.
5.2 Static information display
5.2.1 The system shall be able to display the line layout of the whole line network, including the line direction, the range of track section and protection area, as well as the station name, location and other information.
6 System performance requirements
6.1 The response time of the system from interface data acquisition to interface display shall be less than 2 s.
6.2 Response time of control command in the system shall be less than 2 s.
6.3 The response time of the whole line diagram showing the real-time global operation status of the whole line network shall be less than 15 s. The response time of the single station real-time data screen shall be less than 1 s. The response time of the other real-time data pictures shall be less than 2s.
7 System composition requirements
7.1 Basic requirements
7.1.1 The system shall have basic functions such as data collection, data processing, operation and maintenance, and shall provide public resource components including metadata management, data quality management, data service, data processing, geographic information, reports, messages, and enterprise service bus. The system framework is shown in Figure 1.
8 System software requirements
8.1 The system software design should support cloud computing technology architecture.
9 System interface requirements
9.1 The system interface shall meet the requirements of system safety, system function and system performance.
9.2 The interfaces between the system and signal system, automatic fare collection system, electric power monitoring system, environment and equipment monitoring system, automatic fire alarm system, vehicle professional system, video monitoring system, broadcasting system, access control system, manual reporting station and other systems shall adopt redundant channel configuration, and the interfaces with systems receiving meteorological, seismic, flood control and typhoon information shall adopt redundant channel configuration.
9.3 The system interface shall be of general Ethernet type with scalability.
10 System information security requirements
10.1 Firewall, virtual private network and other technologies shall be used to isolate and protect the security domains in the system.
10.2 The interconnection between the system and external systems shall be isolated and protected by security isolation, access agent and other mechanisms.
10.3 Log the operation status of network equipment, network traffic and user behavior in the network system.
