This document is developed in accordance with the rules given in GB/T 1.1-2020 Directives for standardization - Part 1: Rules for the structure and drafting of standardizing documents.
This standard replaces GB 5083-1999 General rules for designing the production facilities in accordance with safety and health requirements. In addition to structural adjustment and editorial changes, the following main technical changes have been made with respect to GB 5083-1999:
——The term "production facilities" and its definition are modified (see 3.1 hereof; 3.1 of Edition 1999);
——The requirements for safety risks of full life cycle have been added (see 4.1 and 4.2 hereof);
——The requirements for starting and stopping have been added (see 5.6.3 and 5.6.5 hereof);
——The requirements for control system operational risks and switching operations have been added (see 5.6.2.1 and 5.6.2.9 hereof);
——The requirements for installation, lifting and handling have been modified (see 5.9.1 and 5.9.3 hereof; 5.9.2 of Edition 1999);
——The requirements for fire and explosion protection (see 6.4.1, 6.4.2, and 6.4.3 hereof; 6.4.1, 6.4.2, and 6.4.3 of Edition 1999);
——The requirements for protection against static electricity and electrical lesion have been added (see 6.10.2 and 6.10.3 hereof);
——The requirements for facility specifications have been modified (see 7.2 hereof; 7.2 of Edition 1999);
——The relevant contents of environmental protection facilities have been added (see 6.7.1 and 6.7.2 hereof);
——Relevant content on intelligence, remote control, etc. has been added (see 5.6.2.3, 5.6.2.11, 5.6.2.12, and 6.4.5 hereof);
——The content on failure modes and failure analysis of production facilities based on risk assessment has been added [see a) of 4.7 hereof].

General rules for designing the production facilities in accordance with safety and health requirements
1 Scope
This document specifies the overall requirements, general requirements and special requirements for safety and health design of various production facilities.
This document applies to all kinds of production facilities except air and water vehicles, water-based facilities, electrical equipment and nuclear energy equipment.

The following documents contain requirements which, through reference in this text, constitute provisions of this document. For dated references, only the edition cited applies. For undated references, the latest edition of the referenced document (including any amendments) applies.

3 Terms and definitions
For the purposes of this document, the following terms and definitions apply.
3.1
production facilities
various machines, facilities (including environmental protection facilities), devices and appliances used in the production process for the production, processing, manufacturing, inspection, transportation, loading and unloading, installation, storage and maintenance of products
3.2
safety and health guard device
accessory objects or facilities configured on production facilities to ensure the safety and health of personnel, production processes and facilities
4 General requirements
4.1 The design of production facilities shall identify safety risks throughout its life cycle, such as various working conditions and environments, especially those under abnormal working conditions and adverse environments, and take appropriate safety and health protection measures.
4.2 Production facilities (including parts and components) shall have mechanical properties, stability and reliability that conform to the safety performance of products. When manufactured, transported, stored, installed, used and dismantled according to the prescribed conditions, no harm shall be caused to personnel.
