This standard is formulated pursuant to rules provided in the GB/T 1.1 -2009.
This standard replaces the National Food Safety Standard Maximum Residue Limits for Pesticides in Food (GB 2763-2016) and the National Food Safety Standard Maximum Residue Limits for 43 Pesticides in Food (GB 2763.1-2018), and main technical changes are as follows compared with GB 2763-2016 and GB 2763.1-2018:
- Revised the definition of 6 pesticide residues including 2,4-di-isooctyl and the daily allowable intake of 21 pesticides such as Abamectin in the original standard.
- Added 51 kinds of pesticides including 2,4-drip dimethylamine salt, and deleted 1 kind of haloxyfop, and its maximum residue limit is combined into flupiroxicam and haloxyfop-P-methyl;
- Revised the Chinese and English common names of 5 pesticides including metriam.
- Added 2967 maximum pesticide residue limits;
- Revised 28 maximum pesticide residue limits.
- The partial limit values of 12 pesticides including glufosinate-ammonium were changed from temporary limit to formal limit.
- The partial limit values of 17 pesticides such as dithianon were changed from the formal limit to the temporary limit.
- Added 45 testing method standards, removed 17 testing method standards, and revised 9 testing method standards.
- Revised normative annex A, added 22 food names such as lupin, revised 7 food names and revised 2 food classifications;
- Revised normative annex B and added 11 pesticides.

1 Scope
National Food Safety Standard Maximum Residue Limits of Pesticides in Foods
This standard sets the 7,107 maximum residue limits of 483 pesticides including 2,4-D, etc. in foods. The standard applies to foods related to residue limits.
The food categories and testing parts (Appendix A) are used to define the application scope of the pesticide’s maximum residue limits, which applies only to this standard. For instance, the maximum residue limit of a pesticide is applicable for a certain food category, all the food in this category will be applicable to this MRL, unless otherwise specified.
The List of Pesticides that are Exempted from Developing MRL Standards in Foods (the Normative Reference Annex B) is used to define the scope of pesticides that do not need MRLs developed in foods.

The supporting testing method that meets the testing requirements is selected for testing. After the release of this standard, the newly released and implemented national food safety standard (GB 23200) is also applicable to the testing of corresponding parameters.

3 Terms and definitions
The terms and definitions below apply to this standard.
3.1 Residue definition
Any particular substance in foods, agricultural products and animal feed due to the use of pesticides, including the pesticide derivatives which is considered to have toxicological significance, such as pesticide conversion products, metabolites, reaction products and impurities, etc.
3.2 Maximum residue limit (MRL)
The statutory maximum concentration of pesticide residues allowed in the internal or surface of foods or agricultural products, expressed as the milligrams of pesticide residues per kilogram of foods or agricultural products (mg/kg).
3.3 Extraneous maximum residue limit (EMRL)
Although some persistent pesticides have been banned, they still could exist in the environment for a long time and therefore cause residues in foods once again; the EMRL in foods are developed in order to control contamination caused by such pesticides in foods. EMRL is expressed as the milligrams of pesticide residues per kilogram of food or agricultural products (mg/kg).
3.4 Acceptable daily intake (ADI)
The estimated amount of a substance, consumed daily for a person’s lifetime, without causing detectable harms to health; expressed by the amount of intake allowed per kilogram of body weight (mg/kg).
4 Technical requirements
4.1 2,4-D and 2,4-D Na
4.1.1 Major purpose of use: herbicide.
4.1.2 ADI: 0.01mg/kgbw.
4.1.3 Residue: 2,4-D.
4.1.4 Maximum residue limit: Shall comply with provisions in the Table 1.
