Valve Test for Fugitive Emissions
1 Scope
This standard specifies terms and definitions, inspection, testing, marking of valves test for fugitive emissions, certification and retesting of valves, as well as leakage measurement methods for the suction method.
This standard is applicable to the test procedures for the evaluation of external leakage of valve stems or shafts and body joints of isolating valves and control valves intended for application with volatile air pollutants and hazardous fluids.
This standard is not applicable to end connection joints, vacuum application, effects of corrosion and radiation.

3 Terms and Definitions
For the purposes of this document, the following terms and definitions apply.
3.1
body seals
any seal in pressure containing part except stem (or shaft) seals
3.2
concentration
ratio of test fluid volume to the gas mixture volume measured at the leak source of the test valve
Note: The concentration is expressed in ppmv (1×10-6 parts per million volume or volume fraction), which is a dimensionless unit (1 ppmv = 1 mL/m3 = 1 cm3/m3).
3.3
fugitive emission
any chemical or mixture of chemicals, in any physical form, which represents an unanticipated or spurious leak from equipment on an industrial site
3.4
leakage
loss of the test fluid through the stem (or shaft) seal or body seals of a test valve under the specified test conditions and which is expressed as a concentration or a leak rate
3.5
leakage rate
mass flow rate of the test fluid, expressed in mg·s-1 per meter [mg/(s·m)] of the perimeter of the stem
3.6
local leakage
measurement of the test fluid leakage using a probe at the leak source point
3.7
stem seal
shaft seal
components installed around the valve stem (or shaft) to avoid leakage of internal fluids to atmosphere
4 Inspection
4.1 Valve manufacturer's inspection
4.1.1 The valve manufacturer shall prepare written manufacturing and inspection procedures that can meet the requirements for fugitive emission of valves.
4.1.2 The valve manufacturer shall inspect the parts, dimensions, assembly that have an impact on fugitive emission of valves according to its written procedures.
4.2 Purchaser's inspection
4.2.1 Inspection carried out by the valve manufacturer
As specified in the purchaser's order contract, valves shall be inspected by the manufacturer, and the purchaser's inspector may enter the manufacturer’s factory at any time during the manufacture of the ordered valves.
