1 Scope
This standard specifies the safety technical requirements for blasting and blasting unit's purchasing, transporting, storing, using, processing, inspecting and destroying blasting materials and accessories.
This standard is applicable to various civil blasting, and unmilitary engineering blasting conducted by the Chinese People's Liberation Army and The Chinese Armed Police Force.

3 Terminologies and Definitions
For the purposes of this document, the following terminologies and definitions apply.
3.1
Blasting
Operation to do work on the media using the explosion energy of explosives for the purpose of achieving predetermined engineering objective.
3.2
Blasting unit
Units holding blasting unit license and engaging in blasting, which are divided into two kinds, i.e. non-commercial and commercial units. Non-commercial blasting unit refers to the unit that performs blasting by itself within restricted area for its legal production activities; commercial blasting unit refers to the unit that has independent legal personality and takes up the design and construction, safety assessment and safety supervision of blasting items.
3.3
Blasting engineering and technical personnel
Technical personnel who has professional blasting knowledge & practical experience and has passed examination and obtained the qualification certificate for engaging in blasting work.
3.4
Blasting personnel; personals engaged in blasting operations
It refers to blasting engineering and technical personnel, blaster, safety personnel and keeper engaged in blasting operations.
3.5
Adverse effects of blasting
Possible harmful influence of blasting on the protected objects near the blast area. Such as blasting vibration, individual flying object, air shock wave, noise, shock wave in water, dynamic water pressure, surge, dust and harmful gas.
3.6
Blasting circumstances
It generally refers to natural conditions and environmental conditions influencing blasting safety in and around the blast area.
3.7
Rock blasting
Operation to do work on rock media using the explosion energy of explosives for the purpose of achieving predetermined engineering objective.
3.8
Surface blasting
Rock blasting carried out on ground surface.
3.9
Underground blasting
Rock blasting carried out under the ground (e.g. underground mine and chamber, tunnel, etc.).
3.10
Short-hole blasting
Blasting with the diameter and depth of blast hole less than or equal to 50mm and 5m respectively.
3.11
Deep-hole blasting
Blasting with the diameter and depth of blast hole greater than 50mm and 5m respectively.
3.12
Blasting in complicated surroundings
Blasting carried out by taking measures to control adverse effects in the environment that there are residential area, large cultivation farm or important facilities within 100m away from the edge of the blast area.
3.13
Development blasting; heading blast
Blasting in such heading engineering as laneway and tunnel.
3.14
Chamber blasting
Operation for blasting excavation of rock by intensive charging or strip-chamber charging.
