1 Application scope
This standard specifies the discharge limits as well as monitoring and supervision requirements for water and air pollutants of iron ore mining and mineral processing industry enterprises or production facilities as well as relevant provisions for implementation and supervision of this standard.
This standard is applicable to the emission management of water and air pollutants of existing iron ore mining and mineral processing industry enterprises or production facilities, as well as the environmental impact assessment, environmental protection facility design, completion acceptance of environmental protection projects for construction projects of iron ore mining and mineral processing industry and the emission management of water and air pollutants after being put into operation.
This standard is applicable to pollutant emission behaviors allowed by law; the site selection of the newly established pollution source and the management of the current pollution source in the special protected zone shall be in accordance with the relevant provisions in such laws, regulations and rules as Law of the People’s Republic of China on the prevention and control of atmospheric pollution, Law of the People's Republic of China on prevention and control of water pollution, Law of the People's Republic of China on maritime environmental protection, Law of the People's Republic of China on the prevention and control of solid waste pollution and Law of the People's Republic of China on environmental impact assessment.
The discharge control requirements for water pollutants specified in this standard are applicable to the behaviors of the enterprises discharging water pollutants, directly or indirectly, out of their legal boundaries.

3 Terms and definitions
For the purpose of this standard, the following terms and definitions apply.

mining
process of mining iron ore by open-pit mining or underground mining in iron mines and polymetallic mines with iron ore as the main product
3.2
mineral processing
process of separating iron ore by gravity separation, magnetic separation, flotation and their combined processes to obtain iron concentrate
3.3
existing facility
iron ore mining and mineral processing industry enterprises or production facilities which have been completed and put into operation or whose environmental impact assessment documents have been approved before the implementation date of this standard
3.4
new facility
constructed, renovated and extended construction projects of iron ore mining and mineral processing industry whose environmental impact assessment documents are approved since the implementation date of this standard
3.5
mining wastewater
wastewater produced and discharged during mining, including the drainage from underground mining area or goaf area, the drainage water from open-pit mining area or post-mining area, and the wastewater from waste rock yard (including dumping site)
3.6
mine acid wastewater
untreated mining wastewater with pH value less than 6
3.7
mineral processing wastewater
wastewater produced and discharged during mineral processing, including the wastewater discharged from iron ore in gravity separation, magnetic separation, flotation and their combined technological processes, as well as the wastewater discharged from ore washing, ore crushing, concentration tank of ore dressing plant and tailings pond, etc.
3.8
direct discharge
behavior that the pollutant emission unit directly discharges water pollutants to the environment
3.9
indirect discharge
behavior that the pollutant emission unit discharges water pollutants to public wastewater treatment system
3.10
public wastewater treatment system
enterprise or organization collecting wastewater with pipes, providing wastewater treatment service for more than two pollutant emission units, and whose drainage is able to meet the requirements of relevant emission standards. It includes municipal wastewater treatment plants and regional (including all kinds of industrial parks, development zones, industrial clusters, etc.) wastewater treatment plants with the wastewater treatment degree reaching Level II or above

effluent volume
volume of wastewater discharged from production facilities or enterprises to outside the legal boundaries of enterprises, including various wastewater (including domestic sewage and cooling wastewater in plant area and the water discharged from boilers and power plants in plant area) discharged out, which are directly or indirectly related to production
3.12
benchmark effluent volume per unit product
upper limit of wastewater discharge for unit products specified with a view to verifying the water pollutant emission concentration
3.13
standard condition
state at temperature 273.15K and pressure 101,325Pa. The emission concentration of air pollutant specified in this standard refers to the dry air value under standard condition
3.14
factory (field) boundary
legal boundary of mining yard, ore dressing plant, dumping site, waste rock yard, tailings pond, etc. of iron ore mining and mineral processing industry enterprises or actual boundary where legal boundary is unavailable
