This document is drafted in accordance with GB/T 1.1-2020 Standardization Guidelines Part 1: Rules for the Structure and Drafting of Standardization Documents.
This document replaces GB/T 19671-2005K Safety of Machinery, two-handed Handling Devices, Functional Status and Design Principles. Compared with GB/T 19671-2005, the main technical changes, in addition to structural adjustments and editorial changes, are as follows:
a) The term "mobile two-handed manipulator" has been changed to "relocatable THCD"(see 3.10, 3.10 of the 2005 edition);
b) Changed the selection and type of THCD (see Chapter 4, Chapter 4 of the 2005 edition);
c) Add general requirements for THCD design requirements (see 5.1);
d adds a requirement to "prevent deprecation" (see 5.6);
e) Changed the "synchronous operation" requirement (see 5.8, 5.7 of 2005 version);
f changes the requirement for "two-hand control safety features" (see Chapter 6,2005 edition of Chapter 6);
g) The requirement to use programmable electronic systems is removed (see Chapter 7 of the 2005 edition).
This document is equivalent to ISO 13851:2019 Safety of Machinery Principles for the Design and Selection of two-handed Handling Devices. Please note that some of the content of this document may involve patents. The issuer of this document is not responsible for identifying the patent. This document was developed and compiled by the National Technical Committee for Standardization of Mechanical Safety (SAC/TO208).
Introduction
Mechanical safety standard system consists of the following types of standards.
-- Class A standard (basic safety standard), giving the basic concepts, design principles and general characteristics applicable to all machinery.
-- Class B standard (general safety standard), a safety feature of machinery or a safety device with a wide range of use:
Class B1, specific safety features (such as safety distance, surface temperature, noise) standards;
Class B2, safety devices (such as two-handed control devices, interlocking devices, pressure sensitive devices, protective devices > The standard.
Class C standards (mechanical product safety standards), standards that specify detailed safety requirements for a particular type of machine or group of machines. According to GB/T15706, this file belongs to the B2 class standard.
This document is particularly relevant to the following stakeholders related to mechanical safety:
-- machine manufacturers;
-- Health and Safety Agency.
Other stakeholders affected by the level of mechanical safety are:
-- machine users;
-- machine owner;
-- Service providers;
-- Consumers (for machinery intended for use by consumers). All of these stakeholders may be involved in the drafting of this document. In addition, this document is intended for use by standardization bodies drafting Class C standards. The requirements set out in this document may be supplemented by Class C standards or regulated.
For machines within the scope of the Class C standard, and have been designed and manufactured in accordance with the Class ◇ standard, preference is given to the requirements in the Class C standard. A two-handed control device (THCD) is a protective device that protects the operator from reaching the danger zone in a dangerous state by installing the control and execution device in a specific position at a distance from the danger zone.
The choice of THCD as a safety device depends on the risk assessment made by the designer, standard setter and others in accordance with GB/T 15706.
The definition of THCD given in 3.1 of this document takes precedence over the definition given in GB/T15706.
In some applications, enabling devices (see GB/T 15706) and/or hold-run devices (see GB/T 15706) may also meet the THCD definition in this document. In addition, some special manipulators that require the use of both hands, such as certain crane controllers, also meet the THCD definition in this document.
1 Scope
This document specifies the safety requirements for the two-handed control device (THCD) and the dependency between the output signal and the manual control actuator.
This document gives the main features of THCDS used to achieve the safe state, as well as the combination of functional features of the three types of THCDS. This document does not apply to devices intended for use as enablement devices, hold-run devices or dedicated control devices.
This document does not specify which machines are required to use THCD or what type of THCD is to be used in specific applications. In addition, despite the guidance given, this document does not specify the distance between THCD and the danger zone (see 8.8).
This document provides design requirements and selection guidelines for THCD based on risk assessment, including prevention of deprecation, failure avoidance, and compliance verification.
Note 1:THCD provides protection only to its operator.

This document applies to all THCDS that use a variety of energy sources, including:
-- Fully assembled THCD for direct installation
-- yHCD that needs to be assembled by machine manufacturer or integrator.

3 Terms and definitions
As defined in GB/T15706 and the following terms and definitions apply to this document.
4 THCD selection and type
4.1 Selection of THCD
The choice of THCD as a protection device depends on the risk assessment (e.g. by the machine manufacturer and integrator, by the designer and by standard requirements).
5 Design requirements for 5THCD
5.1 General Requirements
The THCD in Table 1 should satisfy the characteristics described in 5.2 through 5.8 to ensure that the operator's hands (or, in certain cases, the operator's body) are in a safe position and prevent accidental starting.
THCD shall implement its safety features and its requirements such as "synchronous operation" under all environmental conditions specified by the machine manufacturer.
5.2 Using both Hands (Simultaneously)
THCD shall be designed and integrated in such a way that the operator can operate the machine with only two hands at the same time, that is, one operator with one hand and the other operator with the other. The simultaneous operation is independent of the time interval between the two input signals being triggered separately (see Figure 2).
6 Two-handed control of the safety function
6.1 Preventing Accidental Startup
The output signal of THCD can only be "activated "(allowing the initiation of dangerous movements of the controlled machine) if both of THCD's control actuators are operated and maintained. To prevent accidental startup, this safety feature should meet the corresponding categories and PL or SIL requirements for each type of THCD as shown in Table 1.
