1.0.1 In order to prevent and control indoor pollution from construction materials and decoration materials in civil construction, protect public health and safeguard the public interest, the enactment of the code should be technologically advanced and economically rational.
1.0.2 The instruction applies to indoor environmental pollution control of the new, expanded, and renovated civil construction, but does not apply to industrial construction, warehousing construction, construction, and rooms with special decontamination requirements.
Notes: In the instruction, indoor pollution means building materials and decoration materials from the indoor pollution. After the delivery of civil construction project, the generated pollution from indoor decoration materials of non-construction is not listed in the code.
1.0.3 The indoor environmental pollutants are radon (Rn-222), formaldehyde, ammonia, benzene and total volatile organic compounds (TVOC).
1.0.4 Based on different requirements of controlling of indoor environmental pollution, civil construction projects are divided into the following two categories:
1 Class I civil construction projects: housing, hospitals, old buildings, kindergartens, school classrooms and other civil construction projects;
2 Class II civil construction projects: office buildings, stores, hotels, cultural and entertainment centers, bookstores, libraries, exhibition halls, stadium, public transport waiting rooms, restaurants, barbershops and other civil construction projects.
1.0.5 Civil construction projects should select the building materials and decoration materials which meet the standard requirements.
1.0.6 The environmental pollution control indoors should comply with the civil construction projects code, as well as the current national mandatory standards.
