1 General Provisions
1.0.1 This code is formulated in order to prevent and reduce the fire hazard of civil air defence works and protect the personal and property safety.
1.0.2 This code is applicable to the fire protection design for newly-built, extended and renovated civil air defence works for the following service:
1 Mall, hospital, hotel, canteen, exhibition hall, public recreation area, sports area and other applicable civil areas;
2 Production workshops and goods warehouses belonging to Category C, D and E by fire hazard.
1.0.3 The fire protection design of civil air defence works shall comply with the national relevant guideline and policy, focus on self protection and self rescue according to the fire characteristics of civil air defence works, take reliable fire protection measures, and achieve safety and usability, advanced technology, economy and rationality.
1.0.4 The fire protection design of civil air defence works shall not only comply with this code but also comply with those specified in the national current relevant standards.
2 Terms
2.0.1 Civil air defence works
It refers to the protection constructions built in need of safeguarding the civil air defence command, communication and sheltering. Civil air defence works is divided into cut-and-cover works, undermined works with low exit, undermined works without low exit and civil air defence basement, etc.
2.0.2 Cut-and-cover works
It refers to the works separately built with open cut method construction and with a majority of structure below the original ground surface.
2.0.3 Undermined works with low exit
It refers to the undermined works with a majority of main flooring above the lowest access ground. It is mostly built in mountainous land or hilly land.
2.0.4 Undermined works without low exit
It refers to the undermined works with a majority of main flooring below the lowest access ground. It is mostly built in flat land.
2.0.5 Civil air defence basement
It refers to the basement with preset protection function in need of safeguarding the civil air defence command, communication and sheltering.
2.0.6 Protective unit
It refers to the use space that the protection facilities and internal equipment can form system by self in civil air defence works.
2.0.7 Evacuation exit
It refers to the exit used for personnel departing from a certain zone to the evacuation exit.
2.0.8 Safe exit
It refers to the access of staircase for safe evacuation of personnel or the exit directly connecting indoor and outdoor safety zone.
2.0.9 Evacuation walk
It refers to the walk used for personnel evacuation and passing to safe exit or adjacent fire zone.
2.0.10 Fire-protection evacuation walk
It refers to the walk with both sides as solid fire walls, installed with smoke proof facilities, and only used for personnel safely passing to outside.
2.0.11 Smoke prevention staircase
It refers to the staircase that the entrance is arranged with a smoke-proof front room and the doors of the staircase are fire doors no less than Grade B.
2.0.12 Lighting for fire evacuation
It refers to the lighting used for ensuring evacuation exit and evacuation walk effectively identified and used if fire happens in civil air defence works so as to make personnel safely evacuate from the danger area. It consists of light for fire evacuation and marking lamp for fire evacuation.
2.0.13 Light for fire evacuation
It refers to the lighting fixtures used for ensuring evacuation walk effectively identified and used if fire happens in civil air defence works.
2.0.14 Marking lamp for fire evacuation
It refers to the lighting fixtures used for ensuring evacuation exit or evacuation direction mark effectively identified if fire happens in civil air defence works.
2.0.15 Reserve lighting for fire risk
It refers to the lighting used for insisting on the workplace if fire happens in civil air defence works, and the lighting is powered by the reserve power supply.
3 General Plan Layout and Plan Layout
3.1 General Requirements
3.1.1 For the general plan design of civil air defence works, the position, fire separation, fire water source and fire lane, etc. shall be reasonably determined according to such factors as construction planning, scale and purpose of civil air defence works.
3.1.2 Liquefied petroleum gas, combustible gas with relative density (ratio with air density) larger than or equal to 0.75 and liquid fuel with flash point less than 60℃ shall not be used or stored in civil air defence works.
3.1.3 The children activity space such as nursing room, nursery, kindergarten, and amusement hall and the disabled activity space shall not be arranged in civil air defence works.
3.1.4 The wards shall not be arranged in underground second floor or below floor, if they are arranged in the ground floor, the elevation difference of the indoor floor and outdoor access flooring shall not be larger than 10m.
3.1.5 Song and dance, recreation, projection and game area such as song and dance hall, Karaoke hall (including canteen with karaoke function), nightclub, video hall, projection hall, sauna room) except bath part), game house (including electronic game house) and internet bar shall not be arranged in underground second floor or below floor, if they are arranged in the ground floor, the elevation difference of the indoor floor and outdoor access flooring shall not be larger than 10m.
3.1.6 Underground stores shall meet the following requirements:
1 The commodity with fire hazard as Category A or B store goods attribute shall not be operated and stored.
2 The business hall shall not be arranged in underground third floor or below;
3 Where the total building area is larger than 20000m2, fire wall shall be adopted for separation and door and window opening shall not be arranged on the fire wall; if the adjacent areas are required for local connection, reliable fire separation measures shall be taken, the following fire separation mode may be selected:
1) Outdoor open space such as sinking square; the sinking square shall meet the requirements of Article 3.1.7 of this code;
2) Fire compartment; the wall of the fire compartment shall be solid fire wall and shall meet the requirements of Article 3.1.8 of this code;
3) Fire-protection evacuation walk; the fire-protection evacuation walk shall meet the requirements of Article 5.2.5 of this code;
4) Smoke prevention staircase; the doors of smoke prevention staircase and front room shall be normally opened Grade A fire doors that can automatically shut down during fire hazard.
3.1.7 The arrangement of the sinking square in Item 1, Clause 3, Article 3.1.6 of this code shall meet the following requirements:
1 The horizontal distance from different fire zones to the nearest edge of safe exit of the sinking square shall not be less than 13m, and the clear area of the evacuation area in the square shall not be less than 169m2.
2 The square shall be arranged with one evacuation staircase at least directly connecting to the flooring, and the total width of the evacuation staircase shall not be less than the calculated total evacuation width from the adjacent maximum fire zone to the sinking square.
3 Where it is necessary to arrange a rain-proof shed, the shed shall not be sealed and shall meet the following requirements:
1) The open area around shall be larger than 25% of the projected area of the sinking square, if it is larger than 40m2 through calculation, 40m2 may be adopted;
2) The open height shall not be less than 1m;
3) Where the open part adopts rain-proof louver, the effective ventilation and smoke exhaust area of the louver may be calculated according to 60% of the louver opening area.
4 The area within the minimum clear area range of Clause 1 of this article shall not be used for other purposes except evacuation; the use of other areas shall not influence personnel evacuation.
Note: The total width of evacuation staircase may include the evacuation staircase width and 90% of the escalator width.
3.1.8 The arrangement of the fire compartment in Item 2, Clause 3, Article 3.1.6 of this code shall meet the following requirements:
1 Normally opened Grade A fire door shall be arranged between fire compartment and fire zone and shall be of self shut down if any fire hazard;
2 The horizontal distance between the nearest edges of fire doors opened on the fire compartment walls in different fire zones shall not be less than 4m, and this door shall not be calculated in the number of safe exits and total evacuation width of this fire zone;
3 The flammability level of decoration materials of fire compartment shall be Level A and the fire compartment shall not be used for other purposes except personnel passing.
3.1.9 Fire control room shall be arranged in the ground floor and shall near the safe exit directly connecting (hereinafter referred to as "direct connection") to the ground; the fire control room may be arranged in such rooms as guard room and power transformation and distribution room; where the surface building is arranged with any fire control room, the fire control room may be combined with the fire control room in the surface building. The fire separation of fire control room shall meet the requirements of Article 4.2.4 of this code.
3.1.10 The arrangement of diesel generator room and fuel oil or gas fired boiler room shall not only meet the relevant requirements of the current national standard "Code of Design on Building Fire Protection and Prevention" GB 50016, but also meet the following requirements:
1 The classification of fire zones shall meet the requirements of Clause 3 of Article 4.1.1 of this code;
2 The airtight observation window between diesel generator room and power station control room shall not only meet the airtight requirements, but also reach the performance of Grade A fire window;
3 A door with the fire resistance of Grade A fire door shall be arranged at the connecting passage between diesel generator room and power station control room and shall be normally closed;
4 The arrangement of oil storage room shall meet the requirements of Article 4.2.4 of this code.
3.1.11 The laying of fuel gas pipe and the use of fuel gas equipment shall also meet the relevant requirements of the current national standard "Code for Design of City Gas Engineering" GB 50028.
3.1.12 Oil-immersed power transformer and other oil-immersed electrical equipments shall not be arranged in civil air defence works.
3.1.13 Where the arrangement for the quantity and the position of safe exits directly connecting to outside in civil air defence works is limited by conditions, the fire-protection evacuation walk may be arranged.
3.1.14 The fire protection design for garage and motor repair shop arranged in civil air defence works shall be implemented in accordance with the relevant requirements of the current national standard "Code for Fire Protection Design of Garage, Motor-repair-shop and Parking-area" GB 50067.
